NEPA

The NEPA process has not been completed for these sites and must be complete to initiate land leases.

No physical work or early procurement of equipment and materials can be authorized without NEPA process completed and approved. The initial work is limited design and reversible work.

Key Site The selected DB Team (contractor) will be required to site adapt the PAU Standard Design specifically for the site. The Key Site is Pocatello, Idaho and is the guaranteed project. Ogden, Utah and Salem Oregon are the two additional potential sites listed as bid options. Future award of these sites is not guaranteed.

Permitting and Coordination

All local, State and Federal environmental permitting is the responsibility of the Design Build Team (the contractor). The contractor is responsible for coordination will the local Fire Department and Airport for the design and construction activities.

The Federal Government is not allowed to pay for building permits. Collaboration and implementation of local building codes is encouraged but limited. Internationally recognized codes and FAA Requirements such as but not limited to: IBC, IMC, IPC, IFC, ASCE 7, NPFA 101, NFPA 70, TFDS, ASHRAE 90, ASME 17.1, FAA-STD-19f, FAA-STD-002H, Executive Orders form the basis of the project. The Design Build Team and FAA will not be seeking a building permit.

The Design Build Team (the contractor) is responsible for all site-specific activities such as but not limited to:

• Site Development: access, foundations, security, Fire Department access

• All Environmental Permitting

• Site specific geotechnical site investigation and foundation design

• First responder coordination

• Local Utilities

• Mechanical

• Structural

• Civil

• Building enclosures

• High Performance Sustainable Building

• Assume the cab floor elevation for all three sites is 110 FT AGL

Standard Design

• FAA BIL ATCT Standard Design by PAU is progressed to ensure the design is compatible in multiple locations in the United States

• The progressed drawings are provided for information only. They do not represent full complete design.

• The design was progressed to ensure adequate code compliant space was available.

• Structurally seismic zone 3 was selected to address most locations.

Deviations Allowed from the TFDS

1. Where the TFDS refers to “Site Specific” information, Offeror is directed to the General Requirements above that the facility needs to be fully adaptable to any climate and loading conditions in the contiguous U.S.

2. Standard Drawings will not be provided as part of this SIR. This SIR requires new development of standard drawings that also comply with TFDS.

3. The use of Computer Access Flooring is not permitted.

4. Paragraph 3.3, Physical Security – Compliance is not applicable to the 10% design.

However, the successful Offeror must comply for future submittals.

5. Paragraph 3.8, Project Planning Document – The FAA will not provide a sample PPD.

6. Paragraph 5.2, General Design Criteria, Item F – 25% expansion is included for the electronics equipment space in Article 3.3.

7. Paragraph 5.2, General Design Criteria, Item G – Refer to Article 3.4.

8. Table 5-4, Amenities/Shared Support Spaces – Apply Breakroom/Kitchen finishes to the Controller Lounge/Locker Room finishes.

9. Table 5-7, Acoustic Design Criteria Matrix – Apply Training and Conference Room Acoustic Design Criteria to the Collaboration Room.

10. Paragraph 5.8.1, Lobby – Not applicable.

11. Paragraph 5.8.2, Connecting Link – A connecting link is not included, but the design must accommodate and be adaptable for connection of a future minimum six (6) foot wide (interior dimension) link to connect the ATCT to a potential future support building adjacent to the structure. Provide an accessible pathway for future cable access from the tower to a future link.

12. Paragraph 5.10.1, Breakrooms/Kitchen – Item 1 through Item 4 apply to the Controller Lounge/Locker Room. In Item 3, provide microwave oven and refrigerator only. In Item 4, provide accessible sink with garbage disposal only. Item 5 through Item 7 do not apply.
