REQUIREMENT:

The Federal Aviation Administration (FAA) has a goal to construct multiple Airport Traffic Control Towers, (ATCTs), at smaller commercial general aviation airports throughout the United States under the Bipartisan Infrastructure Law, (BIL). FAA intends to utilize the new PAU ATCT standard design for the BIL ATCT sites below 120 FT AGL.

This requirement is for the Design and Build of the ATCTs at the Pocatello Regional Airport, Idaho (PIH), Ogden-Hinckley Airport, Utah (OGD) and Salem Municipal Airport, Oregon (SLE). The FAA Western Service Area, (WSA), intends to award a single contract with multiple bid options for the above locations (PIH, OGD, SLE) or an Indefinite Delivery Indefinite Quantity Contract, (IDIQ). The successful contractor would be guaranteed a minimum of one project and a maximum of three projects. A two phased “Best Value” procurement model is anticipated to be utilized for contractor selection: Request for Qualifications, (RFQ), followed by the Request, (RFP), for Proposal to the shortlisted contractors.

The FAA WSA intends to utilize the Design Build, (DB), implementation model incorporating Design Build Institute of America’s, (DBIA), Best Practices. FAA has contracted with an Owner Advisor to assist in development of the Design Build scoping documents and solicitation package. The FAA may consider awarding a contract that includes incentive awards.
