ADDENDUM TO 52.212-1 – INSTRUCTIONS TO OFFERORS—COMMERCIAL ITEMS (JUN 2020)

1. This is a competitive simplified acquisition selection conducted in accordance with (IAW) Federal Acquisition Regulation (FAR) Part 13. Contracts awarded under FAR 13 are not subject to FAR 15.3 procedures. Accordingly, award of a contract, should an award be made, shall follow the procedures outlined in FAR 13, as supplemented.

2. To assure timely and equitable evaluation of offers, offerors must follow the instructions contained herein. Offers submitted in response to this solicitation must be in compliance with the Request for Quote (RFQ) requirements, including terms and conditions, representations and certifications and the Statement of Work (SOW). All claimed capabilities to meet the requirements shall be realistic and are subject to verification by the Government. Non-conformance with these instructions may result in rejection of the offer or being deemed ineligible for award.

3. Offerors must clearly identify an exception to the RFQ terms and conditions and provide complete accompanying rationale. The Government reserves the right to determine any such exception(s) are unacceptable. Any exception determined unacceptable by the Government may result in the Offeror’s offer being determined unacceptable and ineligible for award.

4. Offers must be complete, self-sufficient and respond directly to the requirements of this RFQ. The response shall consist of a Price Quote and applicable representations and certifications as required for this RFQ.

5. The contracting officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the contracting officer will review this determination and if, in the contracting officer’s opinion, adequate price competition exists, no additional cost information will be requested. However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists, offerors may be required to submit information to the extent necessary for the contracting officer to determine the reasonableness and affordability of the price.

6. Instructions:

QUOTE SUBMISSION/EVALUATION

(a) Complete all items on page 1, 2, 4 and 5 of the RFQ.

(b) Insert proposed unit price in the “UNIT PRICE” section within the “ITEM” and multiply the unit price times the quantity to complete “AMOUNT” in the Supplies or Services and Prices/Cost section of the solicitation for each Contract Line Item Number (Item), including all option periods. The six-month extension for item number 5001 is for six-months of service so quantity is for half of a year’s service. This line item is established to address FAR 52.217-8, Option to Extend Services, in the event this clause applies after completion of the base year and four (4) one-year options. The cost of 5001 will be evaluated in the price quote.

(c) Assure all amounts/calculations within the unit price and amount sections in your price quote are accurate and complete as specified in paragraph (b) above. If handwriting, assure all amounts are legible to avoid any miscalculations.

(d) Price will be evaluated for (i) Total Evaluated Price (TEP) (ii) completeness (iii) reasonableness and (iv) unbalanced pricing. Offerors whose price is determined to be unreasonable or incomplete will not be considered for award. The burden of proof for credibility of proposed prices rests with the offeror.

(e) Technical Evaluation - After receipt of offers, the Government will first evaluate the lowest price offer. If the lowest price offer is determine to technically acceptable and otherwise properly awardable, award will be made to that offeror. The Government reserves the right to evaluate only the lowest price offer or to conduct further evaluations of additional offers.

7. Complete the necessary representations and certifications in the RFQ and submit the fill-ins with your offer. Also, complete the attached National Defense Authorization Act (NDAA) Certification form and submit with your offer.

8. At the time of this solicitation, WD 2015-5075, Rev. 16, dated 12/20/20 was in effect. In the event of an updated revision to the applied WD, the updated revision will be incorporated into the award.

9. Your offer will be evaluated in accordance with the criteria listed in FAR 52.212-2, Evaluation—Commercial Items (Oct 2014), paragraph (a) and Addendum to FAR 52.212-2. It is our intent to evaluate offers and award without exchanges with offerors; however, we reserve the right to conduct exchanges or seek clarifications if the Contracting Officer determines they are necessary.

10. Offers are due no later than 3:00 p.m. CST, Tuesday, 2 March 2021. All questions in regards to the RFQ must be directed to the contract specialist, SrA Sol Shin, via email sol.shin.2@us.af.mil or contracting officer, Ms. Judith Jennings, email judith.jennings@us.af.mil. Deadline for questions is 3:00 p.m. CST Friday, 26 February 2021. Offers must be emailed to the above addresses.
