Performance Work Statement (PWS) 720th Operational Support Squadron

Aircraft Training Support 17 May 2021

SCOPE

In response to operational requirements, USAF Special Tactics Unit Operators, to include all units under the 24 SOW must possess a proficient level of rapid global employment in order to support operational contingencies and combat requirements. Aircraft Training Support is a valuable tool to enable parachutist the opportunities to regain currencies and build upon capabilities. The contractor shall provide the use of civilian aircraft capable of supporting parachute operations in the Eglin AFB, FL ranges and surrounding areas.

1. COURSE REQUIREMENTS

The contractor shall provide all labor, communications, transportation, supervision and other supplies and services necessary to support in all aspects of aircraft support for MFF operations. Two (2) iterations of training shall be provided to a total of 48 personnel; the first iteration shall be from 21-25 June 2021 for 18 personnel and the second iteration shall be from 26-31 July 2021 for 30 personnel. This training shall include current tactics, techniques, and procedures by subject matter expertise (SME)/government instruction, materials, vehicles, and miscellaneous support.

1.2. Description of Course Requirements

1.2.1. Provide one aircraft (AC) and associated aircrew and any other members, equipment, and/or supplies needed to perform all requirements outlined in Paragraph 1.2, 1.3, 1.4, 1.5, 1.6, and 1.7 within 60 miles of Hurlburt Field, FL. The vendor shall be US Special Operations Command (USSOCOM) approved (inspected) part 135 compliant to include aircrew certifications and licenses.

1.2.1.1. Vendor shall utilize civilian facilities within 60 miles of Hurlburt Field, FL for storing AC, refueling AC, maintaining AC, and utilizing runways for take-off and landings.

1.2.2. Vendor shall conduct operations within Military airspace and on military facilities/ ranges.

Government will conduct pre-coordination to ensure AC is authorized to utilize base airspace and airfields for take-off, loading of personnel, and landing.

1.3. Flight Time:

1.3.1. Vendor shall meet the following training iterations:

1.3.1.1. Sixteen (16) training flight hours that includes up to four (4) training days with one (1) inclement weather day from 21-25 June 2021 to satisfy all requirements of the PWS. 720 OSS maintains the right to separate the flight hours into day and night blocks of training, followed by an aircraft shutdown period to

Page | 2 meet mission requirements. In accordance with (IAW) the training objectives, the contractor shall provide flight time of 0.5 hours minimum for each sortie.

1.3.1.2. Thirty (30) training flight hours that includes up to five (5) training days with one (1) inclement weather day from 26-31 July 2021 to satisfy all requirements of the PWS. Special Tactics Training Squadron (STTS) maintains the right to separate the flight hours into day and night blocks of training, followed by an aircraft shutdown period to meet mission requirements. In accordance with (IAW) the training objectives, the contractor shall provide flight time of 0.5 hours minimum for each sortie.

1.4. Qualifications:

1.4.1. The contractor shall have the following qualifications:

1.4.1.1. The aircrew shall be knowledgeable in current static line and military freefall parachuting tactics and procedures relating to aircrew and jumpmaster interface/coordination IAW ATP 3-18.11, Special Forces Military Freefall Operations.

1.4.1.2. The contractor shall be Department of Defense (DoD) approved commercial operators to include aircraft certifications and licenses (in accordance with Department of Defense Instruction (DoDI) 4500.53, DOD Commercial Air Transportation Quality and Safety Review Program), if available or otherwise in accordance with US Special Operations Command (USSOCOM) Directive 350-3.

1.5. Pilot:

1.5.1. The pilot shall meet and be current in the following qualifications:

1.5.1.1. 100 hours experience performing airdrop operations

1.5.1.2. U.S. Certified Pilot License (CPL)

1.5.1.3. Multi-Rating Pilot License & Documents Required

1.6. Aircrew:

1.6.1. The contractor shall provide qualified aircrew to perform all contract requirements. The aircrew operating the aircraft must be licensed to fly that type of aircraft in the requested state. All aircrew personnel shall be United States citizens with citizenship verifiable by provision of birth record or passport. The Aircraft must have valid certification to fly in United States and shall be used for static line and free fall operations.

1.7. Aircraft Requirements:

1.7.1. The type of aircraft shall possess the following features/specifications:

1.7.1 Contractor shall provide a CASA 212 aircraft, or aircraft of comparable capability, and aircrew to support MFF Proficiency Training. Aircraft must be certified and inspected IAW with recent as of Feb 2021 SOCOM/J3 350-8 policy and in addition CARB inspected and certified. If an approved subcontractor performs the aircraft operations, the subcontractor shall be IAW with all certifications and inspections as specified.

1.7.1 The aircraft shall be capable of eight (8) lifts minimum per day to an altitude not less than 900 feet

Above Ground Level (AGL) and not to exceed an altitude of 12,999 feet AGL.

1.7.2 Side mounted troop seats/side-facing seats (military style canvas/nylon seats with extended length seats for sixteen (16) combat equipped parachutists per lift.

1.7.3 At a minimum, standard VHF/AM radios are required with UHF radio preferred and, if available, Global Positioning System (GPS) Navigation.

1.7.4 Parachute jump lights (red/green) must be in cargo compartment for jumpmaster/aircrew coordination.

1.7.5 Aircraft must have a cargo compartment capable of accommodating eighteen (18) parachutists and portable oxygen consoles.

1.7.6 There must be intercom communications between aircrew and jumpmaster.

1.7.7 The aircraft must be configured for over the ramp static line operations. Aircraft must have static line cable and retrieval system. Static line cables must be permanently installed; temporary installations are not acceptable.

1.7.8 Aircraft must be configured for day and night Static Line and HALO/HAHO operations.

1.7.9 Aircraft must be capable of air drop operations up to 12,999 feet via ramp.

1.7.10 Aircraft ramp must have a non-skid surface.

1.7.11 Aircraft must have ramp for jumper’s exits.

1.8. Deliverables.

1.8.1. The contractor shall provide the following:

1.8.1.1. Clean and serviceable aircraft with qualified aircrew.

1.8.1.2. Necessary miscellaneous supplies, as needed to fulfill contract.

1.9. Government provided Items, Equipment and Materials.

1.9.1 The Government will provide a drop zone controller, drop zone medic, and medical equipment in accordance with Air Force Instruction (AFI) 13-217, Drop Zone and Landing Zone Operation, USSOCOM 350- 3, and AFI 10-3503.

2. CHANGES. The contractor shall not comply with any order, direction or request of Government personnel unless it is issued in writing and signed by the Contracting Officer, or is pursuant to specific authority otherwise included as part of this contract. Except as specified herein, no order, statement, or conduct of Government personnel who visit the contractor’s facilities, or, in any other manner communicates with contractor personnel during the performance of this contract shall constitute a change. In the event the contractor effects any change at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in cost incurred as a result thereof.

3. SERVICES SUMMARY. The contractor service delivery requirements are summarized into performance objectives that relate directly to standards of performance required to meet mission essential needs. For the Performance Objective to be met, service delivery must be in substantial compliance with applicable performance standards. The Performance Threshold describes the minimum overall levels of service delivery required for acceptable quality control. Failure to meet these Performance Thresholds means that contractor Quality Control is unacceptable. The following is a list of the key performance objectives that will be verified as contractually compliant by government personnel; however, inspection of any contract requirement is authorized.

SS-1: Aircraft to support jump operations.

1.5, 1.6 Aircraft met the required capability and flight time to support squadron jump needs. Meets SOCOM standards and inspection criteria 100% of the time.

SS-2: Pilot and Aircrew

1.2, 1.3, 1.4 Pilot and air crew met certification requirements. 100% of the time.

4. SAFETY REQUIREMENTS

4.1. The contractor shall:

4.1.1. Conform to the safety requirements contained in the contract for all activities related to the accomplishment of the work as required by OSHA.

4.1.2. Provide protection to government property to prevent damage during the period of time the property is under the control or in possession of the contractor.

4.1.3. Record and report promptly (within one hour) to the contracting officer or designated COR, all available facts relating to each instance of damage to government property or injury to either contractor or government personnel.

5. GENERAL INFORMATION

5.1. Quality Control:

5.1.1. The Contractor is required to control the quality of service delivery and offer to the Government for acceptance only services which conform to contract requirements. The overall control of quality must meet the specified performance thresholds for each requirement in the Services Summary.

5.1.2. The government shall rely on the contractor's existing quality assurance systems as a substitute for government inspection and testing, when contracting for commercial services, unless market research indicates otherwise.

5.1.3. Records of inspections shall be kept and made available to the Government throughout the contract performance period and for the period after contract completion until final settlement of any claims under this contract.

5.2. Quality Assurance:

5.2.1. The government representative will evaluate the contractor's performance through on-site inspection during the training.

5.2.2. In the event of an accident/mishap, take reasonable and prudent action to establish control of the accident/mishap scene, prevent further damage to persons or property, and preserve evidence until released by

Page | 5 the accident/mishap investigative authority through the contracting officer.

5.3. Contractor Personnel:

5.3.1. Contract Manager: the contractor shall provide a contract manager and alternate contract manager (responsible in the absence of the contract manager) who shall be responsible for the performance of the services.

The names of the contract manager and alternate(s) shall be provided to the KO in writing prior to the beginning of the first performance period. The contract manager and alternate(s) must be able to read, write, speak, and understand English. The contract manager and alternate shall have full authority to act for the contractor on all contract matters relating to daily operations of this contract.

5.3.1.1. The contract manager or alternate shall be available during normal duty hours to discuss problems.

5.3.2. The contractor is cautioned that off-duty active military personnel hired under this contract may be subject to permanent change of station, change in duty hours or deployment. Military Reservists and National Guard members may be subject to recall to active duty. The abrupt absence of these personnel could adversely affect the contractor's ability to perform; however, their absence at any time shall not constitute an excuse for nonperformance under this contract.

5.3.3. Contractor Employees: The contractor shall ensure personnel are commensurate with manning and experience levels for each designated position and job description. Have the capability to read, write, speak, and understand English. Have previous experience in their designated job area or specialty. Be familiar with military command and control structures.

5.3.3.1. The contractor shall not employ persons for work on this contract if such employee is identified to the contractor by the KO as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population.

5.3.3.2. The contractor shall not employ any person who is an employee of the U.S. Government if employing that person would create a conflict of interest. Additionally, the contractor shall not employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval according to DOD 5500-7-R Joint Ethics Regulation.

5.3.3.3. The contractor shall not employ any person who is an employee of the Department of the Air

Force if such employment would be contrary to the policies in AFI 64-106, Air Force Industrial Labor Relations Activities.

5.3.4. Contractor Employee Restrictions. The contractor shall not employ persons for work on this contract if such employee is identified to the contractor by the Contracting Officer (KO) as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population.

5.3.5. Conflict of Interest. The contractor shall not employ any individual who is an employee of the United

States Government if the employment of that individual would create a conflict of interest, nor shall the contractor employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval of the employment in accordance with DOD 5500-7-R, Joint Ethics Regulation (JER). In addition, the contractor shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the policies contained in AFI 64-106, Air Force Industrial Labor Relations Activities.

5.3.6. Military Personnel. The contractor is cautioned that off-duty active military personnel hired under this contract may be subject to permanent change of station (PCS), change in duty hours, or deployment.

Military reservists and National Guard members may be subject to recall to active duty. The abrupt absence of these personnel could adversely affect the contractor’s ability to perform. Their absence at any time shall not constitute an excuse for non-performance under this contract.

5.4. Re-performance of Service: When service performed does not conform to contract requirements, or when service was not performed in a specific area, the contractor shall perform or re-perform the service in conformity with contract specifications at no additional cost to the government. The contractor shall have a sufficient workforce dedicated to ensure corrections are accomplished before noon the next workday without degradation to normal scheduled services.

5.5. Privacy and Security: Privacy Act. Work on this project requires that personnel have access to Privacy Act Information. Personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations.

5.6. Insurance: The contractor shall have insurance coverage in accordance with FAR 28.307-2(d) Aircraft public and passenger liability. When aircraft are used in connection with performing the contract, the contracting officer shall require aircraft public and passenger liability insurance. Coverage shall be at least $200,000 per person and $500,000 per occurrence for bodily injury, other than passenger liability, and $200,000 per occurrence for property damage. Coverage for passenger liability bodily injury shall be at least $200,000 multiplied by the number of seats or passengers, whichever is greater. . Proof of Insurance shall be provided NLT 30 days after award to the COR and Contracting Officer and annually thereafter or upon any changes or renewals.

5.7. Reporting Requirements. Contractor personnel shall immediately report to an appropriate Government authority any information or circumstances of which they are aware may pose a threat to the security of Department of Defense personnel, contractor personnel, resources, and classified or unclassified defense information.
