About this file

This is a Request for Information (RFI) issued by the United States Coast Guard Aviation Logistics Center to conduct market research on High Definition rotary-wing aircraft camera systems. The USCG seeks to identify commercial-off-the-shelf or non-developmental solutions for hoist and cabin-mounted HD cameras compatible with its fleet of over 120 MH-60 and MH-65 helicopters. Responses are due by April 18, 2026, and should not exceed 10 pages (excluding product data sheets). Submissions must be sent in PDF format to Jackson.S.Perry@uscg.mil and reference RFI Number 70Z026IE0000004. The RFI explicitly states this is for information and planning purposes only and does not constitute a solicitation or commitment to contract.

The RFI specifies detailed technical requirements including a maximum camera footprint of 2.25" x 2.25" and weight of 2.0 lbs per unit, operation from 28VDC power with RG-179 coaxial data interface, HD video output capability (720p, 1080p, or 4K), and a 1/3-inch color CCD or CMOS sensor with minimum 720 horizontal television lines. Environmental specifications require operation across -40°C to +70°C, waterproofing to RTCA DO-160 standards, saltwater corrosion resistance, altitude capability to 10,000 feet AGL, and fog-proof lens design. The hoist camera requires a 3.6mm lens with 54° x 70° field of view; the cabin camera requires a 3.05mm lens with 74° x 90° field of view. Respondents must address compliance with MIL-STD-704F, MIL-STD-461E/G, MIL-STD-810H, RTCA/DO-160E/G, and MIL-DTL-26482H connector standards. Required information includes company details, technical specifications, past performance with military or aviation systems, existing government contracts or GWACs, rough order of magnitude pricing, production capacity, and delivery timelines. The Government retains rights to non-proprietary information and will not reimburse response costs.

Request for Information (RFI)

High Definition (HD) Rotary-Wing Aircraft Camera Systems

Issued By:

United States Coast Guard (USCG) Aviation Logistics Center (ALC) Engineering Services Division

RFI Number: 70Z026IE0000004 Date of Issuance: 03/04/2026 Response Due Date: 04/18/2026

1.0 GENERAL INFORMATION

1.1 Purpose

The United States Coast Guard (USCG) is issuing this Request for Information (RFI) to conduct market research in accordance with Federal Acquisition Regulation (FAR) Part 10.

The goal is to identify sources capable of providing High Definition (HD) Hoist and Cabin Camera Systems for its fleet of over 120 MH-60 and MH-65 rotary-wing aircraft.

This RFI seeks to gather information on available commercial-oƯ-the-shelf (COTS) or non-developmental items and industry capabilities to inform a potential future acquisition.

1.2 Background

The eƯective execution of numerous USCG missions is critically dependent on the ability to capture high-quality imagery from hoist and cabin-mounted cameras. The current camera systems are standard definition. The USCG is seeking to identify and understand available HD technologies that could serve as a maintainable, form-fit-function replacement for the existing system, improving situational awareness and mission eƯectiveness without requiring significant airframe modification.

1.3 Scope

The scope of this RFI includes all hardware, software, and potential support services necessary for a complete HD camera system solution. This includes the camera units, data interfaces, and any associated components required for operation in a demanding military aviation environment.

2.0 SYSTEM REQUIREMENTS

Vendors are requested to describe how their solution(s) meet the following technical characteristics. Please address each point and note the Technology Readiness Level (TRL) of the proposed system(s).

2.1 Operational Capabilities

The camera system must be capable of:

Integration using existing aircraft mounting hardware and electrical interfaces.

Clearly capturing video of hoisting operations at ranges between 40 and 200 feet below the helicopter.

Providing constant, real-time video streaming to an aircraft recording device via an RG-179 data interface.

2.2 Physical and Environmental Characteristics

Characteristic Requirement

Dimensions Camera(s): Not to exceed 2.25” x 2.25” footprint.

Weight Not to exceed 2.0 lbs. per camera unit.

Durability Must withstand shock and vibration IAW RTCA DO-160.

Ingress Protection Must be sealed to be 100% waterproof to protect internal electronics and optics from moisture and environmental contaminants IAW RTCA DO-160.

Corrosion Resistance

All external materials must be manufactured to withstand a saltwater-rich, corrosive operational environment.

Operating Temperature

-40°C to +70°C.

Altitude The lens system must be fog-proof and capable of handling rapid altitude changes from sea level to 10,000 feet Above Ground Level (AGL).

2.3 Electrical and Performance Characteristics

Characteristic Requirement

Power 28VDC (2-wire, positive and neutral).

Data Interface RG-179 Coaxial Cable.

Video Signal Capable of outputting HD signal types (e.g., 720p, 1080p, 4K). Please specify supported formats.

Sensor/Resolution 1/3-inch color CCD or CMOS sensor (or equivalent) with a native resolution suƯicient to produce a minimum of 720 horizontal television lines.

Low-Light Sensitivity

Minimum illumination of 0.1 Lux at F2.0 (Color) and 0.05 Lux at F2.0 (Monochrome), or better.

Lens (Hoist Camera)

Approximately 3.6mm lens providing a field of view of approximately 54° (H) x 70° (V).

Lens (Cabin Camera)

Approximately 3.05mm lens providing a field of view of approximately 74° (H) x 90° (V).
