Replace B211A Chiller

A. BACKGROUND

A.1. The chiller is located on open 2nd roof floor and serves the area of specialty care ward directly below thru the 45 chilled beams/VAV boxes. This chiller status was determined as “D” rated from facility condition assessment report in FY24.

B. SCOPE OF WORK

B.1. Remove and replace with new chiller at the building 211A as located on the roof of the subject building.

C. SPECIFIC TASKS

1. The replacement chiller unit will meet or exceed the requirements of the water flow that is currently set up for the existing unit, if the existing unit was operable.

2. The weight of new unit shall not exceed 105% from the existing unit (dry). See attached 2. M-E1.0 plan drawing (December 4, 2024)

3. Use the government provided portable chiller when outside air temperature exceeds 70 F° or higher. See attached M-E1.0 plan drawing (December 4, 2024)

4. Submit pre-TAB report that includes preliminary functional performance test procedures, CFM per room and readouts of system pressure and flow rate if available.

5. Provide full flush the entire chiller piping systems at normal operation pressure or peak flow rate whichever greater.

6. Submit a critical lift plan that includes brief description, equipment (weight and dimension), lift computations, certifications, and safety/risk assessment, are subject to approval by the current COR 14 days prior.

7. New piping from new chiller into HVAC room exterior wall shall be copper K/L type.

8. Utilize demineralized water with 30% propylene glycol for chilled water system.

9. Replace current electrical power disconnect to at the unit. See attached 2. M- E1.0 plan drawing (December 4, 2024

10. New controls shall be compatible with the existing BACnet system in the followings as a minimum:

10.1. Temperature control

10.2. Supply air temperature

10.3. Return air temperature

10.4. Outside air temperature

10.5. Status and control for dampers

10.6. Fan speed status

10.7. Setpoint reset

11. Any disturbed roofing membrane shall be repaired with PVC/TPO, white, 50-60 mil thickness.

12. Submit Post-TAB report, includes CFM per room and readouts of system pressure and flow rate.

13. Provide 2 hour-training to the VA personnel per each equipment upon commissioning is complete.

14. Add label on each/all supply and return registers servicing from the AHU via new chiller.

14.1. All labels will be embossed ¼” high font on ½” high self-adhesive aluminum tape; as shown below. For an example;

R100-AHU1 (i.e., return CFM100 to the air handler 1) S125-RTU2 (i.e., supply CFM125 from the roof top unit 2) EX65-ROOF (i.e. exhaust/vent thru roof CFM65)

14.2. Tape on each supply, return registers per post TAB reports.

14.3. Provide register one-line plan per building AHUs/cooling zone/room assignment as applicable.

15. The Period of Performance for this project shall be 180 calendars days. All required submittals including Schedule and Schedule of Values must be provided and receive final acceptance by the VA before the contractor can proceed with mobilization or any equipment purchases.

16. A notice to proceed will be issued for the full 180 calendar day period of performance after receipt of bonding and insurance and will include all work to complete the project. Contractor is directed to notify the contracting officer immediately if no further work can be completed pending arrival of equipment and may be suspended based on that notification until the date they confirm material is in hand.

17. Normal work hours and days should be between 8:00 a.m. and 4:30 p.m.

Monday thru Friday and except federal holidays. Additional/extended work hours and shutdowns are subject to approval by the current COR 7 days advance.
