1. Introduction
The Naval Research Laboratory (NRL) is responsible for research and development in support of the Navy's Tactical Electronic Warfare (EW) missions. This Statement of Work describes the engineering and technical support services to be provided for this procurement.
The primary mission of the Advanced Techniques Digital Integrated Electronic Warfare (EW) Simulation Branch is to conduct a multifaceted simulation program to advance U.S. Navy research, development, test, and evaluation (RDT&E). Under OPNAV sponsorship, the Branch provides for the research, development, operation, and maintenance of Radio Frequency (RF) and Electro-Optical/Infrared (EO/IR) antiship missile simulators, a large hardware-in-the-loop simulation facility, virtual (digital) and signal processor in the loop simulations, a specially equipped NP-3D flying EW laboratory and two modified Lear 36’s. These simulation assets directly support the effectiveness evaluation of current and future EW systems and techniques in the RF domain.
Currently, NRL utilizes three (3) NP-3D research aircraft that are part of the Scientific Development Squadron One (VXS-1), located at the Naval Air Station, Patuxent River, Maryland. Two of these aircraft are utilized by NRL to develop and provide an airborne capability to perform effectiveness evaluations of Naval EW systems. In accomplishing these tasks NRL also utilizes two specially modified Lear 36’s that are under contract to PMA-207 and are operated by L3 Communications, Flight International LLC division (hereafter referred to as L3/FI) at the Newport News, VA airport. NRL also uses Phoenix Air operated Lear Jet aircraft that have been certified to Tow Targets (these are needed for a new class of Towable Simulators designed, operated, and maintained by NRL).
2. Scope
The contractor shall provide scientific, engineering, maintenance, coordination, and testing services necessary to accomplish the RDT&E and maintenance programs performed by the Tactical Electronic Warfare Division (TEWD) of NRL. Some of these tasks require personnel with SCI to fully access the data sets related to the projects. These services shall include three tasks.
3. Technical Requirements
The technical requirement is geared towards the accomplishment of Task 1, Task 2, & Task 3.
The specific tasks to be performed shall include:
3.1 TASK 1: Simulator, Technical Resources, and Support Equipment Upgrades
The contractor shall design and provide installation for flyable EO/IR missile simulators, modification, and operational support for TEWD EO/IR missile simulators and for the machine vision devices developed by NRL. This installation and support will be at multiple locations including on the Navy P-3, alternative commercial aircrafts, and field sites. Furthermore, the
Attachment # contractor shall provide support in maintaining and upgrade other technical resources, supplemental electronics, sensors, lasers, optical systems, and mechanical systems needed to support the technical functions of Code 5750.
3.1.1 The contractor shall prepare engineering data, design specifications, schematics, and installation drawings to support design, modification, and installation of EO/IR simulators and data collection devices.
3.1.2 The contractor shall design, write, and maintain application specific government owned software that will drive and control simulators, test gear, other custom devices, and OEM devices used by Code 5750 in fulfilling its missions.
3.1.3 The contractor shall support optical design, building, integration, and installation of sensors, lenses, and lasers for EO/IR systems.
3.1.4 The contractor shall provide schematics, layout drawings, and printed circuit boards for all computer interface boards.
3.1.5 The contractor shall fabricate and provide interface cables for the simulators to be used at NRL and its field sites.
3.1.6 The contractor shall fabricate and test all fiber optic links and cable harnesses between the computers installed in the fuselage and the computers located in the aircraft wing pods or in the aircraft nose sections.
3.1.7 The contractor shall perform mechanical, electrical, and structural changes to accommodate equipment installation/removal in NRL laboratories and onboard field test platforms.
3.1.8 The contractor shall conduct equipment checkout and testing of design changes and installation to verify performance acceptability both during flight and ground operations and installation integrity and suitability.
3.1.9 The contractor shall prepare coordination support documentation containing design information, installation data (i.e., weight and balance calculations), and flight schedules for all EO/IR simulators.
3.1.10 The contractor shall collect and provide support for correlation and analysis of test data from all EO/IR simulators and test instrumentation used in the lab and at field sites. The contractor shall prepare tables, plots, and provide data reduction of the EO/IR simulator data collected.
3.1.11 The contractor shall prepare draft evaluation reports detailing test results in regard to laboratory and field measurement programs that may include analysis of fleet operational systems.
