About this file
This is a Salient Characteristics Sheet for a federal contract opportunity for custom architectural laminate slatwall paneling systems and related fabrication work. The project involves two distinct systems: System 1 requires turn-key fabrication, delivery, and installation of one new custom architectural laminate slatwall paneling system for the 316 OSS Command Suite wall, featuring integrated aluminum channels for modular mounting. System 2 involves de-installation of legacy lettering and a 30" x 30" squadron patch from the 5 HS wall, followed by fabrication, delivery, and installation of new "5th HELICOPTER SQUADRON" lettering.
System 1 specifications include architectural panels made from ABET #1861 SEI Blu Notte laminate in six panels of varying dimensions, 24 sets of 7.5" x 9.5" photo plaques for award winners on Starboard backers with slatwall mounting hardware, 4 sets of 11" x 13.5" photo plaques for command team members, 24 clear acrylic nameplates at 7.5" x 2" and 4 at 11" x 2", dimensional acrylic lettering for "316th Operations Support Squadron" (4.5" height), "Outstanding Performers" (3.5" height), and "Leadership" (3.0" height) finished in PTD 8886 Metallic Silver-Matte, cut vinyl for three labels in 2.0" height, and one 30" x 30" high-resolution digital print of the 316 OSS patch with flush mounts. System 2 requires fabrication of one dimensional acrylic letter set reading "5th HELICOPTER SQUADRON" at 4.5" height and 1/2" thickness in matching PTD 8886 Metallic Silver finish. The contractor must maintain exact physical, dimensional, and aesthetic match to existing legacy hallway displays, with mandatory use of ABET #1861 SEI Blu Notte laminate—alternative or "equal" products are strictly prohibited. Within seven calendar days of contract award, the contractor must complete an on-site verification visit to verify exact wall dimensions and legacy hallway layout. The contractor is responsible for all labor and materials, including careful de-installation of legacy components while preserving existing plaques and nameplates, professional surface patching to obscure old mounting holes, removal of the acrylic patch (to be turned over to government), and leaving existing metal standoff mounting barrels intact. Any damage to existing components during the work is the contractor's liability and must be replaced at no additional cost to the government. The contractor must comply with base security requirements and remove all packaging and demolition debris upon completion. The technical quote must be all-inclusive for all fabrication, delivery, and installation costs.

Salient Characteristics Sheet
Describe the requested item(s) in salient terms: Custom architectural laminate slatwall paneling system to cover the wall in front of the new 316 OSS command suite. The system must feature integrated aluminum channels for modular mounting and include a dedicated section for the command team and outstanding performers (quarterly and annual award winners). It must seamlessly match the specific millwork, finishes, and hardware of the legacy installations currently in the hallway.
The contractor's technical quote must be all-inclusive for turn-key fabrication, delivery, and installation. The project consists of two distinct efforts:
1. System 1 (New Build - 316 OSS Command Wall): Turn-key fabrication, delivery, and installation of one (1) new custom architectural laminate slatwall paneling system.
2. System 2 (Wall Retrofit - 5 HS): De-installation of legacy suite lettering and the 30” x 30” existing squadron patch from the legacy wall, followed by the fabrication, delivery, and installation of new squadron name lettering.
Physical characteristics =
• System 1: Architectural Panels & Hardware (316 OSS - New Build) o Architectural Panels: made from #1861 SEI, Blu Notte (ABET) laminate.
(4) 41.375”x96”, (1) 18.625”x96”, and (1) 40.25”x16.25” o Photo Plaques: cut photo acrylic plaques on Starboard backers with slatwall mounting hardware (24 sets of 2) 7.5”x9.5” for award winners (4 sets of 2) 11”x13.5” for the command team o Nameplates: clear acrylic nameplates with integrated Slatwall Plate Hardware.
(24) 7.5”x2” (CGO, FGO, etc.)
(4) 11”x2” for leadership team (Commander, SEL, etc.)
o Dimensional Acrylic Lettering: finished in PTD 8886 Metallic Silver - Matte with
Studs for wall mounting.
"316th Operations Support Squadron" – 4.5” CAP height, 1/2” thickness.
"Outstanding Performers" – 3.5” CAP height, 3/8” thickness.
"Leadership" – 3.0” CAP height, 3/8” thickness.
o Cut Vinyl: "Quarterly Award Winners", "Annual Award Winners", and "Command
Suite" in 2.0" vinyl matching the PTD 8886 Metallic Silver color.
o Squadron Patch: (1) 30”x30” High-Resolution Digital Print of the 316 OSS Patch with appropriate flush mounts.
• System 2: Lettering & Graphics (5 HS - Wall Retrofit Only) o New Lettering Fabrication & Replacement: (1) "5th HELICOPTER
SQUADRON" – 4.5” CAP height, 1/2” thickness, finished in PTD 8886 Metallic Silver - Matte with Studs.
Essential Characteristics = Both systems must maintain an exact physical, dimensional, and aesthetic match to the custom slatwall paneling currently installed in front of the 316 OSS and the 1HS Command Suites located in the same hallway. All newly fabricated components (including panels, aluminum channels, and mounting hardware) must be identical commercial millwork grade to guarantee 100% interoperability with existing modular hardware and maintain visual uniformity with the existing legacy hallway displays.
• Mandatory Brand Requirement: All slatwall panels shall be manufactured exclusively using ABET #1861 SEI Blu Notte laminate. The use of alternative or "equal" products is strictly prohibited to guarantee precise material, color, and texture consistency, thereby ensuring seamless visual integration with the existing legacy hallway displays.
Functions to be performed = The contractor shall provide all labor and materials necessary to de-install existing lettering, and fabricate and install all new lettering, plaques, and panels to match existing hallway displays in accordance with the government design specifications. The contractor's quote must be all-inclusive of these execution costs.
• Post-Award Site Verification: Within seven (7) calendar days of contract award, the contractor must coordinate with the Project Manager (PM) and physically complete the mandatory on-site verification visit to verify exact wall dimensions and measure the layout, spacing, and placement of legacy hallway walls prior to beginning fabrication..
• Command Name Replacement Scope: The contractor is responsible for replacing the lettering on the existing 316 OSS Command Suite wall to read “5th HELICOPTER
SQUADRON”.
• System 2 Retrofit & Preservation (5 HS Wall): The contractor shall carefully de-install only the legacy '316th Operations Support Squadron' dimensional lettering and professionally patch and prep the surface to completely obscure those old stud-mounting holes without causing any damage to the surrounding panels or adjacent lettering. The contractor shall de-install the legacy 30” x 30” 316 OSS acrylic patch but shall leave the existing metal standoff mounting barrels intact and undisturbed on the wall for future Government use. The removed acrylic patch shall be turned over to the Government. All other existing acrylic plaques, nameplates, sub-headings, and vinyl lettering must remain completely untouched and preserved in place.
• Contractor Liability: Any existing plaques, nameplates, or lettering damaged by the contractor during the de-installation, patching, or installation process shall be replaced by the contractor with identical matching items at no additional cost to the Government.
• Base Security & Cleanup: The contractor must comply with all local installation security requirements for base access and must remove all packaging and demolition debris from the worksite upon completion.
