Performance Work Statement (PWS) 21st Special Tactics Squadron (21 STS)
Vertical Wind Tunnel/Military Freefall Simulator Training Facility 12 May 2021
1. BACKGROUND
1.1 The vertical wind tunnel is a valuable tool that enables parachutists to practice and improve body flight technique. It enables parachutists to practice emergency procedures while wearing military equipment, i.e. parachutes and equipment bags in a controlled environment. This training is vital to keeping parachutists safe and proficient in order to accomplish their mission as it relates to Special Tactics.
2. OBJECTIVES
2.1 Provide Vertical Wind Tunnel (VWT)/Military Freefall Simulator Facility use for training of personnel assigned to the 21 STS.
3. SCOPE
3.1 The 21 STS is seeking a qualified Contractor to provide a vertical wind tunnel facility and training time in order to elevate the currency and proficiency levels of military freefall parachutists assigned to the 21 STS.
4. REQUIREMENTS
4.1 The contractor shall provide a secure area for military personnel to conduct wind tunnel training and instruction. Facility shall be sufficient in size to accommodate multiple personnel performing relative work (RW) training. The contractor shall provide a clean, effective facility for the conduct of vertical wind tunnel training. User requires access to classroom spaces for debriefing purposes. Specific requirements are as follows:
4.1.1 Location
4.1.1.1 Contractor’s chosen location shall be within 60 miles of Ft. Bragg, NC.
4.1.2 The VWT shall:
4.1.2.1 Meet or exceed 14 feet in diameter, 52 feet in height, and contain a climate controlled recirculating flight chamber.
4.1.2.2 Accommodate four (4) students at one time.
4.1.2.3 Provide a wind tunnel that incorporates a make-up air system, allowing the antechamber to remain open while the tunnel still runs.
4.1.3 Contractor shall provide a safety observer for all iterations of training regardless of contractor providing coaching or government independent training.
4.1.4 Facility wind speed shall be sufficient to lift a parachutist wearing tunnel-safe parachutes and tunnel-safe jump equipment (bag(s), ruck(s), rubber weapon(s), etc).
4.1.5 Facility tunnel structure shall be sufficiently rated to handle impact from jumper and equipment weighing 300lbs.
4.1.6 Contractor shall provide classroom facilities to accommodate thirty (30) students.
4.1.6.1 Classroom facilities shall be equipped with a large, high definition screen for viewing and assessment of training videos.
4.1.7 Contractor shall provide MFF VWT Safe Rig for each student training in the VWT
4.1.8 Video Recording and Playback
4.1.8.1 Contractor shall provide equipment and personnel necessary to perform video recording and playback capabilities of all VWT training events.
4.1.8.2 The contractor shall provide the capability for recording and playback to occur concurrently.
4.1.8.3 Contractor shall provide a standalone video replay system that does not connect to the internet
4.1.8.4 A large, high definition viewing area/screen shall be provided in order to adequately assess student performance. This equipment should be located in the classroom.
4.1.9 Scheduling and Access
4.1.9.1 Tentative training schedules will be provided at contract award.
4.1.9.1.1 Training dates will be scheduled NLT 30 days prior to each event.
4.1.9.2 Schedule changes will be made NLT 30 days prior to the start of each training event. All changes will be coordinated through the Contracting Officer and 720 OSS Contracting Officer Representative (COR).
4.1.9.3 The contractor shall provide access to the training facility from 0700 until 1800Monday-Friday, excluding holidays.
4.1.9.4 User will coordinate with the contractor for access outside of the normal scheduled hours.
4.1.10 When performing work associated with this PWS, the Contractor shall make clear to all individuals that they deal with that they are Contractor employees and not DOD personnel when working in any situation where their contractor status is not obvious to third parties.
4.1.11 Contractor shall provide a Military Coach of Instruction for up to 4 personnel at a time in accordance with the following:
4.1.9.1 The Contractor shall provide:
4.1.9.1.1 A functioning Vertical Wind Tunnel.
4.1.9.1.2 FITP Level 4 qualified instructors.
4.1.9.1.3 Wind tunnel suits, helmets, and goggles for use by participants.
4.1.9.1.4 On site high definition video debrief facilities.
4.1.9.1.5 Parachutes and combat equipment modified for VWT use.
4.1.9.2 Training Requirements:
4.1.9.2.1 Belly fly evaluation, 8 points of motion
4.1.9.2.2 Leg turns and range of motion.
4.1.9.2.3 Burble drills.
4.1.9.2.4 Back fly body position
4.1.9.2.5 Walking in the tunnel
4.1.9.2.6 Crouching/kneeling/transitions
4.1.9.2.7 Effects of burbling in vertical orientation
4.1.9.2.8 Coaching the coach
4.1.9.2.9 Military equipment in the tunnel
4.1.9.2.10 How to move a flyer.
4.1.9.2.11 Emergency procedures
5. DELIVERABLES

6. CONTRACTOR MANPOWER REPORTING
6.1 The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/. Reporting inputs shall be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013. 7. CONTRACTOR TRAVEL
7.1 Contractor travel is not authorized for this requirement.
8. SECURITY: N/A
9. SAFETY
9.1 Nothing in the Statement of work, nor any Government action or failure to act in performance of the contract shall relieve the contractor of its responsibility for the safety of the contractor's http://www.ecmra.mil/ http://www.ecmra.mil/ personnel and property, the Government's personnel and property, and the general public.
Furthermore, nothing in this PWS shall relieve the contractor of its responsibility for complying with applicable Federal, State, and Local laws, ordinances, codes and regulations (including those requiring applicable licenses and permits) in connection with the performance of this contract.
9.2 Risks are incurred during the conduct of this training. This training requires implementation of risk controls. Troop will insure a certified medic is on station at each training event and there is a designated vehicle identified to support CASEVAC.
9.3 The Government process must be in place that will ensure any mishaps are reported, investigated and recorded. This information will be input into the Web Enabled Safety System (WESS) by the Government.
9.4 Safety and training related problems or mishaps involving or observed by the contractor shall be addressed immediately to the designated Troop Lead. A formal written report shall be prepared and submitted to the Safety Officer within 2 working days of the incident.
10. GOVERNMENT FURNISHED PROPERTY/EQUIPMENT/INFORMATION (GFP/GFE/GFI): N/A
11. QUALITY CONTROL
11.1 The contractor shall implement and maintain a Quality Control Plan (QCP) to ensure work performed conforms to the scope of work and meets the requirements under this PWS. The QCP shall, at a minimum provide a method for performing inspections; identifying, correcting and preventing problems/defective service; addressing customer complaints, and improving the quality of services over the life of the contract.
12. QUALITY ASSURANCE
12.1 The Government reserves the right to perform inspections and surveillance to evaluate the Contractor’s compliance to the contract terms and performance of the requirements in the PWS. The Government will make every effort to ensure that the surveillance methods used are conducted in an objective, fair, and consistent manner.
12.2 Contract Discrepancy Report (CDR). In the event of unsatisfactory contractor performance, the CO will issue a CDR that will explain the circumstances and findings concerning the incomplete or unsatisfactory service. The contractor shall acknowledge receipt of the CDR and respond in writing as to how he/she shall correct the unacceptable performance and avoid a recurrence. The Government will review the contractor's corrective action response to determine acceptability and will use any completed CDR as part of an overall evaluation of Contractor performance when determining present or future contractual actions.
