General Information
1.0 Background
Automated Fee Machines (AFM’s) are being installed throughout the White Mountain National Forest at the most popular recreation sites to provide the public with convenient parking fee payment. The AFM’s do have the ability to run off solar power, however, due to low sunlight at the recreation sites, the AFM’s will be connected directly to the electrical grid and provide year-round service.
2.0 Scope of Work
The White Mountain National Forest is soliciting bids for complete electrical installation, electrical connection, and installation of Automated Fee Machines at the specified recreation sites on the Forest. Work will include all trenching/backfill, installation of conduit, conductor, essential hardware, electrical components, concrete pads, and AFM’s. Recreation site staking sheets, AFM specifications and diagrams, and trench details can be found in the Appendices. Government to supply AFM’s, AFM calibration, and permit for electrical utilities on USA property.

Contractor Requirements
3.0 Technical Requirements / Tasks
Welch Dickey Trailhead Orris Road, Thornton NH: Complete Installation of concrete pad and electrical components and connections to Electrical power grid. The point of connection will be to below grade power lines located on east side of Orris Road. From the tie-in point, underground conduit will be run northeast for approximately 200 feet to the location of the AFM and remote meter. The trench will pass through wooded area and a gravel parking lot/driveway. Location, orientation, and elevation of concrete pad will be provided. See appendix C diagram.
Summary of Work
• All trenching and backfill
• Installation of conductor and conduit from tie-in point to fee machine (Utility company supplies up to
250’ underground conductor).
• Final connection to power grid at tie-in point
• Installation of remote meter per staking sheet
• Concrete pad installation to accommodate 18” AFM pedestal
• Appropriately weatherproof conduit, concrete pad and electrical components for delayed installation of AFM
Rumney Rocks Climbing Area Buffalo Rd, Rumney NH: Complete Installation of concrete pad and electrical components and connections to Electrical power grid. The point of connection will be to a pole located on north side of Buffalo Road. From the pole, underground conduit will be run north for approximately 30 feet to the location of the remote meter.
From the remote meter, the conduit will run northwest for approximately 45 feet to the AFM. The trench will pass through wooded area and a gravel parking lot/driveway. Location, orientation, and elevation of concrete pad will be provided. See appendix C diagram.

Work Requirements
• Work shall be completed between the dates of 04/15/2022 and 07/01/2022. The contractor shall notify the COR 30 days before work begins and the date that the contractor will be at each location.
• The contractor shall provide all expertise, labor, supervision, services, equipment, tools, supplies, permits (as applicable), coordination with utilities, transportation, and incidentals necessary to complete the work described. The desired outcome is complete installation as described in the scope.
The awarded contract shall constitute the entire agreement including all terms and condition applicable to the contract. Work shall be completed as specified in this contract, and in accordance with applicable federal, state, and local regulations.

• All parking lots will remain open to the public on weekends during construction. The contractor shall protect the public from its work with proper barriers and signage. Contract shall work with the Forest Service for any required closures.
• All AFM locations to be verified by the authorized COR prior to earthwork, construction, and installation activities.
• Contractor is responsible for restoring all areas disturbed by construction to match the existing conditions, this includes replacing gravel and site cleanup.
• All electrical work to meet conditions of 2020 National Electrical Code.
Contractor shall use and incorporate into finished product, bio‐preferred materials and supplies whenever available and practical. Submit to the CO for approval prior to ordering materials, product sheets and manufacturer’s information, indicating environmentally preferable content.
• Contractor shall coordinate with the COR on a staging area location(s). The Contractor shall operate all equipment and store, transport, and handle materials in a manner that will not damage the existing roads, parking lots, and landscaping.
• Contractor shall confine operations to within the clearing limits designated, and prevent the depositing of rocks, excavated materials, stumps, or other debris outside these limits. Preservation areas and construction limits are shown on the drawings and additionally flagged on the ground prior to activity.
• Equipment shall be clean and properly maintained. All equipment shall be cleaned and then inspected by the COR prior to mobilization. Leaking or faulty equipment shall be repaired or removed as soon as possible.
Refueling, greasing, or servicing of equipment shall be in controlled areas away from surface waters. Fording of streams or rivers with mechanized equipment shall not be allowed.
• Security is the Contractor’s responsibility. Areas adjacent to the construction site will be occupied by the public.
Limit access to the construction area to persons involved in the work. Provide secure storage for materials that are stored on site. Secure completed work as required to prevent loss and damage. Barricades, warning signs, and lights shall comply with standards and code requirements for erection of structurally adequate barricades.
All road warning signs, barricades, and traffic control devices shall conform to MUTCD. Where appropriate and needed, provide lighting, including flashing red or amber warning lights. The Contractor shall barricade and block all access to holes with orange plastic fence, flashing amber lights, or warning signs. Holes or trenches shall not be left open more than 24 hours unless approved by the CO.
• The Contractor shall have all temporary construction signs and traffic control measures in place prior to beginning work. The Contractor is authorized to use roads under the jurisdiction of the Forest Service for all activities necessary to complete this contract. Any emergency vehicle shall be allowed immediate reasonable passage. Before shutting down operations for the day, take all necessary precautions to prevent damage to the project, to minimize erosion, and to prevent spills.
• Contractor shall be responsible for solid waste disposal and personal sanitation. The Contractor shall always keep the area in a clean, neat, and orderly condition. Construction related debris including, but not limited to used motor oil, oil cans, grease cartridges, and refuse, shall be removed promptly from the site and disposed of in a lawful manner off National Forest System lands. Fees for the use of landfills or transfer stations shall be paid for by the Contractor if there is a charge.
• Contractor shall avoid interference with the operations of other contractors or projects in the area.
• All trenching performed in parking lots and driveways shall have a final lift of 6” of 1.5” crushed gravel compacted to 90% and matching the grade of the existing area.
• All backfill material shall be sourced from suppliers approved by the USFS that are free of invasive species.
• Underground service installations per NHEC Electric Service Handbook.
• Mounting hardware shall be galvanized steel or better.
• Concrete:
o Concrete shall be rated a minimum of 4000 PSI and include air entrainment add mixture. Quik-crete Crack Resistant Concrete Mix or approved equal is acceptable.
o Concrete shall be mixed, installed, and cured per manufacturer’s recommendations. Failure to properly install & cure concrete may result in the removal and replacement of concrete at the contractor’s expense.
o Concrete pad shall be broom finished.
• The Forest Service will provide any tree removal needed for the installation of conduit.
The Forest Service must authorize and conduct any necessary tree felling larger than 4” diameter. The contractor is responsible for incidental excavation and stump removal.

4.0 Government Furnished
Government to provide Automated Fee machine units and final calibration. The government will also provide permits required for electrical utilities on USA lands.
5.0 Deliverables / Schedule
A. Quantities listed in Table 1. If additional trenching or material quantities were needed a change order would be required.
B. The bid amount is complete payment for all work described in the contract necessary to complete the work for that item.
C. Leave a minimum of 4 feet of wire extending from concrete pad
