GENERAL INSTRUCTIONS

a. This is will be a Single Award Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract as contemplated by Federal Acquisition Regulation (FAR) 16.504.

b. Task Order 1 – Core Infrastructure will be awarded simultaneously with the IDIQ parent/base contract. Offerors shall submit a Firm Fixed Price proposal for Task Order 1 broken-down by period.

Do not submit a Price Proposal for the Base Statement of Work.

c. IDIQ contracts are used to acquire supplies and/or services when the exact times and/or exact quantities of future deliveries are not known at the time of contract award and permit ordering of supplies and/or services after requirements materialize. Attachment 1 – SOW (Parent IDIQ), Task Area 10 “Additional Projects in Support of the CISNET Consortium” allows the NCI to order technical and/or logistical support services in support of the CISNET consortium that may materialize after contract award. Given the unknowns for future Task Orders, the IDIQ parent/base contract includes provisions/clauses for the ordering of Cost Reimbursement type Task Orders. Offerors shall also provide an “Adequate Accounting System Certification” (see 2.4) as part of this proposal.

d. Certified cost or pricing data are not required. Pursuant to FAR paragraph 15.403-1(c)(1) the Contracting Officer anticipates adequate price competition between two or more responsible offerors with award made to the offeror whose proposal represents the best value where price is a substantial factor in source selection. Therefore, pursuant to FAR paragraph 15.402(a)(2) no additional data is required from the offerors for the Contracting Officer to establish the reasonableness of the offered prices. However, pursuant to FAR 15.402(a)(3), if a fair and reasonable price cannot be established by the Contracting Officer, the Contracting Officer shall require the submission of additional data sufficient for the Contracting Officer to support the determination of the fair and reasonable price.

The Contracting Officer may require other than certified cost or pricing data after receipt of proposals including, but not limited to, supporting salary documentation, negotiated indirect rate agreements, fringe rate policy, cost of living adjustment policies, merit increase policies, supporting quotes/price catalogues for Material, Equipment, or Other Direct Costs with a unit cost of more than $500.

ATTACHMENTS

3.3 SIGNED CONSULTANT LETTER’S AND/OR AGREEMENTS. Required for all proposed consultants. See below “Instructions” Section.

3.4 SUBCONTRACTOR DOCUMENTATION. Signed Commitment Letters must be submitted as part of the Technical Proposal. Additional required documentation and information must be submitted as part of the Business Proposal. See below “Instructions” Section.

3.5 DRAFT SUBCONTRACT AGREEMENTS. Required for each proposed subcontractor (unsigned http://www.sam.gov/ http://oamp.od.nih.gov/dfas/indirect-cost-branch/indirect-cost-submission

RFP: 75N91020R00035 Page 8 of 8 drafts). See below “Instructions” Section.

3.6 GOVERNMENT PROPERTY SCHEDULE. Refer to Solicitation Section J - Attachment 14.

3.7 NON-DISCLOSURE AGREEMENTS. Refer to Solicitation Section J - Attachment 18. Submit this form signed for each named contractor and subcontractor personnel who may have access to non-public information.

3.8 SMALL BUSINESS SUBCONTRACTING PLAN. Refer to Solicitation Section L- Small Business

Subcontracting Plan and Section J - Attachment 12.

a. Pursuant to FAR 19.702 a Small Business Subcontracting Plan is not required if the prime contractor is a small business concern.

b. For SBSP Section 2 (boxes a through h) the right most column titled “% of total Contract $” is not required by the Contracting Officer and should not be completed.

c. The SBSP is to be completed for the base contract under the assumption that the total IDIQ maximum of $3M is awarded to the offeror.

d. The base contract will not include Option Periods. Therefore, all references in the SBSP to “Options” must be marked “NA” or left blank. All references to “totals” or “amounts” must assume a full period of performance inclusive of all option periods.

e. For the purposes of completing the SBSP the term “Other Direct Costs” includes materials, travel, equipment, consultants, subcontracts, and all other direct costs.

f. If the Offeror proposes “Other Direct Costs” that are not set-aside for small businesses the Offeror must provide detailed justification as to why these opportunities cannot be fulfilled by a small business. Only the prime Offeror’s direct labor, fringe benefits, overhead, and indirect costs do not require this justification.

g. SBSP Form Section 2, Item a(1) “Total dollars planned to be subcontracted under this contract” must be determined by dividing the IDIQ Maximum of $3M by the Total Cost proposed for all years for Task Order 1 – Core Infrastructure to arrive at a factor (xx.xx).

This factor should then be multiplied by Total Other Direct Costs ($xxx, xxx) of Task Order 1 – Core Infrastructure for all years to arrive at the “Total dollars planned to be subcontracted under this contract”.

h. Once you have calculated Item a(1), the following percentages in items (b) through (h) must meet the minimum HHS current subcontracting goals; these percentages are located on page 1 of the SBSP and in Solicitation Section L. The resultant dollar value goals in Items (b) through (h) assume the offeror is awarded the total maximum contract value of $3M, the Government understands this value will not match the actual proposed amounts for Task Order 1 – Core Infrastructure.

The table in 2(i) must be based on currently identified subcontracts (inclusive of all ODCs) contained in the Task Order 1 – Core Infrastructure proposals.

File details come from the government source that posted it. Updated .
