About this file

This document is a comprehensive Project Manual for the Fisher House Site Preparation project at the Detroit VA Health Care System. The project is a competitive Service Disabled Veteran-Owned Small Business (SDVOSB) set-aside with a construction magnitude between $100,000 and $250,000, located at 7600 Woodward Ave in Detroit, Michigan. The scope involves site preparation and construction work that will be completed in two phases: Phase one includes removing and replacing 1,500 square feet of damaged sidewalk along Bethune Street and adding 180 square feet of new sidewalk at the Fisher House entry, while phase two will remove and replace 220 linear feet of curbing, gutter, and catch basins, expand the existing irrigation system, add green space, and plant six new trees.

The project requires the contractor to install safety fencing, coordinate with the City of Detroit, obtain necessary permits, and perform work during normal working hours (7:00 AM to 4:30 PM Monday through Friday). Key requirements include maintaining VA security protocols, providing a Site Safety and Health Officer, and adhering to environmental and safety regulations. The contractor must also prepare detailed documentation including an Accident Prevention Plan, Activity Hazard Analyses, and conduct regular safety meetings. Normal working hours are from 7:00 AM to 4:30 PM local time, Monday through Friday, with any work outside these hours requiring advance approval from the Contracting Officer.
