About this file
This Solicitation Addendum 1, issued May 6, 2026, by the Pennsylvania Department of Corrections clarifies key terms for the SCI Pittsburgh Site Maintenance Services procurement (Solicitation Number 6100066012) on behalf of Allegheny County, Cumberland County, and Philadelphia City jurisdictions. The solicitation seeks a vendor to provide grass cutting and snow/ice removal services at SCI Pittsburgh, a non-operational 31-building facility comprising approximately 587,000 square feet. The addendum clarifies that snow and ice removal line item pricing shall be provided as a fixed rate per service visit, with an estimated quantity of six (6) annual visits, though actual quantities may increase or decrease based on Department of Corrections requirements. The addendum confirms that ice control services, utilizing ice melt products such as calcium chloride or rock salt, are included within the snow/ice removal line item. A mandatory site visit is scheduled for May 22, 2026, at 11:00 AM EST, with pre-registration required by May 18, 2026. Electronic bids must be submitted through the PA Supplier Portal by June 1, 2026, at 3:00 PM EST. The contract term is one year from the effective date upon execution and receipt of purchase order, with renewal options for up to four additional annual terms, with potential unit price increases not to exceed three percent.
Unit prices must include all labor, materials, equipment, tools, insurance, and delivery fees, with compensation determined on a reimbursement basis for actual services performed. Contractors must maintain Workmen's Compensation Insurance and Comprehensive General Liability Insurance with minimum bodily injury coverage of $500,000 per occurrence and property damage coverage of $300,000 per occurrence, with the Commonwealth named as additional insured. All contractors must comply with Executive Order 2021-06 Worker Protection and Investment Certification requirements and verify they are not listed on the Pennsylvania Department of Labor and Industry's public non-compliance list. Monthly invoicing is required within ten business days of completed service. No set-aside designations or restrictions on specific types of organizations are mentioned. Incumbent vendor information and current contractor details have not been identified in the procurement documentation.

Subject: SCI Pittsburg Site Maintenance Services
Solicitation Number: 6100066012
Due Date/Time: June 1, 2026 at 3:00 PM EST
Addendum Number: 1
To All Suppliers:
The Commonwealth of Pennsylvania defines a solicitation “Addendum” as an addition to or amendment of the original terms, conditions, specifications, or instructions of a procurement solicitation (e.g., Invitation for Bids or Request for Proposals).
List any and all changes:
Question 1: Line Item 1: Snow/Ice Removal, what does the quantity of 6 mean?
Answer: Pricing shall be provided as a fixed rate per service visit, meaning each time the contractor responds for snow/ice removal. Right now, we have a quantity of six (6) times for Snow/Ice Removal. It shall be understood and agreed that any quantities listed in the solicitation are estimated only and may be increased or decreased in accordance with the actual requirements of the Department of Corrections.
Question 2: Ice control is not listed on the solicitation?
Answer: Line 1” Snow/Ice Removal” is for both snow and ice removal. Ice removal should be treated with an ice melt such as calcium chloride or rock salt as needed.
Type of Solicitation: Electronic Bid (SRM) - Review the Questions section of your solicitation response to ensure you have responded, as required, to any questions relevant to solicitation addenda issued subsequent to the initial advertisement of the solicitation opportunity.
Except as clarified and amended by this Addendum, the terms, conditions, specifications, and instructions of the solicitation and any previous solicitation addenda, remain as originally written.
