About this file

This document is the Buy American-Balance of Payments Program Certificate clause from the Defense Federal Acquisition Regulation Supplement (DFARS). It defines key terms related to domestic and foreign end products and requires offerors to certify the origin of the end products being proposed for a solicitation subject to the Buy American and Balance of Payments Program. The clause outlines the evaluation criteria the Government will use, which includes considering qualifying country end products without regard to the Buy American statute or Balance of Payments Program. Offerors must identify any domestic, qualifying country, or other foreign end products in their proposal.

This clause is included in the solicitation for the USAFA Training Pants requirement (Solicitation # FA700024Q0072) issued by the Department of the Air Force Headquarters Air Force Academy. The solicitation seeks offers for the provision of training pants, with the specific requirements detailed in the attachments.
