About this file
This is a template for a Small Business Subcontracting Plan required under Federal Acquisition Regulation (FAR) Subpart 19.7 and clause 52.219-9. The document serves as a standardized form for contractors to submit subcontracting plans in response to federal solicitations.
The template requires contractors to provide identification data (company name, address, unique entity identifier, and solicitation number) and select the plan type: Individual Contract Plan, Commercial Plan, or Master Plan. Contractors must establish separate percentage goals and dollar amounts for subcontracting across seven small business categories: Small Business (including Alaska Native Corporations and Indian Tribes), Veteran-Owned Small Business (VOSB), Service-Disabled Veteran-Owned Small Business (SDVOSB), HUBZone Small Business, Small Disadvantaged Business (including ANCs and ITs), and Women-Owned Small Business. The template includes a table for documenting goals across the base year and four option years. Additionally, the form requires contractors to describe supplies and services allocated to each business category, document methods for developing goals and identifying subcontracting sources, assign a subcontracting program administrator, and explain efforts to ensure equitable competition among small business categories. Finally, contractors must outline record-keeping procedures, assurances for compliance with FAR clauses 52.219-8 and 52.219-9, and procedures for submitting Individual Subcontract Reports (ISR) and Summary Subcontract Reports (SSR) through the Electronic Subcontracting Reporting System (eSRS).
