About this file
This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for a Department of Veterans Affairs construction project at the Chalmers P. Wylie Veteran Outpatient Clinic in Columbus, Ohio. The project involves reconfiguring the perimeter road with a total construction value between $10 million and $20 million, and is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB).
The J&A specifically justifies the use of specific brand name components for five critical systems: PIV-based security access (HID/Avigilon), perimeter security cameras (Avigilon), temperature control (Johnson Controls Metasys), electrical distribution (Russ Electric/Siemens), and fire alarm system (SimplexGrinnell). The document argues that these brand-specific components are necessary to maintain system compatibility, prevent duplicative networks, and ensure efficient facility operations. Market research conducted from December 2024 to March 2025 confirmed that all specified components are manufactured in the United States, meeting Buy American Act requirements.

iii. Description: This fire alarm system is required to integrate with the existing fire alarm system. This is a National Fire Protection Associated (NFPA) listed system in which all components must be from the same manufacturer to function and communicate appropriately to meet fire code requirements.
4. Statutory Authority Permitting Other than Full and Open Competition:
(X) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per 41 USC §3304(a)(1) as implemented by FAR 6.302-1;
( ) Unusual and Compelling Urgency per 41 USC §3304(a)(2) as implemented by FAR 6.302-2;
( ) Industrial Mobilization, Engineering, Developmental or Research Capability or Expert Services per 41 USC §3304(a)(3) as implemented by FAR 6.302-3;
( ) International Agreement per 41 USC §3304(a)(4) as implemented by FAR 6.302-4
( ) Authorized or Required by Statute per 41 USC §3304(a)(5) as implemented by FAR 6.302-5;
( ) National Security per 41 USC §3304(a)(6) as implemented by FAR 6.302-6;
( ) Public Interest per 41 USC §3304(a)(7) as implemented by FAR 6.302-7;
5. Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition
Requires the Use of the Authority Cited Above (applicability of authority):
These items have been standardized throughout the Chalmers P. Wylie VOC. Installing a different manufacturers’ systems will create significant duplication in costs for the facility, and in most cases the equipment will not function properly. The specific impact for not using the brand name items is listed below:
i. HID PIV class R40 and RK40 card readers; Mercury Control Boards
ii. Impact: The Avigilon security system is currently installed throughout the campus. The Reconfigure Perimeter Road project will require the existing HID PIV class R40 gate activation system to be supplemented with new gate activation control devices.
Competing PIV activated door system manufacturers use proprietary programming languages for their control systems. Therefore, using another manufacturer’s devices would not be cost effective in installation and maintenance costs because it would

Acquisition ID#: 36C776-25-AP-0031 require a second PIV network for support and control. The Chalmers P. Wylie VOC will operate much more efficiently with one comprehensive PIV that will be utilized within the entire facility. The technicians are familiar with the programming and operations of the current Avigilon PIV door activation system. Currently the PIV door activation system is used for 100% of the facility’s existing systems. Competing manufacturer’s controllers also use different communications, graphics, and software.
The technician’s workload would increase by having to keep track of and maintain two PIV door activation systems and other manufacturer’s controllers will not communicate with the existing system and therefore cannot be used.
b. Perimeter Security Cameras:
Impact: The Chalmers P. Wylie VOC has an Avigilon perimeter video CCTV system currently installed throughout the campus. The project will require the existing Avigilon digital video cameras to be supplemented with new Avigilon cameras in order to integrate with the existing Avigilon system. Therefore, using another manufacturer’s devices would not be cost effective in installation and maintenance costs because it would require a second digital video network for support and control. The technicians are familiar with the programming and operations of the current Avigilon digital video cameras and camera system is used for 100% of the facility’s existing systems.
Competing manufacturer’s controllers also use different communications, graphics, and software. The technician’s workload would increase by having to keep track of and maintain two video systems and other manufacturer’s controllers will not communicate with the existing system and therefore cannot be used.
c. Temperature Control System:
i. Johnson Controls Metasys System
ii. Impact: The Metasys system is currently installed throughout the campus and will require the existing Johnson Controls heating, ventilation, and air conditioning (HVAC) system to be supplemented with new temperature control devices. Competing HVAC system manufacturers use proprietary programming languages for their control systems. Therefore, using another manufacturer’s devices would not be cost effective in installation and maintenance costs because it would require a second direct digital control network for support and control. The Chalmers P. Wylie VOC will operate much more efficiently with one comprehensive system that can be used to control the entire system. The technicians are familiar with the programming and operations of the current Johnson Controls system. Currently the system is used for 100% of the facility’s existing systems. Competing manufacturer’s controllers also use different communications, graphics, and software. The technician’s workload would increase by having to keep track of and maintain two systems and other manufacturer’s controllers will not communicate with the existing system and therefore can’t be used.
d. Electrical Distribution System:
i. Russ Electric
ii. Impact: The Russ Electric medium voltage gear is currently installed throughout the campus. The project will require the existing Russ Electric paneling and distribution to be supplemented with new Russ Electric medium voltage gear Therefore, using another manufacturer’s devices would not be cost effective in because it would require a second electrical distribution network for support and maintenance. The Chalmers P.
Wylie VOC will operate much more efficiently with one comprehensive electrical distribution network that can be used to control the entire facility. The technicians are

Market research was conducted from December 2024 to March 2025 to ensure requirements of the Buy American Act was met for each of the brand name items that were included for the Reconfigure Perimeter Road DBB project at the Chalmers P. Wylie Veteran Outpatient Clinic (VOC) in Columbus, Ohio. The research involved reviewing the items information that was available through the company websites including product certifications and technical documentation. Additionally, the CO had reached out directly to each manufacturer and spoke with a representative verifying details on their particular item.
1. PIV Based Security Access System
i. HID PIV class R40 and RK40 card readers

ii. Findings: The fire alarm panel is manufactured and assembled in the United States.
Therefore, there are no concerns regarding the “Buy American” compliance. (See
9. Findings: Any Other Facts Supporting the Use of Other than Full and Open Competition:
The new components (software and servers) must be able to tie into the existing and operational systems including the use of existing hardware. At this time, there are no competing vendors who have the programming rights to the systems, and products must be fully compatible with the existing systems being used at the Chalmers P. Wylie VOC.
10. Listing of Sources that Expressed, in Writing, an Interest in the Acquisition:
Not applicable. It is the responsibility of the offerors, and the general contractor awarded the project to locate suppliers and obtain pricing for all materials and components, including the items listed in this justification.
