About this file

The document is a Statement of Work (SOW) for propane delivery to the Defense Logistics Agency (DLA) Distribution at Hill Air Force Base. The solicitation (SP330025Q0153) seeks a contractor to provide weekly propane deliveries to buildings 850 and 1160, supporting material handling equipment operations. Approximately 4,500 gallons of propane will be required annually, with tanks ranging from 7.9 to 10.3 gallons in size. The period of performance is from 04/21/2025 to 04/20/2026, with deliveries scheduled for Tuesdays.

The procurement is a full and open competition under NAICS code 325120 with a size standard of 1,200 employees. The contractor will be responsible for obtaining base access and adhering to OSHA 1910.110 safety standards for propane storage and handling. The justification emphasizes the critical nature of the propane supply, as DLA Distribution is a tenant of Hill AFB and requires the fuel to maintain current workload and prevent mission delays. The government intends to award a single Firm Fixed Price Purchase Order on Standard Form 1449.

Statement of work for DLA DDHU Propane supply

Description of work to be performed:

DLA Distribution at Hill Air Force base (DDHU) needs to have an acquisition for propane. The delivery will be for buildings 850 and 1160. There are roughly 15 propane cylinders that are filled each week. The Propane is used in the mission for DLA Distribution operations with Material Handling Equipment. The propane is needed otherwise there would be a work stoppage.

· The size of tank(s) on site are 16 #33 7.9 gallon (building 1160), 8 #40 10.3-gallon tank(s) (building 850). DLA owns 3 #33 and 2 #40 tanks. Approximately 4,500 gallons per year are utilized.

Location of work:

The propane will be located on Hill Air Force base at buildings 850/1160 Period of performance:

The period of performance should be within FY 25-FY26 (04/21/2025-04/20/2026).

Deliverable schedule:

The delivery schedule will be each week at the two DLA locations (buildings 850 and 1160).

Applicable performance standards:

The performance standards are to be met in care of the propane. The safety standards in maintaining and storing propane gas, under OSHA 1910.110 storage and handline of liquefied petroleum.

Any special requirements (e.g. security clearances, travel, special knowledge):

The contractor will deliver to DDHU locations (building 850 and 1160), with the contractor being responsible for obtaining base access or passes in order to support a scheduled delivery authorization to be on base. The current delivery schedule is on Tuesdays.

Justification DDHU needs to have propane gas to maintain current workload, which makes this justification warranted. The RJ is needed because this is not a supply that the base supplies to its tenants. DLA Distribution (DDHU) is a tenant of Hill AFB. Not having propane will cause a delay to the mission and workload of DDHU.
