All maintenance will be performed in accordance with Bombardier CL-600-2B16 series aircraft maintenance manuals and FAA-accepted and/or approved aircraft maintenance manuals. (Due to COVID-19 a Quality inspection will be in contact with you and provide a plan for oversight)

• FAA will provide the contractor with technical manuals and custom Work Content Documents, the FAA GMM, and the FAA-approved CAMP. The Quality Control Inspector/COR will be given access to the aircraft, throughout the maintenance visit, for oversight purposes.

3.6 Aircraft Inspection

Upon the arrival of the aircraft, the contractor and the FAA COR shall inspect the aircraft exterior and interior to confirm the configuration and condition of the aircraft. Any irregularities should be documented and a copy will be provided to the COR.

All routine and non-routine maintenance tasks will be completed, prior to release of aircraft for flight. After completion of the scheduled maintenance visit, a post-maintenance inspection will be performed to ensure airworthiness, to inspect for damage, and verify completeness.

3.7 Communication / Reporting Requirements

At induction, Contractor will provide to the FAA representative for review, a Gantt chart of the proposed check flow with milestones noted such as inspection redline date, major planned events and completion dates

The Daily Status Report (DSR) is to be completed by the MRO project manager and submitted to the FAA representative for review on a daily basis at any time in the morning but prior to 9am CST, so the live aircraft status can be briefed at the 0930 Briefing.

The FAA rep will review the DSR and either approve it, or request changes that reflect the actual aircraft status.

4.0 COMPONENT WARRANTY

STATEMENT OF WORK

The contractor shall provide a written statement of warranty for the work performed for the FAA.

The warranty statement must identify what is covered under warranty and the warranty duration.

5.0 GOVERNMENT RESPONSIBILITIES

The FAA shall ferry the aircraft at the Government’s expense, to and from any location, for all scheduled and unscheduled maintenance operations. The Government will assume all costs (including pilots, fuel, and travel expenses) for ferrying the aircraft to and from a place of disablement, to a service center for repairs.

The FAA may elect to perform any repair or inspection to the aircraft at home base or grounded location site using FAA maintenance personnel and equipment.

6.0 GOVERNMENT PROPERTY

An inventory of loose equipment will be performed and the property will be stored as Government Property (GP) and returned with the aircraft upon completion of the maintenance.

GP will be stored in a secure location.

7.0 OVER & ABOVE (O&A) PROCEDURES

All non-routine discrepancies will be routed through the COR for approval prior to any work starting. The CO must approve all obligations.

1. Either the FAA or the contractor may initiate the O&A action.

2. If the FAA determines an O&A action is required, the FAA CO or COR will request a price quote for the O&A action. Upon approval of the price quote, the FAA COR will ensure sufficient funding is available on the O&A CLIN. The CO or COR will provide approval to the contractor by issuing a Purchase Approval in FAA format or written notification by electronic mail.

3. If the contractor determines an O&A action is required, they must submit to the FAA CO and COR a description of the action and an explanation of why it is considered an O&A action as soon as practical (but no later than one calendar day after discovery of the O&A action) via electronic mail. The CO will review the contractor O&A request with the appropriate FAA personnel and provide approval or disapproval. If approved, the CO and COR will ensure sufficient funding is available on the O&A CLIN. The CO or COR will provide approval to the contractor by issuing a Purchase Approval in FAA format or notification by electronic mail.

4. Upon approval and completion of the O&A task, the contractor must submit an invoice within thirty (30) days of receipt of goods or completion of services.

At a minimum, O&A actions or quote must identify the requested maintenance or support action and specify the aircraft system, engine serial number, part number(s), tool, rental fee, etc. with supporting pricing documentation. The contractor must provide a Firm-Fixed-Price (FFP).

Failure to agree on a reasonable price must be considered a question of fact subject to the DISPUTES clause of the contract.

STATEMENT OF WORK

8.0 PERIOD OF PERFORMANCE / DELIVERY TIMES

Period of performance: not to exceed 60 days from the Induction Date.

N86 will arrive at the contractor’s Repair Station facility on or around March 31, 2023 The Induction Date (day 1) is the later of the date when the aircraft is delivered to the contractor and/or the date the work order is signed. If the aircraft arrives before 1200 local time that is considered to be Day 1, if after 1200 Local, the following day is considered to be day one of the check.

All paperwork should be cleared in TRAX as it is closed in process. The ETR is defined as the time when the aircraft is released and ready for flight, all paperwork is completed, cleared in the system and accounted for prior to the release

9.0 PLACE OF PERFORMANCE

The place of performance is the contractor’s facility, which must be an FAA-approved Repair Station. The place of performance should be the same address as listed on the contractor’s Air Agency Certificate.

10.0 WORK CARDS / DELIVERABLES

List Tasks: All work cards included in the bid proposal are included in the scope of work as an initial proposal requirement. The aircraft will be inducted with no expected pilot-reported logbook entries. Any pilot-reported logbook entry upon induction would be considered non-routine and billed as O&A. Flight crewmembers do not have the authority to approve any financial obligations.

All maintenance must be conducted in accordance with the Flight Program Operations’ FAA-approved CAMP, FAA-accepted manuals, and applicable 14 CFR parts.
