PROTOTYPING AND EXPERIMENTS (P&E) TECHNICAL AND ENGINEERING SUPPORT
April 03, 2026
PART 1:
GENERAL INFORMATION
1 INTRODUCTION
This is a non-personal services contract to provide Prototyping and Experiments (P&E) Technical and Engineering support to the Office of the Under Secretary of War for Research and Engineering (OUSW(R&E)) Assistant Secretary of War for Mission Capabilities (ASW(MC)). This support is defined in FAR 37.1 Advisory and Assistance Services.
The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contractor service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government.
1.1 BACKGROUND
The Assistant Secretary of War for Mission Capabilities (ASW(MC)) recognizes, identifies, explores, and ensures the development, integration, and funding of new technology and capabilities to maintain U.S. technological superiority.
It takes a unified, missions-level view across the entire Department of War (DoW) enterprise to analyze joint missions and identify cross-cutting technology gaps critical to military readiness. It maintains a focus on the innovative application of technology and works with a robust network of transition partners within and external to the DoW to mitigate gaps through accelerated prototyping, demonstration, and fielding, with the goal of operational sustainment.
OUSW(R&E)/ASW(MC) Prototype and Experiments (P&E) mission is to identify, develop, and demonstrate forward looking concepts encompassing multi-domain technologies to satisfy Multi-Service and Combatant Commands (CCMDs) priorities for the DoW. The focus areas include, but are not limited to, seeking to explore opportunities using rigorous prototyping and experimentation, engaging the Interagency, International, and non-governmental partners to expand the DoW’s access to innovation spawning from Government, academia and industry, all essential for warfighting success, and providing engineering expertise to support OUSW(R&E) modernization priorities. The contractor shall provide technical and engineering support for OUSW(R&E) through P&E.
P&E will address Joint Operational Problems (JOPs) by means of prototype development that accelerates innovation and modernization efforts to compete with a peer/near-peer adversary through the development of combined capabilities that support the Joint Warfighting Concepts (JWC). Future capabilities areas and enablers require development and experimentation efforts push innovative technologies across the “valley of death,” providing fieldable end-to-end mission capabilities for Services and joint application more quickly than traditional acquisition.
Prototyping and Experimentation facilitates rapid modernization of the force by supporting and encouraging multicomponent assessments and experimentation through a campaign of learning and collecting a body of evidence.
Services, Agencies, and other participating organizations identify “best of breed” capabilities developed among the DoW prototyping programs and execute approved projects through large-scale experiments to refine and/or validate the JWC. P&E ensures that capabilities and prioritized JOPs resulting experimentation efforts are threat-informed, aligned to the JWC, and executed using mission integration management best practices. All work is performed at fully informed classification levels.
