REQUEST FOR QUOTATION (RFQ) No. 140P8624Q0060
SCOPE OF WORK (SOW)
LOAD and OFF-HAUL SOIL from - Muir Woods National Monument, Mill Valley, CA to - Altamont Landfill, Livermore, CA
This is a Scope of Work to load and off-haul approximately 30 to 34 CY of soil from Muir Woods National
Monument in Mill Valley, CA (Marin County) to the Altamont Landfill, in Livermore, CA. The soils are stockpiled in a location that is accessible for loading and hauling.
The soils have been tested for potential contaminants and approved for disposal at the Altamont
Landfill, Livermore, CA, a Waste Management facility. They may not be disposed of at other nearby landfills.
Before the material can be hauled, the Contractor shall follow protocols required by Waste
Management to obtain a disposal Profile, with all landfill fees to be charged to the Contractor.

Muir Woods National Monument
Conlon Parking Lot
Muir Woods Road
Mill Valley, CA 94941

BACKGROUND
The soils were excavated from the bank of Redwood Creek next to the entrance plaza at Muir Woods
National Monument during work for the Salmon Habitat Enhancement at Muir Woods, Phase 2, in
October 2023. The soils were stockpiled on black plastic, covered with black plastic, and surrounded by wattles, pending soils tests. The stockpile consists of about 95% soil, with some small rock.
The soils were sampled and analyzed by a qualified consultant, Terraphase Engineering, which found the soils are not hazardous. They were determined to be suitable for disposal at a Class II or Class III landfill, subject to approval by the landfill. These soils do not exceed STLC (soluble threshold limit concentration) or TCLP (toxicity characteristic leaching procedure) criteria for California or Resource
Conservation Recovery Act definitions of hazardous waste.
Waste Management reviewed the analytical report. Based on a minor concentration of arsenic in the soils, Waste Management determined the soils cannot be disposed of at closer landfills. Waste
Management approved these for disposal at the Altamont Landfill, in Livermore, CA.
PAYMENT
Payment will be made as a lump sum for the completion of work.
SCOPE OF WORK
This job entails both loading and hauling the soils to the landfill. The Contractor is responsible for providing all equipment and labor to conduct both tasks. The Contractor is also responsible for completing a disposal Profile required by the landfill.
The loading and hauling shall be conducted in the most efficient manner to minimize the period of time when loading equipment and personnel must be on site. For instance, the number and capacity of trucks to be used shall be maximized, as appropriate for the location.
All truck loads shall be covered during transport.
The quantity of material to be hauled was estimated to be 30 CY by highly experienced earthwork contractors. For purposes of this contract, leeway is added to increase the total estimated quantity at up to 34 CY.
LANDFILL PROTOCOLS
Before the material can be hauled, the Contractor shall modify the on-line Waste Management Profile application for this material to show that all disposal-related fees and charges will be billed to the
Contractor. Waste Management is expected to respond to the profile submittal within 2-3 business days. A final approved profile from Waste Management is necessary to dispose of the soils.
After contract award, NPS will provide the Contractor with the number on the existing Profile application to be modified. The Profile application already shows the type of material and its lab analysis. This is the information Waste Management used to determine where the soils must be disposed of.
NPS will also provide the Contractor with the name and contact information of a Waste Management staff member who will help ensure the Profile application is modified correctly, as well as a web link to and Waste Management’s EZ Profile Instructions.
Submittal: Submit the approved Protocol to the NPS COR before scheduling the hauling. All billing information on the Profile must show the Contractor’s billing information.
Once the Profile is reviewed and approved by NPS, the Contractor shall download the “Waste Approval
Form” for this material and give a copy to each hauler.
ACCESS TO SITE
The soil is stockpiled in an area behind one of the park’s visitor parking lots, referred to as the Conlon
Lot, on Muir Woods Road about ¼ mile from the main entrance to Muir Woods National Monument.
Trucks must drive through the Conlon visitor parking lot to access the stockpile. Parking lot attendants are present at the entrance to the lot during visitor use periods. In periods of lower visitation, the
Conlon lot is closed to the public. The off-haul may be conducted whether the Conlon Lot is in use for visitor parking or not, but access shall be arranged in advance via coordination with NPS.
The soil is stockpiled on a fill pad. The fill pad has an earthen ramp that is wide enough and stable enough for heavy equipment and trucks. The stockpile to be off-hauled sits between two larger stockpiles to remain in place (Figures 1 and 2).
EQUIPMENT IMPORT
This SOW requires the use of loading and/or hauling equipment that is short enough to be imported on the nearby state and/or county roads without the need for Caltrans permits or a CHP escort.
Both Caltrans and Marin County restrict the length of vehicles on the two roads approaching Muir
Woods, Upper Muir Woods Road and State Hwy 1, both of which have numerous hairpin, blind curves.
If the vehicles used were to exceed lengths accepted by these agencies, Caltrans or Marin County would require them to seek permits. Long vehicles cannot round curves on the road without crossing over to the opposite lane.
This SOW requires transport methods that meet state and local requirements without the need for permits or CHP escorts. The Contractor must ensure that safe methods are being used on the roads approaching Muir Woods.
LANDFILL COSTS
The Contractor is responsible for all fees and disposal costs charged by the landfill.
In its review of the Profile application for this material, Waste Management cited the following fees for disposal. These fees are valid through 2024.
Profile fee: $124.87
Disposal rate: $28.00 per ton.
Note that a rate sheet that appears on the Altamont Landfill website does not pertain to this material; that rate sheet is for other types of haulers that do not have an approved profile.
TASKS
TASK 1:
Modify the Waste Management Profile application to show the Contractor’s billing information on it and submit the approved Profile to the NPS COR. After the NPS COR review of the profile, proceed to Task 2.
TASK 2:
Coordinate a date and time for the work in advance with the NPS COR. NPS will coordinate with parking attendants in advance to arrange access. NPS will be present on site during the loading. The work shall be scheduled as soon as reasonably possible for all parties after completion of Task 1.
Load all materials in the stockpile and haul to the Altamont Landfill. It is about a 71 mile one-way trip.
Ensure each hauler is carrying a copy of the “Waste Approval Form” downloaded from the approved
Profile for this material.
Remove the plastic and wattles under and over the stockpile and dispose of those properly. Avoid spilling material. Clean up any material spilled during loading. Avoid altering the adjacent stockpiles. If the cover or wattles at the adjacent stockpiles is altered during the work, re-establish them properly.
Leave the work site clean and free of material from the small stockpile. Avoid tracking soils or other materials onto the parking lot or nearby roads; if this occurs, sweep up the material and dispose of it properly.
This work does not entail the need for traffic flaggers.
At the landfill, obtain tickets for each load, showing the material was disposed.
SUBMITTAL: Submit the landfill tickets for all loads to the NPS COR.
TASK 3: Invoice
After review and approval by the NPS COR of landfill tickets, submit a final invoice for the work. Follow specific invoicing requirements on the contract.
SCHEDULE
The work shall be conducted as soon as possible after contract award, and as can be arranged when the
COR is available to coordinate the on-site access. NPS prefers the work to be completed by Dec. 6, 2024 and before the on-set of substantial winter rains.
FIGURE 1: The stockpile to be off-hauled is the small, uncovered stockpile behind the person in the yellow jacket. It’s in the between two larger stockpiles. It is accessible via the ramp leading directly to the small stockpile.
FIGURE 2: The small stockpile to be off-hauled both sits on and is covered by black plastic and surrounded by wattles. The plastic and wattles will also be off-hauled.
