REPAIR and MAINTENANCE OF MICROGRID (BATTERIES) at ALCATRAZ, Golden Gate NRA, San Francisco CA 94123

Request for Quotation (RFQ) 140P8623Q0035

SCOPE OF WORK

1. Background

Alcatraz Island is primarily powered by a photovoltaic system comprised of 959 318W Sun Power modules, 480 Deka Unigy II Gel Batteries (the batteries are arranged in two UPS strings of 240 batteries each, UPS-A and UPS-B), and 8 Princeton Power 100KW inverters. In addition to the specifically listed equipment, the electrical system also consists of electrical switching and distribution equipment, meters, control panels, transmission lines, transformers, PV module arrays, main service panels to and including the main breakers, electrical safety signage, inverters, electrical fixtures, and control modules.

In 2018, Contractor replaced the entire battery count, with 24 spares, and also installed a remote monitoring system.

2. Scope of Task

NPS has noticed that while the solar system is floating the batteries (charge applied to the battery to maintain the battery capacity at or near the full charge), the batteries are noticeably out of range from one another. The battery monitoring system, before both strings went down, showed 36 batteries out of spec. Without intervention the system will continue to deteriorate until it is unfixable.

NPS is soliciting a qualified contractor to replace the batteries and retest the system to ensure that it functions as it should.

The battery room is located at the ground floor of the Quartermaster Warehouse. See Exhibit A –

Alcatraz Map.

2.1 Pre-removal/replacement Testing

2.1.1 The contractor shall perform an initial bulk charge to all batteries, float charging and equalizing both batteries string, UPS-A and UPS-B. See Exhibit B – Battery room.

2.1.2 The contractor shall then perform individual battery resistance testing to see what batteries are within DEKA Battery performance spec.

2.2 Removing and Replacing

2.2.1 The contractor shall install any batteries that are out of spec utilizing the 24 Deka

Unigy II (Model: 2AVR125·3311) Gel batteries, Exhibit C – Deka Unigy Information, owned by NPS.

2.2.1.1 Salient Characteristics of batteries

2.2.1.1.1 125AH Valve Regulated Lead Acid Gel batteries

2.2.1.1.2 Must be compatible with the 125 AH Interlock Spacesaver rack system, present on site.

2.2.1.1.3 Each battery must be rated for 2,000 amp-hours and have two two-volt cells per battery unit. Thus, the total storage capacity of the battery system would be 1,920 kWh.

2.2.2 Contractor shall safely remove, palletize, offload by barge and transport to a recycling facility spent batteries in accordance with all California state regulations.

2.3 Option Item for 20 extra batteries

2.3.1 If there are more than 24 batteries that need replacement, contractor shall provide and replace no more than 20 extra batteries (this is on top of the 24 batteries that are owned by NPS)

2.4 Post replacement Testing

2.4.1 After replacing all batteries, contractor shall perform a final string equalization, float charge and resistance test to ensure proper function.

3 Access to Island/Worksite locations

3.1 Transportation to/from Alcatraz Island

Alcatraz Island is accessible by boat at Pier 33, San Francisco. Currently, the only access to Alcatraz Island is by a ferry operated by Alcatraz City Cruises (ACC), LLC. The Contractor is responsible to coordinate with ACC the use of the ferry. Only materials that can be hand carried onto and offloaded from the ferry without multiple trips will be allowed on ferries. Any change in crew size must be notified to ACC in order to facilitate adequate room on ferries.

The Contractor is responsible for the payment and arrangement of ferry service outside of ACC.

The Contractor shall coordinate with ACC the usage and schedule of the floating dock and landing area, as it is owned by ACC. Do not interfere with ACC’s ferry schedule. The approval of

COR is required if ferry service will be provided outside of ACC. The following documents are required for other ferry services:

a. Certificate of insurance and/or a landing plan may be required.

b. Coordinate with AC to prevent conflict with scheduled passenger ferries.

c. Coordinate with AC for cost of use of facilities.

The Contractor is responsible for arranging the transportation and delivery of material and equipment to and from the island. If using other transportation that is not ACC, The Contractor must coordinate with Contracting Officer and ACC. A certificate of liability insurance and/or a landing plan review may be required.

The Golden Gate National Parks Conservancy operates a monthly West Star Marine barge to meet the operational needs of both the Conservancy and the NPS. Any barge activities that are arranged by the Contractor shall not interfere or conflict with this monthly barge. The
