Statement of Work and Request for Proposal for Consultant Management and Oversight of Hazardous Materials Cleaning, Sampling and Assessment
Fort Cronkhite Building T1111
1.0 PROJECT OVERVIEW and OBJECTIVES
1.1 Site Background
Golden Gate National Recreation Area (GOGA, GGNRA, park), a unit of the National Park Service (NPS), issues the following Statement of Work (SOW) and Request for Quotation (RFQ) for specification development and submittal review; oversight of hazardous materials (“hazmat”) cleaning and management, soil sampling, air monitoring and clearance sampling, and exposure assessments for work to be conducted by a third party Contractor at Building T1111 in Fort Cronkhite (FOCR), a unit of the GGNRA. See Figure One (Photos 1 and 2) for project site location.
Previous investigation conducted by a contractor is presented in a report (see Attachment A) titled Limited Asbestos Sampling, Paint Chip Sampling and Dust Wipe Sampling for Metals Building T-1111 dated April 4, 2022. This ‘initial sampling and dust wipe report’ indicated levels of several metals as potential contaminants of concern (COCs) that exceeded initial screening levels.
1.2 Scope of Services for Specification Development (TASK A)
The party responding to this RFQ (‘Consultant’) will produce two specifications packages –1.
building cleaning and 2. soil sampling – for award to and execution by a services Contractor.
The Consultant will produce a third specification – for award to and execution by an Industrial Hygienist for air quality monitoring and clearance sampling.
The Consultant shall provide a letter work plan for all services necessary to develop specifications for third party cleaning of building T1111; oversight of third party work by services cleaning ‘Contractor’ including review of Contractor submittals and reports, field oversight and interpretation of specifications; and exposure monitoring and modeling and comment response and communication with NPS and Contractor.
The Consultant shall also detail in the letter work plan all services necessary to develop a third party Industrial Hygienist (IH) Specification. This specification shall contain all necessary air quality monitoring including ambient internal building air quality monitoring, perimeter and area air clearances and visual and wipe dust sampling sufficient to document cleaning Contractor conducted work sufficiently.

The Consultant shall provide the Contracting Officer a letter response to this Request for Quotation (RFQ) including an estimate of costs, supplies and services necessary to complete the Task Items herein. This letter response to the RFQ establishes and documents that the Consultant understands task intent, elements, and schedule for completing each task item.
The Consultant shall state in the Proposal all Technical Assumptions underlying the Consultant-submitted Technical Proposal and Cost Estimate.
Consultant shall use a Certified Industrial Hygienist (CIH) for all work described in this section and a state-registered geologist to review Contractor submittals and provide project oversight regarding soil sampling.
1.2.1 Building Cleaning Specification
The Consultant shall develop specifications in Construction Specifications Institute format for park review and acceptance at 80% and 100% efforts sufficient for the park to use in a solicitation for an environmental services contractor to clean the building and conduct soil sampling field work. The specifications shall generally present the standard that must be met by the cleaning contractor while allowing flexibility for cleaning contractor to select specific means and methods to conduct work. Consider including Optional Items as necessary.
The Consultant, following industry standards and governing state and federal regulations, shall develop the building cleaning specifications to include all measures necessary to render building fit for re-occupancy and materials and goods in the buildings suitable for use. Survey the equipment and items in the building that should be cleaned and that which the cleaning contractor shall dispose, if any. Highlight in the survey items and equipment represented by the NPS as low, medium and high priority for cleaning and recovery.
In the governing specification identify general worker protection measures that the cleaning contractor must follow such as medical surveillance program, use of personnel protective equipment and personal air monitoring to protect their workers.
The Consultant shall develop and submit Specification, Independent Estimate and Bid Sheets reflecting all components of Building Cleaning Specifications complete and sufficient such that the NPS may use to solicit bids for third party cleaning contractor.
1.2.2 Soil Sampling Specification
The Consultant shall develop specifications for soil sampling and reporting to include all COCs identified in the initial sampling and dust wipe report. The soil sampling should employ discrete samples as an exercise to determine representative general concentrations of soil in the ground surrounding Building T1111 that may serve as source for dusts within the building and is not meant to serve as a comprehensive remedial investigation.
The Consultant shall develop and submit Specification, Independent Estimate and Bid Sheets reflecting all components of Soil Sampling Specifications complete and sufficient such that the NPS may use to solicit bids for award to third party.

1.2.3 Industrial Hygienist Specification
The Consultant shall evaluate any certifications or trainings required for air monitoring and sampling work to determine if IH is required or if a lesser credentialed professional is sufficient.
The Consultant shall design and prescribe representative air sampling techniques and methodology sufficient to monitor ambient air quality in one building bay before cleaning work begins to establish baseline ambient air conditions.
The Consultant shall design in the IH Specification final area and air clearances data collection and analysis by IH to ensure Contractor cleaning activities and end points (building surface conditions) comport with governing specification and regulations.
The Consultant shall prescribe proper visual and surface wipe sampling criteria and methodology (including re-sampling, if necessary) such that the IH (or equivalent) can collect clearance data ensuring cleaning was sufficient.
The Consultant shall design and prescribe representative air sampling techniques and methodology sufficient to monitor ambient air quality data present during building cleaning activities and after initial wipe sampling clearances to ensure final ambient air quality supports building re-occupancy.
1.2.4 Worker Exposure Assessments
The Consultant shall develop and present in the work plan all procedures necessary - using the data gathered from general worker protection measures employed by cleaning contractor, in addition to all other sample collection and design executed by Industrial Hygienist- necessary for the Consultant to fully develop worker exposure assessments for these tasks:
1. Equipment and material handling (pre-cleaning)
2. Cleaning equipment and materials in building
3. Cleaning building vertical and horizontal surfaces
4. Dry sweeping of material on floor
5. Supervisor oversight (e.g. someone in the building interior bay but not handling materials)
6. Collection of building perimeter soil samples
The Consultant shall ensure building cleaning and IH specifications generate data sufficient to allow Consultant to develop exposure assessments that address exposure scenarios, permissible exposure limits, action levels and mitigation measures without need for Consultant to collect additional data.
The intent of the employee exposure assessments is to model representative actions that the NPS may use to serve as applicable negative exposure assessments, or for baseline administrative and engineering controls, for similar tasks at this and other similar buildings in the park.
Submittals for NPS Review and Acceptance (80% and 100% milestones):
1. Building cleaning specification
2. Soil sampling specification e4

4. Procedures for conducting employee exposure assessments
5. Independent Consultant Estimate and Bid Sheets for Building Cleaning, Soil Sampling and Industrial Hygienist specifications.
1.3 Summary of Work for Oversight of Contractor Efforts (TASK B)
The Consultant shall include all items and costs in RFQ response necessary to provide complete oversight of cleaning Contractor and IH fieldwork and complete review of contractor submittals, response to comments, request for information and similar.
The Consultant shall represent the NPS to ensure the cleaning Contractor and IH-submitted means and methods comport with industry standards and that Contractor and IH completed field and reporting work are in accordance with Specification Package and Contractor-submitted documents as recommended for acceptance by the Consultant and as accepted by the NPS.
Provide for interpretation of specifications where clarity is needed during work plan development and field activities. Review Contractor submittals on behalf of and in concert with the park.
Develop comments in park-provided or park-approved comments submittal form. Participate with park on comment resolution meetings and discussion with Contractor and otherwise work with park and Contractor on comment resolution to final submittal(s) acceptance.
1.3.1 Building Cleaning Oversight
The Consultant shall:
A) Review Contractor’s licensing and registration to ensure correct and sufficient B) Review all submittals related to cleaning work as designed by specification such as Cleaning Plan, Air Quality Monitoring Plan, Site and Task Specific Health and Safety Plan, submitted air quality data, etc.
C) Visually spot monitor contractor cleaning efforts; observe, oversee and document with photos and in writing Contractor field work.
D) Ensure Contractor wipe samples were collected correctly E) Review Contractor-collected exit wipe sample data (as determined during specification development) F) Review and provide comments on final report documenting building cleaning including contractor-provided sampling, results and recommendations on behalf of park; work with park and Contractor on comment resolution to final submittal(s) acceptance.

1.3.2 Soil Sampling Oversight
A) Review all Contractor soil sampling submittals for conformance to specifications, regulations and industry standards.

B) Review and provide comments on final report documenting building perimeter soil sampling including contractor-provided sampling results and recommendations on behalf of park; work with park and Contractor on comment resolution to final submittal(s) acceptance.

1.3.3 Industrial Hygiene Oversight
A) Review all IH submittals for conformance to specifications, regulations and industry standards.
B) Provide general oversight on air sampling and clearance data collection for conformance and quality assurance on behalf of park.
C) Review and provide comments on final IH report documenting air and clearance sampling results and recommendations on behalf of park; work with park and Contractor on comment resolution to final submittal(s) acceptance.

1.3.4 Minor Review and Oversight Duties
Consultant shall conduct minor submittal review and oversight duties not explicitly noted herein but otherwise necessary to provide oversight, direction and clarity allowing Contractor to effectively implement governing specifications.
1.4 Summary of Work Including Worker Exposure Monitoring (TASK C)
The Consultant shall use data collected from cleaning Contractor efforts to monitor their employees during contract activities (cleaning and decontaminating building and materials, collection of exterior perimeter soil samples), and data collected by IH to develop full employee exposure models for these six tasks:
1. Equipment and material handling (pre-cleaning)
2. Cleaning equipment and materials in building
3. Cleaning building vertical and horizontal surfaces
4. Dry sweeping of material on floor
5. Supervisor oversight (e.g someone in the building but not handling materials)
6. Collection of soil samples
The purpose of the exposure modeling is to model employee 4- and 8- hour exposure scenarios and compare against applicable Occupational Safety and Health Administration permissible e6 exposure limits (PEL) and American Conference of Government Industrial Hygienist Threshold Limit Values (ACGIH TLVs).
The goal is to determine if work completed per cleaning and soil sampling contract approached or exceeded these exposure values such that NPS may apply experience and exposure modeling for similar tasks at other similar buildings and to provide a conceptual model showing if park workers previously conducting such work at Bld T111 may have been exposed to metals concentrations above acceptable limits.
The Consultant shall coordinate with Cleaning and IH contractors to acquire exposure data and facilitate communication with NPS and Contractor on employee exposure assessments.
Submittals for NPS Review and Acceptance:
Final Consultant Report (80% and 100%) for NPS review and acceptance including but not limited to:
• Compilation of all previous submittals required per previous sections
• Discussion of significant field variances from IH, cleaning and soil sampling specifications
• Exposure Monitoring Analyses and Summary
• Recommendations for Future Site Work (if any)
• Develop Engineer Estimate for Future Site Work (if any)
The Consultant shall provide the CO a submittal which documents all work conducted on predecessor tasks and provides a succinct yet complete report on Consultant and Contractor(s) work per the governing specifications listed herein and evaluation on quality, sufficiency and completeness of work. The NPS will review the report at the 80% milestone. Consultant shall incorporate comments and update accordingly for NPS acceptance.
1.5 Compliance
The NPS is responsible for conducting compliance review and providing mitigation measures.
The Consultant is responsible for ensuring its submittals comport with all governing federal, state and local laws, regulations and decision rules. The Consultant shall consider in project design all requirements necessary to conduct work.

3.0 FEE and PAYMENT
If the Consultant suspects that unforeseen conditions cause estimated costs or time allotted necessary to complete agreed upon tasks to be exceeded the Consultant shall notify the CO and COR, in writing (email) at earliest possible time.
4.0 SCHEDULE
As soon as possible after Notice of Award and before beginning any work, the Consultant shall submit Progress Schedule. Contracting Officer will review the Progress Schedule for format and content.
The schedule listed below governs all submittal work products. All other work product and task schedules shall be approved by NPS such that they coincide with the sequencing necessary to meet the schedule of submittal schedule. The schedule is based upon CO Notice to Proceed (NTP) and presented in working days.
