SCOPE OF WORK

SAN FRANCISCO MARITIME NATIONAL HISTORICAL PARK (Aquatic Park)

Prune Trees in Aquatic Park (2022)

PART 1: GENERAL

1.01 DESCRIPTION

This scope of work outlines tree pruning to be performed throughout Aquatic Park. Work sites are all located within a 20-acre area and accessible by streets and park paths. Contractor shall make every effort to protect the historic landscape and fabric from damage. The contractor should be comfortable working in a variety of physical conditions. All work shall be performed by a qualified tree service contractor who is an ISA certified Arborist and understands arboriculture. See project specification details below.

1.02 GENERAL CONDITIONS AND INFORMATION

A. These trees are owned by the Department of Interior, National Park Service, herein after called NPS, and are maintained by San Francisco Maritime National Historical Park, (SAFR). Care must be taken to protect and avoid negatively impacting the surrounding ornamental landscape, turfgrass area, irrigation system (as possible), street, paths and sidewalks. Damage to these areas will be repaired or replaced in-kind at Contractors expense. Work area is greatly impacted by pedestrian, bicycle and vehicle traffic. The contractor will be responsible for pedestrian, bicycle and vehicle traffic control/safety before, during and to close of the project to ensure public safety. This may include using temporary fencing, barricades, traffic cones, bollards, etc. Special coordination will need to be made near the Cable Car area where SF Muni Cable Car operations occur during normal business hours. Contractor will need to acquire needed permits where parking is required off park property.

B. Any particulars described for the work involved is given for guidance to the Contractor, however, the Contractor is to take his/her own measurements, dimensions, counts, and is responsible for the same. It is highly recommended those interested attend the scheduled walk-through with the COR to identify trees to be serviced.

C. All work is to be performed in accordance with the provisions of the NPS

Contract and Scope of Work. Additional work that will result in additional cost shall be carried out only when authorized in writing by the Contracting Officer.

D. The Contractor shall be responsible for removing and disposing of any debris from the areas where work is performed and is generated by the Contractor.

E. The contractor shall make own arrangements to locate utility lines (electric, gas, water). Any damaging occurring to utility lines will be repaired by the contractor and at no cost to the government.

F. The Contractor shall immediately notify the Contracting Officer of any ambiguities, inconsistencies and errors discovered in this specification or between contracting documents and existing conditions.

PART 2: SCOPE OF WORK/ SERVICES

A. Tree pruning:

Trees to be pruned: (12) Metrosideros excelsa (New Zealand Christmas Trees)

(6) Prunus laurocerasus (Cherry Laurel trees); (3) Pittosporum trees; (2) Callistemon citrinus (Bottlebrush trees); (1) Pyrus calleriana; (1) Magnolia grandiflora.

Tree contractor shall remove all diseased, damaged, dead and/or crossed branches, including all branches that pose a safety hazard for the public. Tree service contractor shall also thin canopies by 25%, yielding an atheistically pleasing, balanced appearance. Contractor will “lift” canopy by 15’-20’ above ground level (or raised planter ground level height). Contractor must use best management practices to avoid “lion-tailing” (branch removal on the lower two-thirds of the branch), “topping” (pruning tree to predetermined crown limit, often at internodes) and/or pruning that only leaves branches only at edge of crown – accept where unavoidable as mentioned below. All tree sections/parts/components and debris material generated from work shall be removed and disposed of properly. Area shall be raked/broom-swept clean upon job completion. Contractor shall haul away and dispose of properly, all refuse generated by work. Work site must be left in clean state.

**Additional maintenance notes**:

Metrosideros excelsa: All trees are to be lowered six feet in height using reduction-cut pruning techniques where possible. Where not possible, tree shall be topped to reduce height. Trees shall be pruned to keep growth from growing into other trees. Trees shall be thinned 40%.

These trees are located at the Cable Car area. So as not to adversely affect Cable Car operations the work in this area must be divided into three work zones and work addressed one zone at a time.

Prunus laurocerasus: Trees shall be cut six away from bocce ball court cover.

Pittosporum trees: Trees shall be cut six away from bocce ball court cover.

B. Protections/ Preservation:

Contractor will set up protections to any adjacent object, structure and/or landscape to protect from damage. For extra heavy branches, rigging must be employed to lower branches so as not to damage property. If needed, turf matting or plywood will be provided and used by tree contractor to protect lawn areas from any potential damage from work. The NPS will attach “no parking” signage at parking stalls needed for work space.

C. Contractor Employee and Public Safety:

The contractor shall be required to develop a site safety plan for review and approval by the NPS Park Service Safety office, prior to the start of work. The National Park Service reserves the rights to stop any and all work done by the Contractor, subcontractor and Contractor's employees for any reason. Work area is greatly impacted by pedestrian, bicycle and vehicle traffic. The contractor will be responsible for pedestrian, bicycle and vehicle traffic control/safety before, during and to the close of the project to ensure public safety. Both contractor and employees are required to work safely and to use proper personal protective equipment.

D. Quality Assurance

1. The Government will monitor the Contractor's performance by performing scheduled and unscheduled surveillance.
