RFQ 140P8621Q0057 - STATEMENT OF WORK

Building FC-T1111

Survey & Testing for Hazardous Building Materials

GOGA PMIS# 252591

Golden Gate National Recreation Area

1.1 GENERAL DESCRIPTION

The NPS will be soliciting price proposals from qualified contractors to remove and dispose of any existing alarm components, piping and equipment and install a new wet pipe fire suppression and alarm system in Building FC-T1111 at Fort Cronkhite in the Marin Headlands of Golden Gate National

Recreation Area, Sausalito, Ca. The NPS seeks to inform the prospective bidders on what to expect and include in their proposals in so far as specific precautions they need to take to insure worker safely in and around the structure and what measures they will be required to take to eliminate and/or legally dispose of hazardous materials as a result of their activities.

This work consists of performing a survey of the existing structure and material testing, as described in this request for proposal, to determine the type and approximate quantities of building materials present which contain potentially hazardous materials. This work is required to be performed by an American

Board of Industrial Hygiene (ABHI) Certified Industrial Hygienist and/or a California Department of

Safety and Health (DOSH) Certified Asbestos Consultant as well as a California Department of Public

Health (DPH) Lead Related Construction Inspector/Assessor and Project Monitor who shall report their findings and recommendations in a written report.

As follows:

A) Hazardous Materials Survey

1) Visually assess proposed work areas that are accessible for potential presence of asbestos containing materials (ACM’s); lead based or lead-containing materials (LCM’s) and other metals; includes polychlorinated bi-phenyls in construction materials. Note and include those areas inaccessible for survey, in a written summary of visual assessment with supporting data. Submit 100% draft for NPS review and comment, follow up with 100% final summary of findings.

2) Perform bulk sampling, collection and analysis of suspected ACM’s by polarized light microscopy

(PLM). Sample Analysis will be conducted according to U.S. Environmental Protection Agency

(EPA) protocols as found in the Asbestos Hazard Emergency Response Act (CFR Sec 40, Part 763)

Collection of samples for suspected LCM’s, submittal of these samples for laboratory analysis to be performed by an independent, state-certified laboratory. Analysis for lead content will be conducted per EPA protocol SW-846, using EPA Test Method 7420. Turn-around time shall be 3 to 5 days.

3) Collection of 20 dust wipe samples (inclusive of associated duplicate samples, approximately 10%) and submittal of these samples for laboratory analysis by an independent, state-certified laboratory.

Sample analysis for metals concentrations (RCRA metals including silver [Ag], arsenic [As], barium

[Ba], cadmium [Cd], chromium [Cr], mercury [Hg], lead [Pb] and selenium [Se]) will be conducted according to EPA protocols as found in SW-846, using EPA Test Method 6010. Approximately 20% jrm_4-28-2021 of the samples will be collected in areas where current/past uses (welding shop) could potentially affect current staff/workers and analyzed via the full suite of CAM 17 metals.

4) Identification of miscellaneous hazardous building materials (fluorescent light tubes and associated light ballasts, air handling equipment, thermostats, etc.), which may contain gases, oils, mercury and/or poly-chlorinated biphenyls for example. These materials will not be sampled and/or tested for hazardous materials concentrations.

5) A 100% Draft for NPS comments & 100% Final summary sampling report for NPS approval will be prepared for the structures which will describe all sampling protocols and the suspect materials assessed through sampling and identification activities. The report will include a site description, a sample location map, laboratory test information, tables summarizing the building materials assessed with estimated quantities of identified materials, photographic log with descriptions of materials sampled, and conclusions and recommendations to the fire protection system installation contractor regarding worker safety and legal disposal of the hazardous materials encountered as a result of their activities.

6) Scope of work will include assisting in the preparation of a work plan created by the fire suppression system installation contractor selected by the NPS; the oversight/monitoring of abatement and worker safety by the fire suppression system installation contractor or their subcontractor and the development of an associated close-out report. These items are described in greater detail below.

B) Develop Specifications for Bid

1) Develop for NPS approval 100% draft and 100% final performance specification to guide contractor selected and awarded the contract for the installation of FC T-1111 Fire Suppression system, including contractor-submittal of the lead and asbestos compliance plan, hazardous materials plan, and other related documents the contractor submits to guide abatement work

C) Provide Contractor Oversight

1) Review the Contractor-submitted lead, asbestos and hazardous materials compliance plans on behalf of the NPS, submit review comments to park for acceptance or discussion.

2) Oversee Contractor abatement in the field. Provide basic field reports to NPS summarizing field work, field variances made and corrective actions necessary to comport with specifications and submittals.

3) Review Contractor-submitted reports and associated submittals on behalf of NPS. Submit review comments to park for acceptance or discussion.

D) Develop and Operations and Maintenance Plan

1) Following all field work and report submittal, Consultant shall develop and a lead and asbestos

Operations and Maintenance Plan (O&M Plan) for NPS acceptance which documents the hazmat removed during the project and that which remains. O&M Plan should be comparable to similar industry documents including maps, figures, drawings and pictures as necessary to document location of hazardous materials both removed and remaining.

1.2 BACKGROUND

Building T-1111, owned by the National Park Service, currently occupied by several different Facility

Management related divisions. The building is classified as a type V wood frame, preliminarily classified as Group H (high hazard H-2) given there are combustible materials in many of the interior spaces. Contractor to verify & confirm occupancy class with their own FPE.

Constructed in the late 1930’s or early 1940’s as a temporary storage warehouse, but modified over time with various interior security enclosures constructed out of 2 x 4’s and wire. The single story wood-framed structure has a CMU wall dividing the building in 2 halves of approximately 154 ft. long

X 60 ft. wide. The original layout module appears to be a 9’ x 12’ grid consisting of 6x6 vertical posts on a 2x6 T&G floor, supporting 2 x 8 rafters @ 24”’ on center, bearing on doubled 2 x 10 purlins/girders, bearing on top of the vertical 6 x6 posts with 2 x 6 diagonal braces acting as lateral resistance. The roofing of rolled composition cap sheet is attached to 1 x 6 sheathing nailed to the 2 x 8 rafters. The building’s interior is open to the ceiling framing, approximately 16 ft A.F.F.

This building is to be considered an historic structure by NPS, and this project will involve certain review and approvals based on its historic status. In this case, there may be requirements on construction techniques that may be different than the (e) workmanship of previous repairs and projects over many decades. Typical concerns will be minimizing penetrations of historic walls or timbers, and careful means of installation on historic walls or timbers while still meeting the code requirements of NPFA.

Location: Building T-1111, Fort Cronkhite

Occupancy: H-2

Construction type: V-N, Non-Rated

Building Height: One story, Approx. 20 ft. Above Grade

Building Areas: Total Area = 18,400 SF
