SCOPE OF WORK
RFQ 140P8621Q0033
Project: Lodgepole Mechanical Thinning
Size: 39 acres
Location: Lodgepole Housing / Lodgepole Campground.
Sequoia National Park. Approximately 2 hours E of Fresno, CA.
Period of Performance: July 1, 2021 - Sept 30, 2021
Specifications:
1. Construct a shaded fuel-break up to 200 foot-wide around the structures and developments in the Lodgepole area following the prescription below.
2. Thinning the number of smaller understory trees less than 40 feet in height
(approximately 8 inches diameter at breast height)
3. There will be a maximum of 25 trees/acre less than 40 feet in height (approximately 8 inches diameter at breast height), remaining after the thinning.
4. Cutting will focus on lodgepole pine, white fir, red fir, and incense cedar.
5. Avoid cutting sugar pine, Jeffrey pine, ponderosa pine, and black oak throughout the project area.
6. Felled trees will be limbed, bucked and piled for later burning.
7. If safe to do so, all snags less than 18 inches diameter at breast height will be fallen, bucked, and piled.
8. All stumps will be flush cut at ground level.
9. All live trees over 40 feet tall will remain uncut. All larger trees remaining will be limbed up to at least six feet above the ground.
10. When limbing a lateral branch at its point of origin on the trunk or parent limb, the final cut shall be made in branch tissue close to the trunk or parent limb, without cutting into the branch bark ridge or collar, or leaving a stub.
11. When limbing a dead branch, the final cut shall be made just outside the collar of live tissue. If the collar has grown out along the branch stub, only the dead stub shall be removed. The live collar shall remain intact and uninjured.
12. To prevent damage to the parent limb when limbing a branch with a narrow branch attachment, the final cut shall be made from the bottom of the branch up.
13. Tree branches shall be limbed in such manner so as not to cause damage to other parts of the tree, including having the weight of the branch splitting or tearing off the bark.
14. Larger brush patches will be cut in such a manner as to create a mosaic pattern by removing 50% of the brush.
15. Near the campground or housing area, felled trees may be limbed and bucked into firewood lengths (18-24 inches) and either left on the ground or moved to the treatment unit boundary for use.
16. Nearby dead and down logs and additional woody material up to 18 inches in diameter will be gathered, bucked, and piled.
17. Logs larger than 18 inches will be limbed. Limbs will be piled along with other woody material.
18. Downed logs larger than 18 inches will be left for wildlife habitat unless they pose a fire hazard to adjacent structures. In this case they will be bucked and piled.
19. All flush cut stumps and brush will be added to the burn piles.
20. Piles shall be located in openings far enough away from residual vegetation to prevent or minimize scorch. If possible, locate piles at least 15 feet from any residual green tree in the downhill or side-slope direction, and at least 20 feet from any residual green tree upslope of the pile.
21. Piles shall be located at least 30 feet away from any riparian area, trails, or campgrounds.
22. Piles are to be located a minimum of 50 feet from private property and/or structures.
23. PILES SHALL NOT BE CONSTRUCTED DIRECTLY UNDER POWER OR
PHONE LINES.
24. Piles shall be properly sized and have a minimum height of three feet and a maximum height of six feet and be teepee shaped. (SEE ATTACHED “PROPER PILE
CONSTRUCTION SPECIFICATIONS”)
25. All piles should have a good base to prevent toppling.
26. Piles shall be constructed reasonably compact and free of soil to facilitate burning.
27. Piles shall also be constructed with enough fine material (less than ¼ inch diameter), such as twigs and needles, to easily ignite and burn the pile.
28. Piles shall be covered with durable paper prior to precipitation. No plastic material will be used to cover piles. The covering shall be placed over the center of the pile. The paper shall cover a minimum of 75% of the surface of each pile.
29. Pieces of branch wood shall be placed on the top to secure the paper against reasonable wind events.
