About this file
This is a Statement of Work for the repair of a 60 horsepower vertical turbine pump at NOAA Fisheries' Northwest Fisheries Science Center Manchester Research Station. The contractor must rebuild the wet end of an ITT Goulds VIT-CT pump (Serial Number 537119) to original manufacturer specifications using ITT Goulds certified technicians and factory-authorized original parts. Specific work includes disassembling the wet end for inspection, sandblasting and cleaning all parts, manufacturing new bowl and impeller rings, replacing bushings and shaft, balancing all impellers, and reassembling the pump with new parts and paint. The pump is critical to the station's marine life support system and must be restored to serve as a backup unit; failure to repair it could result in loss of endangered sockeye salmon stocks maintained at the facility.
The period of performance is no more than 60 days from contract award, with completion as soon as possible. The contractor must make the refurbished pump available for pickup by NOAA staff upon completion. The pump weighs 1,500 pounds, measures approximately 7 feet long by 3 feet wide, and requires a forklift for loading and unloading. The vendor location must be within 200 miles (no more than an 8-hour round trip drive) of Manchester Research Station, 7305 Beach Drive East, Port Orchard, Washington 98366. NOAA will transport the pump using government vehicles. The technical point of contact is Bryon Kluver at bryon.kluver@noaa.gov or (360)731-7463. No training or travel is authorized. Personnel performing the work will operate off-site without requiring NOAA facility access, security credentials, or IT resources. NMFS will inspect and accept the completed work.

STATEMENT OF WORK FOR SERVICE
NOAA Fisheries, Northwest Fisheries Science Center
Repair of Manchester Research Station 60HP Pump
PURPOSE:
This task order will provide for the repair and service of an ITT Goulds brand pump that provides a constant supply of flowing seawater to the Manchester Research Station’s fish rearing facilities.
SCOPE OR MISSION:
Rebuild the wet end of a 60 HP vertical turbine pump (ITT Goulds VIT-CT, Serial Number 537119) by an ITT Goulds certified technician to restore the pump’s wet end to original specifications established by ITT Goulds to ensure proper water flow to the Research Station.
BACKGROUND:
The ITT Goulds brand turbine pump is necessary for operation of the Manchester Research Station’s Marine life support system. When the subject pump began to fail it was replaced with a backup pump in order to prevent failure of life support systems for all fish, shellfish, and macro algae maintained at the Manchester Research Station. As a result of water needs that must be maintained, two pumps are needed to meet the station’s total water usage. When this backup pump was put into service it left the Station without a fully functioning 60 HP backup pump. It is crucial that the failed pump wet end be replaced if the station is to avoid fish losses in the event of another pump failure. Some of these losses could occur with socks of sockeye salmon listed as Endangered under the United States Endangered Species Act. Therefore, it is crucial the pump be returned to serviceable condition as soon as possible.
TECHNICAL SPECIFICATIONS:
Rebuild the wet end of a 60 HP vertical turbine pump (ITT Goulds VIT-CT, Serial Number 537119) by a ITT Goulds certified technician to restore the pump’s wet end to original specifications established by ITT Goulds to ensure proper water flow to the Research Station.
Specific tasks include:
● Service to be provided by ITT Goulds trained personnel using factory authorized original parts.
● Disassemble wet end for inspection.
● Sandblast and clean all parts.
● Manufacture new bowl and impeller rings.
● Replace bushings and the shaft.
● Balance all impellers.
● Assemble the pump with all new parts and paint.
PERIOD OF PERFORMANCE:
No more than 60 days from contract award, but as soon as possible.
DELIVERABLE SCHEDULE:
Vendor shall make the refurbished pump available for pick up by NOAA staff upon completion of required repairs as soon as possible. Any delays, due to part availability, will be promptly communicated to the technical point of contact. Deliverables (i.e., refurbished pump) will be picked up by NOAA staff upon completion.
Training and/or travel are not expected or authorized for this task order.
DELIVERABLE ADDRESS:
Deliverables will be picked up by NOAA staff upon completion of repairs.
The pump itself weighs 1500lbs and is approximately 7 feet long by 3 feet wide. NWFSC staff will transport the pump to and from the vendor using a heavy-duty government truck. Due to the pump's size, a forklift is necessary for loading and unloading. The vendor's location is ideally within 50 miles of but no further than 200 miles (i.e., no more than an 8-hour day of driving round trip) from the following address:
Manchester Research Station, 7305 Beach Dr. East, Port Orchard WA 98366
