1.0 SCOPE

1.1 Purpose

A. The purpose of the Tyndall Air Force Base (TAFB) project XLWU 22-4011, Construct (Install) Comm Lines 1200 Area], is to provide base fiber optic communication services to the new Wildland Fire and Natural Resources buildings.

B. The delivery method is Design-Build (D-B). The Contractor shall be responsible for providing all labor, equipment, tools, materials, and services necessary to complete the project within the allotted timeframe.

C. This project has an estimated period of performance from Notification to Proceed (NTP) through completion and turnover of the facility back to the Government for mission operations of 180 calendar days.

D. Implementation of work will not start until an approved 100% Design has been issued. Ordering of long lead items may be coordinated with CO.

1.2 General:

A. Field Changes: The Contractor and the Government may agree to perform a no cost field change. Field changes are made when the change appears to be mutually beneficial to all parties and would not require changing the negotiated items. All field changes must be approved by the CO prior to execution. Only the CO may authorize field changes or deviations from the SOW.

B. Ancillary Task: The tasks in this scope of work do not describe all the ancillary tasks required to complete the task. The contractor is required to complete all ancillary tasks to meet codes and standards that results in a complete and useable facility. Any task omissions by the contractor in their proposal will be the responsibility of the contractor.

C. Quantities and Measurements: All quantities, square footage, linear footage, etc. are estimate to assist contractor in determining scale and scope of this project. Contractor is responsible to verifying and calculating his own quantities for his proposal and estimates do not relieve contractor from providing required quantities and cost to successfully complete project. For example measurements for drywall and painting is a square footage for the room versus the actual wall square footage. Contractor shall provide all calculations, and quantities for government review/approval.

1.3 Other Requirements:

A. Refer to the SOW for other requirements.

1.3.1 Inspections

The Contractor shall advise the Government 48 hours before performing any test operation.

2.0 Summary of Work

This project will provide fiber optic cable and conduit (where required) from the ITN at Building 1210 to points as defined in the following breakdown. This work will provide fiber optic cable where it is currently missing and will provide upgrades where required to meet the base future needs. We will also provide the telecommunication equipment within the new Wildland Fire/Natural Resources compound.

2.1 Breakdown of Tasking involving outside plant conduit and fiber:

2.1.1 Install two new telecommunications hand holes:

NHH1 - West side of Dejarnette Road NHH2 – NW quadrant of intersection of Dejarnette Road and Bambi Trail

2.1.2 Install new 4” diameter conduits:

• Two (2), between HH574-A to NHH1

• One (1), between NHH1 to NHH2

• One (1), between NHH2 to B1259M Telecommunications Room

2.1.3 Bring 144 strand fiber optic line from the ITN within AFNORTH Bldg. to

NHH1. Leave a 50-foot coil at NHH1.

2.1.4 Splice 36 strand of fiber optic onto the 144 strand at NHH1. Bring this 36 strand into the Telecommunications Room of B1259.

Note that there will be 108 strand of fiber optic remaining in NHH1 for future use.

2.2 Provide and install the necessary equipment for full telecommunications requirements within the new Wildland Fire Facility (B1259M). This equipment includes:

• Cabinet

• Patch panel

• Cable management

• Switch

• UPS

Note: Grounding lugs are already in place.

2.3 Install a new 2” diameter conduit from the telecommunications room in B1259 to the multi-purpose room in B1260M (Natural Resources). Run a CATVI telecommunications line within this conduit and terminate it in a wall mount location along the west wall.

2.1.8 Test all new fiber and provide test results to CO.

2.1.9 All telecommunications work shall be done in accordance with UFC 3-580-01 and the Tyndall IFS

3.0 POINTS OF CONTACT (POCs)

3.1 POCs will be coordinated through the CO.

3.2 Contracting Officer Authority:

A. CO, the term used herein, does not include any representative not acting within the scope of his/her authority. Notwithstanding any of the provisions of this contract, the CO shall be the only individual authorized to in any way amend or modify the terms of this contract.
