The netting must be Brand Name or Equal Bird B Gone bird netting meeting specific requirements: UV-stabilized knotted polyethylene with six strands of 12/100-inch thick UV-treated polyethylene twine; flame-resistant, rot-proof, and non-conductive; capable of withstanding sub-zero temperatures down to -250°F with a melting point exceeding 270°F; pressure stretched and tightened; tested to SO 1806 and 9001 Protocol standards with burst/break strength exceeding 40 lbs per twisted strand; and backed by a 10-year manufacturer's warranty against defects and UV breakdown. The installation must support the weight of the netting plus anticipated snow loads. Delivery is FOB Destination to the specified location with inspection and acceptance per FAR Clause 52.212-4(a). Offerors must clearly indicate in their quotes whether products are equal to the brand name specified; otherwise, the brand name product is required. Statement of Work 12639526Q0303
Background
The USDA APHIS WS NWRC Utah Field Station requires 2” HDPE bird netting over galvanized cabling and net-rings to be installed over the top of existing pens in order to contain captive birds, most likely ravens. These pens and building are referred to as the rabbit pens and building located at (41.65678775415834, -111.81589825428674), visible from Google Maps for approximate measurement, and they consist of 6 individual triangle shaped pens. The sides of each pen are ~ 92’. The narrow point of each pen connects to a building and is ~6’ wide. The outside edge of each pen is ~54’, with a 10’ wide gate centered in that span. The posts around each pen are between 8’ and 9’ tall, spaced at most every 10’. The sides are made of chain link and are 6-12” lower than the top of the post with no top rail.
Requirements
USDA APHIS WS is requesting a Brand Name or Equal Bird B Gone bird netting in accordance with the specifications outlined below. Equal products must have the following salient characteristics:
Each individual pen must be over-topped with netting that is secured to the fence and central building on all sides to contain ravens. Several of the pens have a middle divider ~52’ from the building (40’ from outside edge) that consists of 7.5’ posts and chain link. The chain link will be removed before the netting installation, but the posts can be left in place if desired to provide additional support structure. The netting and supporting structure must be able to withstand the weather conditions of the area, which include hot, dry summers and cold, snowy winters.
Netting must be, at minimum:
· UV-stabilized knotted polyethylene net.
· Flame-resistant, rot-proof, non-conductive, and stable in sub-zero temperatures.
· Six strands of Polyethylene UV-treated twine.
· Each strand is 12/100” thick.
· The filaments are twisted and knotted for ultimate strength and longevity.
· Pressure stretched and tightened.
· SO 1806 and 9001 Protocol test in excess of 40 lbs. burst/break strength per twisted strand.
· High Temp: Melting point in excess of 270° F; Low Temp: Stable to -250° F
· Non-conductive.
· 10-years warrantee from manufacturer’s defects and defects caused by U.V. breakdown.
The work performed under this contract consists of furnishing all materials, equipment, supplies, labor, and transportation as required by the Price Schedule and in accordance with these specifications. All work, materials, and services not expressly identified in this Performance Work Statement but necessary to fulfill the contract requirements shall be provided by the Contractor at no additional cost to the Government. In accordance with these requirements, the Contractor shall provide all materials, tools, workmanship, and equipment necessary to install the bird netting over the existing pen frameworks using galvanized cable and rings capable of supporting the weight of the netting, including anticipated snow load. The installation shall ensure complete containment of any raven or similar sized bird within each individual pen, preventing birds from escaping their pen or entering adjacent pens.

Delivery Purchase price will include all shipping costs, FOB destination, to the delivery address specified below. Inspection and acceptance will occur at the delivery location with each order in accordance with FAR Clause 52.212-4(a), and performance requirements.
Receipt and Acceptance of Purchase Shipment will be FOB Destination and inspection and acceptance is in accordance with FAR Clause 52.212-4(a), and performance requirements.
Receipt of services shall be indicated by signature and date on the appropriate form by the authorized Government representative.
In accordance with FAR Provision 52.211-6 Brand Name or Equal (c) & (d).
The contracting officer will evaluate “equal” products based on information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The contracting officer is not responsible for locating or obtaining any information not identified in the offer.
Unless the offeror clearly indicates in its offer that the product being offered is an “equal” product, the offeror shall provide the brand name product referenced in the solicitation.
