SPECIFICATIONS
Biosafety Cabinet Removal and Replacement
GENERAL INFORMATION
1.0 Scope of Work. Vendor shall decontaminate and remove eleven (11) existing Class II
Type A2 Biosafety Cabinets (BSC), replace with new Class II Type A2 BSCs as identified in this solicitation, and perform certification of all new BSCs after installation.
2.0 Background. A Class II, Type A2 BSC is an enclosed, ventilated laboratory workspace that provides personal and environmental protection when working with materials containing microbial pathogens. The USDA Agricultural Research Service (ARS) in
Peoria, Illinois has a need to replace eleven (11) Class II, Type A2 BSCs. This project will include the decontamination and removal of the old BSCs and the purchase, installation, and certification of the new BSCs as described in the requirements. These BSCs are actively being used so removal and replacement must be performed in phases to minimize impact to operations.
CONTRACTOR REQUIREMENTS
3.0 Technical Requirements / Tasks.
3.1 Decontamination, removal, and replacement (including certification) of eleven (11) existing BSCs shall occur in a minimum of two phases where no more than six (6)
BSCs are non-operational at the same time due to activities associated with this project. For the sack of clarity, this Scope of Work describes the requirements of the entire project unless specifically stated otherwise.
3.2 Decontaminate eleven (11) existing BSCs ranging in size from 4-6 feet width and located within a single building in the same hallway. Methods of decontamination and disposal must follow NSF/ANSI Standard 49, Annex E (Biosafety Cabinet
Selection, Installation, Use, Lifespan, and Decommissioning Biosafety Cabinet
Selection, Installation, Use, Lifespan, and Decommissioning) and shall only be performed by qualified technicians.
3.3 Remove eleven (11) decontaminated BSCs and transport to a predetermined location within the same customer facility for pickup or disposal. Contractor will determine the most efficient method of disposal including but not inclusive of pick up by contractor carrier or removal by local scrapping entity. Note: Customer will be responsible for disconnection of mechanical, plumbing, or electrical services to BSC prior to removal.
3.4 Supply BSC as shown in items 4 and 5. No more than six (6) units shall be delivered to customer at one time. Shipment of BSCs must be received at the location between one (1) to ten (10) business days prior to installation for each phase. Customer will provide an indoor location within the same building for short-term storage of the equipment. This location shall be readily accessible to the shipping/receiving area and elevators for transporting BSCs to installation site.
3.5 Two (2) 4-feet Class II Type A2 Biosafety Cabinets with the following technical requirements:
3.5.1 Nominal Width:4 feet
3.5.2 Nominal sash opening: 10-inch sash.
3.5.3 Two electrical duplex receptacles with ground fault interruption (i.e., one on each side of interior cabinet, left and right).
3.5.4 LED lighting within the cabinet.
3.5.5 Laboratory valve for vacuum access on at least one side of BSC.
3.5.6 Telescoping base stand with total height (i.e., stand and BSC) not to exceed 95 inches.
3.5.7 Noise level <65 dBA
3.5.8 Fully closing tempered safety glass sash capable of excluding harmful UV light from sterilizer lamp (if installed).
3.5.9 115V, 60 Hz
3.5.10 If ultraviolet sterilizer lamp (254 nanometer) is included, it must be installed with interlocking safety mechanism such that the UV light will not operate when sash is open.
3.6 Nine (9) 6-feet Class II Type A2 Biosafety Cabinets with the following technical requirements:
3.6.1 Nominal Width:6 feet
3.6.2 Nominal sash opening: 10-inch sash.
3.6.3 Two electrical duplex receptacles with ground fault interruption (i.e., one on each side of interior cabinet, left and right).
3.6.4 LED lighting within the cabinet.
3.6.5 Laboratory valve for vacuum access on at least one side of BSC.
3.6.6 Telescoping base stand with total height (i.e., stand and BSC) not to exceed 95 inches.
3.6.7 Noise level <65 dBA.
3.6.8 Fully closing tempered safety glass sash capable of excluding harmful UV light from sterilizer lamp (if installed).
3.6.9 115V, 60 Hz
3.6.10 If ultraviolet sterilizer lamp (254 nanometer) is included, it must be installed with interlocking safety mechanism such that the UV light will not operate when sash is open.
3.7 Transport new BSC to installation site and install on telescoping base stand for optimal clearance (e.g., adjacent walls, obstacles, services, exhaust) per manufacturer recommendations. Note: Customer will be responsible for connection of vacuum and electrical services to BSC.
3.8 Perform certification of all BSCs after installation to show that the equipment meets all the requirements of Annex A and Annex F of NSF/ANSI Standard 49.
3.9 Completion of each phase from decontamination and removal of existing BSCs, followed by installation and certification of new BSCs must be completed within ten
(10) business days.
3.10 Disposal of decontaminated BSCs must occur within ten (10) business days after completion for each phase.
3.11 For removal, installation, and certification purposes, Contractor’s proposal shall indicate whether DBA or SCA rates are priced and what wage determination number was used.
3.12 The furnishing and installation of all improvements indicated shall be complete in every respect, properly operating and ready for use. All work shall be coordinated and scheduled to avoid disrupting and jeopardizing ongoing research.
3.12.1 Coordinate access to space with: Craig Tiezzi, Facility Engineer.
3.12.2 Contractor shall coordinate with Owner any moving of any furnishings needed to complete the project.
3.13 Contractor shall notify Government’s QA official, Al Probyn, of project schedule.
Provide notification of project schedule a minimum of five (5) business days prior to starting on site work.
3.14 Contractor shall coordinate with Government’s QA official, Al Probyn, to allow inspection of work performed. Inspections shall be carried out at key intervals to maximize transparency in work.
3.15 When work activities are to be performed in “occupied” spaces, the Contractor shall provide means and methods to minimize potential of construction debris and dust spreading within the space and on furnishings/equipment.
3.16 Contractor shall verify existing conditions prior to submitting proposal.
3.17 Contractor is responsible for all accidental damage incurred during the performance of work activities associated with this request. The Contractor, at their expense, will repair or replace said damages to the level it was found prior to commencement of work activities.
3.18 New and renovated installations shall be labeled in accordance with ANSI or local facility standards as applicable.
3.19 Provide final cleaning of project area. Final cleaning shall be of a “broom swept” quality.
4.0 Deliverables / Schedule. Equipment will be delivered to 1815 N University, Peoria, IL
61604. Delivery will require use of a lift gate.
