STATEMENT OF WORK

PROJECT NO: 573-23-601

HARDEN EAST ENTRANCE FAÇADE MIC A125

I. GENERAL REQUIREMENT

A. Project Scope:

The North Florida/ South Georgia Veterans Health System is seeking a professional design services contract from an Architectural/Engineering (A/E) firm to complete Contract Documents and to perform Optional Professional Services for this project entitled: Harden East Entrance Façade MIC A125, Project No. 573-23-601, for the Department of Veterans Affairs, Malcom Randall VA Medical Center in accordance with items herein specified. The Contract Documents will include, but not be limited to, Construction Drawings, Technical Specifications, Reports, and detailed Construction Cost Estimates. In addition, the A/E shall provide Optional Investigative Material Testing Services, Solicitation Support Services, Construction Period Services and Record Document Services as optional services to be executed after 100% Contract Document completion as applicable. The following overview highlights the key requirements of this project:

1. Renovate the East Entrance Façade, Room A125, and surrounding adjacencies for physical security and hardening for adverse events (weather, assault, active shooter, equipment reliability, IED, cyber-attack, sabotage, and various larceny). This project will correct the physical security issues noted in the Physical Security Risk Assessment (PSRA) report and the Physical Security Risk Management (PSRM) requirements, to improve the physical security of the east entrance of the hospital, director's entrances, as well as improve the physical security of Room A125 - Management Information Center (MIC). This project consists of an area of approximately 3,000 SF of interior space as well as exterior upgrades.

2. The secondary intent is to enhance the appearance of the East Entrance and provide weather protected access into the building from the parking area via a covered walkway from the director’s parking area to the East Entrance.

3. The design package is to include multiple phases to minimize the impact of the project on the regular operation of the medical facility including impacts by utility shutdowns, and interference with pedestrian, patient, passenger vehicle, and delivery truck circulation.

4. Provide a design narrative/analysis report for each technical discipline (e.g., architectural, mechanical, fire protection, etc.) which describes the intent of each discipline with the schematic, design development, and construction document submission.

5. Provide a minimum of three design alternatives for East Entrance Façade in accordance with the physical security requirements with the relative cost for each for evaluation by the Integrated Project Team (IPT). The design alternatives shall coordinate with the proposed IT Wing Expansion project and consider that a future project will potentially be constructed directly east of the MIC.

a) The interior project area does not change so the cost impact on design alternatives is not significant as these alternatives may add/remove doors, wall relocations etc. and these costs are determinable and sufficient for bidding. See Attachment 02 - Site Plan Project Area (573-23-601) SOW Appendix A (2 pages) for the areas inside the building to be included in this project.

b) The exterior portion that is also part of the three options is the location and configuration of an exterior covered walkway (to be enclosed and conditioned in the future or with this project) to provide covered or conditioned access from the east parking lot to the entry into the facility.

c) Another consideration of the exterior upgrade will be an enclosed conditioned entry vestibule long enough to allow for the vestibule to be closed to the exterior before the interior door to the facility opens under normal traffic as wind/rain has penetrated into the building at the current entry doors if the enclosed walkway is not executed with this project.

6. The proposed design shall include the renovation of the existing toilet rooms adjacent to the MIC A125 including expanding the area of these restrooms south to accommodate ADA requirements and to add one additional water closet/sink in the women’s toilet.

a) The toilet rooms are required to be handsfree for faucets, fixtures, controls/valves, and door opener activation switches to the restrooms. Install hands-free access (ADA low voltage automatic door opener(s) and touchless activation switches) to the restrooms. The equipment is required to be commercial grade. Battery-operated motion sensors or actuators are not permitted.

b) In order to expand the toilet rooms south it is anticipated that A133-1 can be reduced in width. If necessary, the number of offices can be reduced from 5 (A129 to A134) to four. This is part of the purpose of presenting design alternatives.

c) A130-1 door to A129-1 is to be removed and filled in.

d) Toilet room floors will be epoxy with ¼” minimum thickness solid surface on walls to a minimum height of 4'-6" or a minimum of 2 inches above the tallest wall mount fixture or plumbing connection whichever is higher.

e) Administrative areas will include solid vinyl LVP flooring.

f) Note that ceilings in these administrative offices are part of the passive heating/cooling system. These ceilings will be replaced in another, near future project. If current separating walls need to be moved as part of this project patching of the resultant gap in this ceiling will be required and sound attenuation blankets placed above the existing ceiling to improve privacy between offices.

g) Installation of new doors, walls, drywall, finishes, painting, and flooring for A129-1, A130-1, A133-1, A134-1, A134A-1, B136A-1, A125-1, and A125A-1 is included in the scope of the project. Door hardware to be mortise type lock systems compatible with facility large format key system.

7. Ceilings in corridors immediately adjacent to the project area leading west to the Stair #1 to the end of the corridor and south to the next corridor intersection at Room 132A-1 are to be replaced with new 2’ x 2’ grid system and ceiling tiles (with hold down clips or other positive uplift resistant system) to prevent dislodging due to 5 Psf uplift pressure on ceiling system. Replacement of this ceiling system in the corridors requires replacement of light fixtures and removal/reinstallation of remaining ceiling elements such as Wi-Fi, fire alarms, sprinkler heads and piping, escutcheons, etc.

8. Management Information Center (MIC) (A125-1):

a) The ceiling in the MIC does not require replacement except where damaged or modified for this project.

b) The contractor is to remove plaques/pictures, conference table, monitors, telephones, cameras, communication devices etc. and store these items offsite during the performance of the project. Reinstall these items near substantial completion of this projects. Functioning of the devices/systems are to be confirmed and documented before removal and after reinstallation.

c) The MIC is to be recarpeted and the flooring replaced in A125A-1 equipment room (not adjacent HVAC room).

d) The doors and windows in the MIC will need to be removed and replaced with a UL 752 Level 3 standard and a 15-minute forced entry resistance rating. Consider the MIC equivalent to PSRDM 5.13.3.1 Police Operations Room and 5.13.3.3/5.13.3.4. In addition, follow the requirements of 5.9 Incident Command Center and 6.3.1 Facade Fenestration for Mission Critical facilities.

e) The exit door from the MIC directly to the exterior needs to be weather protected with an overhead canopy or other permanent protective measure and the exterior landing detailed to prevent rain driven water from entering the MIC through the door threshold.

9. The A/E team shall field verify the existing site conditions and facility records during the Request for Proposal phase before the design of this project. If any discrepancy between the site conditions and facility records is found, the A/E team shall send RFIs during the pre-proposal process to reconcile any necessary information to clarify scope and define costs prior to submitting a final proposal.

10. Provide professional services required for planning, design, and furnish necessary contract documents related to architectural, structural, electrical, mechanical, and plumbing/fire protection modifications to meet the stated requirements to renovate the project area.

11. This A/E is to submit a signed and sealed set of 100% complete Contract Documents to be issued for Bidding and Construction. The A/E is to review existing 100% Contract Documents for conformance with current design and equipment criteria and make changes to bring them into compliance and to 100% Contract Document completion. It is expected that several onsite meetings with the users will be required to confirm the drawings comply with the user’s current requirements.

12. Conduct site investigations to complete 100% Contract documents, drawings or details as required for construction. Access to examine the existing VA drawings (paper and electronic files) will be given.

13. Contract Documents (drawings and specifications) are to be prepared using Autodesk Revit and MS Office software. Documents are to be submitted in Portable Document Format (pdf) format for reviews, 100% Contract Document submission and “For Construction” Contract Documents incorporating all revisions to the Contract Documents during the bidding process. At the 100% Contract Document submission and for “For Construction”, the A/E will provide three (3) sets of 100% drawings (30” x 42”) and bound 8.5” x 11” specification books, four (4) sets of half size drawings (15” x 21”), Revit (*.rvt files), AutoCAD (*.dwg files) (for drawings submitted) and MS Word files for specifications.
