STATEMENT OF WORK

1 INTRODUCTION

The purpose of this effort is to provide C-17 deicing, anti-icing and defrosting services for the 911th Airlift Wing (AW). The 911th no longer has the infrastructure (Hazardous waste material collection system and storage) or equipment necessary to accommodate these services at the 911th AW. These services must be contracted out to allow the 911th AW to meet its flying mission, decrease it use of hazardous materials and meet the new Pennsylvania Environmental Protection agency standards for glycol.

1.1 BACKGROUND

1.1.1 The 911th AW provided its own deicing capability when it flew the C-130s. However, the mission has transitioned to the C-17 which is a much bigger aircraft. As such, the 911th AW no longer has the required trucks, deicing pad, glycol recovery system or glycol storage capability to perform these services in-house. Any attempt in-house will risk contaminants contained in anti-icing / deicing fluid to enter the surrounding soil and water sheds.

1.2 SCOPE

1.2.1 The main scope of this effort is to provide deicing, anti-icing and defrost services for the C-17s on an as-needed basis in accordance with the Technical Orders listed below. Contractor shall be responsible to provide all fluids and services required for anti-icing, deicing and defrosting aircraft. Contractor shall also be responsible for the usage, capture and disposal of any fluid in accordance with industry standards and all federal, state and local regulatory requirements (PA Department of Residual Waste Requirements).

Anti-icing, deicing and defrosting of parked aircraft

3 REQUIREMENTS

The contractor shall perform the process of deicing, anti-icing and defrosting the aircraft w/ equipment specifically designed for the task. The contractor must be able to respond twenty-four hours a day, seven days a week, for approximately 200 days a year. All maintenance and operation of the deicing, anti-icing and defrosting equipment will be the responsibility of the contractor. All fluid will be provided by contractor. All collection, recovery and/or disposal of fluids will be the responsibility of the contractor.

Government will taxi the aircraft to the contractors deicing pad upon service need.

Liability – The contractor will be fully liable for all damage to 911th AW property caused by their anti-icing/ deicing equipment or its personnel.

Total De-icing time – The maximum time to completely anti-ice / de-ice a C17 aircraft once on the de-icing pad shall not exceed one (1) hour and 10 minutes.

Mission Essential Designation - All of the contractor services performed under this contract have been identified as essential contractor services in support of mission essential functions. Within 30 days of contract award the Contractor shall provide a plan to address continuation of services in the event of a crisis.

3.1 TECHNICAL REQUIREMENTS

3.1.1 Deicing, anti-icing and defrosting will normally be accomplished with the aircraft engines running. If the aircraft’s engines are running, only a reticulated arm system should be used. If due to maintenance or other reasons trucks are going to be used while engines are running, special care must be taken to stay out of the engine and APU danger areas.

3.1.2 Deicing fluid applied shall not exceed 180 psi with a fluid temperature of 140 - 180 degrees Fahrenheit. During anti-icing, fluid must be applied between 50 – 60 psi and the fluid needs to be cold.

Verification of refractometer or glycol tester reading for fluid quality must be accomplished IAW T.O. 42C-1-2 Para 5.2.8 and appendices.

The Contractor will observe and avoid application of deicing fluid to negative pressure relief valves, cabin pressure outflow valve, engine inlet and exhaust, APU inlet and exhaust, main landing gear, nose landing gear, tube pitot static probes, angle of attack transmitters, total air temperature probes, small laser transmitter assemblies, radome, and windshield areas.

3.1.3 Training of Contractor’s personnel will be accomplished in October if requested. The 911th AW will provide access to an aircraft for additional training and familiarization as needed. ALL contractor operators must receive training prior to deicing a 911th AW aircraft.

3.1.4 Contractor will provide access (if required) to 911th AW members for maintenance and quality control during deicing, anti-icing or defrosting operations.

3.1.5 Contractor shall get with Base Ops during inclement weather days to determine flying schedule and/or mission need. Government shall taxi aircraft to contractor deicing pad.

3.1.6 Contractor must be approved by the Allegheny Airport Authority on Pittsburgh International Airport to provide services.

3.1.7 Contractor must have at minimum a primary and alternate truck, as well as a truck with high-reach capability able to provide services.

3.2 CONTRACT MANAGEMENT

3.2.1 The Contractor shall implement and maintain cost and schedule monitoring procedures adequate to provide performance reporting and timely identification and resolution of all problems that effect proper completion of this effort.

Any changes in the scope of work MUST be approved by the 911th AW Contracting Officer.

3.2.2 Per-Deicing Call Log / Billing – For each occurrence of deicing, the Contractor shall complete a worksheet that contains (at a minimum) the following information: DATE; TIME OF DEICING; SERVICES RENDERED (Defrost service, Deice service , Type I or IV fluid gallons used per aircraft); AIRCRAFT #; CONTRACTOR OPERATOR’S NAME or Identification Number. This worksheet will be sent via email to the Contract Officer’s Representative, Justin.Trathen.1@us.af.mil. Additionally, the 911th AW personnel will annotate similar information on the AF IMT 664 Aircraft Fuels/Ground Servicing Documentation Log located in the aircraft forms.

3.2.3 Invoicing / Payment – Billing will be monthly with the billing periods as follows*:

Once received, 911th MXG representative will compare the Contractor’s and the 911th records of aircraft deicing. If discrepancies exist, 911th MXG will contact each party for clarification and correction. Once both sets of logs are equal, 911th MXG will notify the Contractor to submit the applicable invoice in Wide Area Work Flow (WAWF). The invoice will be promptly accepted by the 911th MXG once received.

Invoice description must contain the following information.

Period of Performance covered

Type of Service – (Defrost, Deice or Ani-icing service)

Service Fee

Type of Fluid Used – (# of gallons)

Quantity of gallons used per Type fluid

As an example (at minimum):

01 December 2021 – 31 December 2021

Deicing Services – 3 each

Defrost Services – 0 each

Anti-icing Services – 1 each

Type I fluid used – 15000 gallons
