Performance Work Statement Delivery, Startup, and Training of Ski Calibration Machine 2 December 2024

1. Description of Services.

The contractor shall coordinate and/or provide all management, tools, supplies, equipment, personnel, and labor necessary to perform all work required for the delivery, startup, and training of a ski calibration machine at the Outdoor Recreation (ODR) Facility, Bldg 151, 110 E Plaza, FEW AFB, WY 82005 at F.E. Warren Air Force Base, Wyoming. The contractor is responsible for the unloading of the equipment, placement, installation, calibration, and training.

1.1. Requirements.

1.1.1. Ski Calibration Machine:

The Ski Calibration Machine will be used within the ODR facility. The machine will include the following at minimum:

(1) 1 EACH; Brand Name Wintersteiger Safetronic Max, Manufacturer Part # 7728-421-15

(2) Automatic Calibration

(3) Wintersteiger technical support available within the Wyoming, Colorado, or Nebraska areas

(4) Built-in thermal printing capabilities

(5) Tablet display

(6) 110-120 voltage

(7) QR/EAN code scanner

(8) Laser option

(9) Option for future installation of digital interface capabilities

(10) Pro clamping

1.1.2. Ski Calibration Machine Stand

(1) 1 EACH; Brand Name Wintersteiger Stand Safetronic, Manufacturer Part # 7728-1011-V06

(2) Stand must be capable of securely housing Safetronic Max machine

(3) Must have wheels for mobility purposes

1.2. Service Requirements.

The Contractor shall provide the following incidental service requirements:

1.2.1. Freight and Delivery

The contractor will deliver the ski calibration machine and stand to Bldg 151. This building does not have a loading dock. The Contractor is authorized to pull next to the building and unload either on loading area or onto the street. The contractor will maneuver the machine into the building either via a handicap accessibility ramp or via some stairs. The machine will have to make its way through a 32” door opening. The machine may be partially unpackaged before entering the building to fit the minimum requirement of the building.

1.2.1.1. Delivery shall be made within 30 calendar days after award.

1.2.1.2. A 14-day lead time notification to the Government is needed prior to shipment arrival; along with the Contractor’s proposed setup/installation schedule.

1.2.2. Offloading

The Contractor will unload both the ski calibration machine and stand per the direction of the ODR staff. The Contractor must provide the machinery and manpower necessary to offload the equipment.

1.2.3. Waste Disposal

It is the Contractor’s responsibility to manage removal and disposal of packing, unloading, and/or loading materials to an off-base location. An on-base dumpster shall not be provided to the Contractor.

1.2.4. Installation, Calibration, and Basic Operator Training The Contractor shall move the machine to a location designated by ODR staff within Bldg 151. The Contractor shall connect the electricity to an outlet provided by the Government, run at least two tests of a minimum of three (3) ski sizes, child, youth, and adult to ensure proper operations using equipment provided by ODR. During this time, the Contractor will train on-site staff basic manufacturer’s operations and maintenance necessary for operations.

1.2.4.1. The estimated install and training for this equipment is four (4) hours.

2. Services Summary.

The contractor service delivery requirements are summarized into performance objectives that relate directly to standards of performance required to meet mission essential needs. For the Performance Objective to be met, service delivery must be in substantial compliance with applicable performance standards. The Performance Threshold describes the minimum overall levels of service delivery required for acceptable quality control. Failure to meet these Performance Thresholds means that contractor Quality Control is unacceptable. The following is a list of the key performance objectives that will be verified as contractually compliant by Government personnel; however, inspection of any contract requirement is authorized.

3. Government Furnished Property and/or Services

3.1. Government Furnished Property.

3.1.1. None. The Contractor shall provide all machinery and manpower necessary to offload and place the equipment.

3.2. Government Furnished Services.

3.2.1. Utilities. The Government will furnish the electricity and electrical outlet, for the accomplishment of service IAW this PWS.

3.3. Government Property Incidental to the Place of Performance.

3.3.1. None

4. General Information.

4.1. Quality Control.

The contractor is required to control the quality-of-service delivery and offer to the Government for acceptance only services which conform to contract requirements. The overall control of quality must meet the specified performance thresholds for each requirement in the Services Summary.

4.1.1. Damaged, scratched, dented, or broken equipment shall not be accepted. The Contractor is responsible for the replacement of equipment at no additional costs to the Government.

4.1.2. The Government will investigate complaints received from customers. The Contracting Officer shall make the final determination of the validity of customer complaint(s) in cases of disagreement with the Contractor.

4.2. Security Requirements.

The contractor shall be responsible for all passes issued to his/her employees under this contract. Applications shall be coordinated through the Contracting Officer or designated representative. At the time of application, Security Forces will conduct a background check on employees. Upon termination of employment or contract completion, the contractor shall be responsible for returning identification cards/base passes to Security Forces within 24 hours.

4.2.1. Base Access

Driver/deliver Contractor(s) shall register in DBIDS at http://dbids-global-enroll/dmdc.mil/ for base access

4.2.1.1. Driver/delivery Contractor(s) shall receive a QR code after registration

4.2.1.2. Forward the QR code print out to the Contracting Office POCs via by email at erika.farms.1@us.af.mil and patrick.enriquez.4@us.af.mil no later than seven (7) calendar days prior to base arrival.

4.2.1.3. The Contracting Office will provide digital passes to the driver/delivery Contractor(s) via email. The driver/delivery Contractor(s) shall utilize their respective digital passes to gain entrance to the base.

4.2.1.4. Large trucks and trailers shall enter the base with a signed copy of their contract through Gate 5, Commercial Gate, on Central Ave, Cheyenne, WY. Digital passes issued by the Contracting Office, as stated above, shall be utilized to pre-vet Contractors.

4.3. Physical Security.

The contractor shall be responsible for safeguarding all Government property provided for contractor use as well as keeping the facility neat and clean. At the close of each work period, Government facilities, property, and materials shall be secured, tidied, and disposed of as specified in Section 1.2.3.

4.4. Operational Security (OPSEC).

The contractor shall adhere to the following minimum requirements in support of this requirement:

4.4.1. Contractor personnel shall not discuss government operations in public or over unprotected or unencrypted communications.

4.4.2. The Contractor shall not post to company websites, publications, newsletters, or other media any images, data or information that reveal sensitive government operations, personnel, equipment, and/or classified or controlled unclassified information. When in doubt, company press releases related to this contract should be coordinated through the COR or CO, as applicable.

4.4.3. Government issued badges, identification shall be removed and/or concealed from plain sight when off base and shall not be left in vehicles or unprotected areas. Badges and passes may not be duplicated, copied, or loaned to others. Lost or stolen identification badges, vehicle passes etc. will be immediately reported to the COR, CO, and/or Installation Security Office.

4.5. Anti-Terrorism

4.5.1. Notification: If the Contractor (contract employees/subcontractors) identify any suspicious activity, they shall contact the Base Defense Operations Center (BDOC) at 307-773-3501 (On-installation)/Missile Security Control (MSC) at 307-773-2701 (Off-installation) and notify the CO and COR (if appointed) that they contacted the BDOC and/or MSC.

4.6. Location/Hours of Operation.

4.6.1. Location. Place of performance is at FE Warren AFB WY at. Bldg 151.

4.6.2. Normal Hours of Operation. The contractor shall perform the services required under this contract during the hours of 8:00 a.m. to 4:00 p.m., Monday through Friday, excluding Saturdays, Sundays and Federal holidays. The contractor may not work outside of business hours without prior approval from the Contracting Officer. Military members have a Family Day in conjunction with Federal holidays and base facilities will be minimally manned. Should projected dates fall near a holiday, consult the ODR team to see if they will be available. Work shall be performed in a manner with minimal disturbance and inconvenience to ODR customers. Contractor personnel shall be limited to work areas in Bldg 151.

4.6.3. Recognized Holidays. The contractor is not required to provide service on the following days, unless otherwise noted:

· New Year's Day (January 1).

· Birthday of Martin Luther King, Jr. (Third Monday in January).

· Washington's Birthday (Third Monday in February).

· Memorial Day (Last Monday in May).

· Juneteenth National Independence Day (June 19).

· Independence Day (July 4).

· Labor Day (First Monday in September).

· Columbus Day (Second Monday in October).

· Veterans Day (November 11).

· Thanksgiving Day (Fourth Thursday in November).

· Christmas Day (December 25).

If the holiday falls on Saturday, it is observed on Friday. If the holiday falls on a Sunday, it is observed on Monday.

4.6.4. Emergency Services. In case of emergency, Fire Department and Security Forces are available on base 24/7, 365 days per year. All EMS services will be conducted by the city ambulance services, coordinated by base or city dispatchers. 9-11 calls placed using a DSN line will go directly to base dispatchers. 9-11 calls placed using a cellular device will go to city dispatchers. Ensure to inform city dispatchers that the emergency is located on base to expedited response.

4.7. Conservation of Utilities.

The contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions which prevent the waste of utilities which include the following:

4.7.1. Lights shall be used only in areas where and when work is being performed.

4.7.2. Mechanical equipment controls for heating, ventilation, and air conditioning systems shall not be adjusted by the contractor or by contractor employees unless authorized.

4.7.3. Government telephones shall be used only for official Government business.

4.8. Environmental Controls.

4.8.1. Compliance with Laws and Regulations. The contractor shall be knowledgeable of and comply with all applicable Interstate, federal, state, and local laws, regulations, and requirements regarding environmental protection, to include Section 01 57 19.05 32, Environmental Protection. In the event environmental laws/regulations change during the term of this contract, the contractor is required to comply as such laws come into effect. If there is an increase or decrease in cost because of the change, the contractor shall inform the CO pursuant to notice requirements and negotiate a modification to the contract.

4.8.2. Green Procurement Program (GPP). In performance of this contract, contractors shall use Environmental Protection Agency (EPA) designated recycled content products, Information Technology (IT) Energy Star products/appliances, Federal Energy Management Program (FEMP) Designated Energy Efficient Low Stand By Power products/appliances, U.S. Department of Agriculture (USDA) Bio based/Bio preferred products, Environmentally preferable products, Electronic Product Environmental Assessment Tool (EPEAT) registered products, Water Sense or other water efficient products, non- or Low Ozone depleting substances under the Significant New Alternatives Policy (SNAP), non or Low toxic or hazardous constituents (e.g. non-VOC paint) and any other environmentally sustainable product/method, to the greatest extent possible.

4.9. Safety Requirements.

4.9.1. In performing work under this contract, the contractor shall:

4.9.1.1. Conform to the safety requirements contained in the contract for all activities related to the accomplishment of the work.

4.9.1.2. Record and report promptly (within one hour), to the contracting officer or designated COR, all available facts relating to each instance of damage to Government property or injury to either contractor or Government personnel.

4.9.1.3. In the event of an accident/mishap, take reasonable and prudent action to establish control of the accident/mishap scene, prevent further damage to persons or property, and preserve evidence until released by the accident/mishap investigative authority through the CO.

4.9.1.4. Conform to the safety requirements of Occupations Safety and Health Administration standards and Base regulations, for all activities related to the accomplishment of work.

4.10. Contractor Personnel.

4.10.1. Contract Manager: the contractor shall provide a contract manager who shall be responsible for the performance of the services. The name of the contract manager shall be provided to the CO in writing prior to the beginning of the first performance period. The contract manager must be able to read, write, speak, and understand English.

4.10.1.1 The contract manager shall have full authority to act for the contractor on all contract matters relating to daily operations of this contract.

4.10.2. Contractor Employees: the contractor shall not employ persons for work on this contract if such employee is identified to the contractor by the CO as a potential threat to the health, safety, security, general wellbeing or operational mission of the installation and its population.

4.10.2.1. Contractor personnel shall present a neat appearance and be easily recognized as contractor employees. This may be accomplished by wearing distinctive clothing bearing the name of the company or by wearing appropriate badges, which contain the company name and employee name in English.
