USAFA CADET INFORMAL UNIFORM POLO SHIRT, MEN’S AND WOMEN’S
1. SCOPE: This purchase description covers the requirements for a polo shirt to be worn by United States Air Force Academy cadets as part of the Cadet Informal Uniform.
2. CLASSIFICATION: The polo shirt shall be two types in the following sizes:
Type 1 - Men’s Type 2 - Women’s
Commercial Alpha Sizes
XS S M L XL XXL XXXL
3. FIRST ARTICLE:
Before production is commenced the contractor shall submit to the contracting officer, for approval, one polo shirt of each type, size large in accordance with this purchase description.
4. DESCRIPTION: The polo shirt shall be short sleeved casual shirt. It shall have features exceeding or equal to the UltraClub Men’s and Women’s Classic 8406 and 8406L.
5. MATERIALS: The basic materials/fabrics shall be a polyester jersey knit constructed with a staple yarn for the body and sleeves. The cloth shall have moisture management capability and shall conform to the requirements in Table I. Written lab and fabric supplier certification of the following fabric specifications, a Certificate of Conformance, is required. The color for the basic material shall be royal blue and white. Recycled, recovered, or environmentally preferable materials should be used to the maximum extent possible, provided that the material meets or exceeds the operational and maintenance requirements, and promotes economically advantageous life cycle costs.

a. Self-Fabric Trim: The polyester material for the sleeve openings trim shall be the same as the body fabric.
b. Thread. Thread for all seaming and stitching shall be in accordance with standard commercial practice. The color of the thread shall be a good match to the basic material. The finished thread shall have no chemical finishes or treatments, other than those commonly used on commercial threads.
B. Gusset Fabric: White micro-mesh fabric shall be used for the side-seam gussets.
C. Colors: The color following color references are taken from the Pantone Fashion and Home Cotton Planner (PFHCP), www.pantone.com, 866.PANTONE.and the Standard Color Reference of America 10th Edition by the Color Association of the United States (CAUS), www.colorassociation.com. Dye shall be colorfast to prevent bleeding during commercial washing procedures

7. FINISHED MEASUREMENTS: The finished measurements for the USAFA Polo Shirts shall be as follows:

A. Body Width: Measure across chest front from folded edge approximately 2" below armhole.
B. Body Length: Lay polo shirt flat, front down, but not stretched. Measure along the centerline from the collar to the bottom of the shirt.
C. Sleeve Length: Measure from the center back collar seam to the shoulder seam and then to the bottom of sleeve trim.

8. LABEL: Commercial labels or direct printing are acceptable. Information shall include the contract number and manufacturer name. Size, care instructions, and fiber content information shall also be included in labeling. A Code 39 bar code label shall also be affixed to the individual garment package. The Code 39 bar code shall be a removable paper ticket of commercial quality with the Cadet Issue Section stock number and Code 39 bar code. The paper ticket shall contain a short item description to include size in plain text.
9. PATTERNS: Commercial patterns shall be used. The contractor shall produce patterns that shall conform to the design and requirements cited in this purchase description.
10. WORKMANSHIP: The finished garments shall conform to the quality of product established by this document. The occurrence of defects shall not exceed the contractor’s own quality assurance standards and the quality assurance standards defined by the technical data in the bid package.
11. CERTIFICATION: The contractor shall certify that the product offered meets the salient characteristics of this description and that the product conforms to the producer’s own drawings, specifications, standards and quality assurance practices. The Government reserves the right to require proof of such conformance prior to the first delivery and thereafter as may be otherwise provided for under the provisions of the contract. Reliance on contractor quality assurance systems shall not relieve the contractor of the responsibility of ensuring that all products or supplies submitted to the Government for acceptance comply with all requirements of the contract. Unless otherwise specified in the contract or purchase order, Certificates of Compliance from the component supplier must be submitted on all components.
12. INSPECTION: The contractor shall inspect the finished products 100% for compliance with this purchase description prior to submitting them to the USAFA for final inspection by Cadet Uniform quality assurance personnel in accordance with ANSI/ASQC Z1.4 sampling procedures and this purchase description. The point of final inspection and acceptance of the finished articles shall be at the USAFA.
A. Acceptable Quality Level: Inspection levels and acceptable quality levels
(AQL’s) expressed in defects per hundred units (DHU) shall be in accordance with ANSI/ASQC Z1.4 Inspection Levels and its instructions. ANSI/ASQC Z1.4 can be obtained by contacting American National Standard, at 1-800- 854-7179 or write to: American Society for Quality Control, 611 East Wisconsin Avenue, Milwaukee, WI 53202.

CADET INFORMAL UNIFORM SHIRT
The left-breast Air Force Academy logo shall be embroidered 2.5” wide and 3” in height.
The logo shall be centered from left to right between the placket and the shoulder seam.
The bottom of the logo shall be as in the following table. The tolerance shall be 40% up or down, right or left.
