About this file
This is a Statement of Objectives (SOO) for a Gap Fence Solution project at RAF Akrotiri, Cyprus, issued by the Department of the Air Force, 1ERS Mission Support Flight (USAFE), dated 28 July 2026.
The contractor shall provide all labor, equipment, and materials to deliver and install a manually operated swing gate fence system spanning 191 feet across a runway gap. The fence must feature chain-link infill with a mill finish and a height of 6-7 feet. The design shall consist of two swing gates that meet in the middle, with reinforced anchor posts at each end. When closed, the gates must be secured with a latch or chains to prevent swinging or bulging, with the contractor to advise if ground drilling and stakes are required. The fence must be equipped with wheels on the bottom for smooth opening and closing, with flexible wheel options near anchor points to accommodate minor elevation changes; flexible wheels across the entire fence is preferred. The contractor cannot dig, trench, or install railings. The fence does not require crash rating. Reference images provided show the aerial location of the gap between existing anchor points, an overhead view indicating the gates meet halfway with a securing latch, and examples of acceptable wheel configurations that can be spaced at intervals to support weight and ease of mobility.

Statement of Objectives (SOO) Gap Fence Solution
1. RAF Akrotiri, Cyprus has a large gap in the fencing on the runway that needs to be secured. The contractor shall provide all labor, equipment, and materials to deliver and install a fence that is able to easily open and meets the following minimum specifications.
- Height of Gate: 6-7 ft
- Infill: Chain-link
- Mill Finish
- Manual Operation
- Other Considerations:
o Cannot dig/trench/install railings o 191 feet across o Refer to pictures below (looking for 2 swing gates that meet in the middle) o When fence meets in the middle, a latch long enough or chains to secure and prevent swinging/bulging (if we have to drill a hole in the ground to have a stake meet in the ground, please advise) o Reinforced posts as the anchor point of the swing o Wheels on the bottom able to smoothly open and close (examples below) o Wheels near the anchor points will need to have a flexible option to compensate for the minor elevation change, flexible option of wheels across the whole fence would be ideal o Does NOT have to be crash rated
