STATEMENT OF WORK

1.0 DESCRIPTION OF WORK:
Building B2260 is a three story structure with a basement that has been used as housing during exercises for TDY personnel. The intent of this project is to refresh the living space of the facility. This Statement of Work (SOW) describes the Government’s requirement for the replacement of the floor, wall and ceiling finishes of the areas listed within this SOW of Building 2260 at Eielson AFB. The Contractor shall remove the existing floor finishes and properly abate and dispose of contaminated material in accordance with environmental local regulations.
2.0 GENERAL INFORMATION:
The Contractor shall take all precautions to ensure that their operations are conducted in such a manner as to minimally interfere with the normal operations of the base and the safety and convenience of the base personnel. The Contractor shall coordinate utility outages with the Civil Engineering Squadron (CES) service call and the user. If any power/equipment outages are required, they must be scheduled through the CE project manager 30 days in advance.
The Contractor is responsible for verifying all dimension, quantities and square footages. All dimensions, quantities and square footages included are approximations. Construction and demolition shall be in strict accordance with Eielson AFB Design and Construction Standards. The information provided in this SOW and the provided specifications shall be determined to be the minimum standards required in this project.
3.0 WORK REQUIREMENTS:
The Contractor shall provide all plant, management, supervision, labor, tools, supplies, parts, equipment, related services and applicable licenses and permits necessary to complete the requirements in accordance with this SOW and project specifications. Once all materials and equipment are on site, and all pre-construction submittals are approved by the Government, the Contractor shall start with the refresh of the wall and floor finishes of B2260.
Prior to any demolition, the Contractor shall perform a destructive asbestos and lead survey in accordance with Eielson AFB Environmental Protection, HAZMAT, and permitting requirements. The Contractor shall prepare an electronic report and submit it to the Government. The electronic version shall be in Adobe pdf format. The report shall be submitted to the Government for their information prior to requesting abatement permit. The survey shall be used to establish quantities for abatement. The Government does not anticipate lead containing materials, however asbestos fibers may be present in the mastic adhesive.
3.1 ASBESTOS ABATEMENT:
The Contractor shall provide all work plans, labor, and material equipment, and supervision, work to abate and dispose of contaminated material. The Contractor shall remove, abatement, and dispose of asbestos containing materials if required per the results of the asbestos and lead survey. The
6 DECEMBER 2021 PAGE 3 of 13 asbestos abatement option shall only be exercised if asbestos and testing report shows abatement is required. Abatement shall be paid per square feet with a total not to exceed 20,000 square feet.
If materials are found, the Contactor shall follow all Alaska Department of Environmental Conservations guidelines and project specifications.
3.2 REPAIR WALL AND FLOOR FINISHES OF B2260:
3.2.1 REPAIR BASEMENT OF B2260:
This project is to refresh approximately 3,970 SFT of the basement of B2260 as shown on page 1 of Attachment 02- Bldg 2260 Floor Plans. This includes the replacement of the acoustical ceiling tiles, carpet, painting the walls, repairing the short walls of the islands, and the procurement and installation of kitchen appliances. The Contractor shall prepare each of the areas shown in the attachment to be renovated. This includes the shifting/the rearrangement of existing furniture, appliances, and other items located in the areas being renovated. Following the completion of the work, the Contractor shall move all items back to their existing position.
The Contractor shall remove approximately 3,920 SFT of carpet and pad found in the dayrooms and hallway of the basement. It is anticipated that asbestos abatement shall be required due to mastic used in previous floor finish applications. Following the abatement, the Contractor shall install new nylon loop carpet with a face weight with a foot traffic recommendation TARR of severe, a face weight of 40 oz. per square yard, and a pile thickness of 0.105” or greater in the dayrooms and hallway. The color of the carpet shall be similar to “Moonstone” or an approved equal. The base of all the walls in the dayroom and the hallways shall be similar to the existing with 4” of carpet being used at the base of the wall. A rubber pad with density of 40 oz. per square yard or greater shall be used under all carpet installed in the basement, or an approved equal. The Contractor shall replace all interior door thresholds and floor finishes transitions at locations where they are currently installed and required.
The Contractor shall replace approximately 3,970 SFT acoustical ceiling tiles found in the dayrooms, kitchen, janitor’s closet, and hallway of the basement. The existing ceiling tiles are in various stages of deterioration and many have stains. The Contractor shall remove and replace all acoustical tiles.
The Contractor may reuse the existing grid system where practical. The Contractor will be responsible for removal and installation work for fitting tiles on and around ceiling mounted devices such as EXIT signs, recessed lighting fixtures, fire alarm devices, mass notification devices, motion activation lights, etc. The Contractor will be responsible for any/all disconnection and reconnection of ceiling mounted devices necessary to perform the ceiling tile work.
The Contractor shall prepare and paint approximately 4,700 SFT of walls in the dayrooms, kitchen, janitor’s closet, and hallways of the basement. The wainscoting in the dayroom shall remain. The Contractor will be responsible for the removal and reinstallation of wall mounted devices. The walls shall be appropriately prepared and primed to provide a level 5 finish. The paint used shall be quality commercial grade paint. The sheen of the paint shall be satin/egg shell, and color should be close to a Pale Sisal or an approved equal.

The Contractor shall clean, replace all the grout, and seal approximately 50 SFT of the kitchen floors.
The Contractor shall attempt to match the original color of the existing grout or an approved equal.
When finished the grout shall be uniform in color, smooth, and without voids or low spots.
The solid surface countertops of the island in the dayroom are in good condition, however the short walls of the island have areas that need to be replaced. The Contractor shall replace approximately 250 SFT of the islands short wall. The Contractor is to repair the wall material and apply a new wall finish similar to the existing finish.
The Contractor shall provide and install approximately 18 extruded aluminum safety treads and nosings on the on the stairs in the stairwell leading from basement to 1st floor. The safety tread shall have stair tread and nosing similar to other stairwells of the building. The nosings shall be the full length of the stairs, contain an anti-slip filler, and be noncombustible materials.
The Contractor shall remove and replace approximately 20 SFT of vinyl tile janitor’s closet. The vinyl tile shall be of a commercial grade quality with a color similar to 3252 Sparrow or an approved equal.
The Contractor shall install approximately 16 LFT of 4” cove rubber base. The color of the base shall be cappuccino or an approved equal. All joints between sections shall be tight with no gaps.
The existing kitchen in the basement is does not have a stove, microwave, and refrigerator. Following the refresh of the floor and wall finishes. The Contractor shall procure and install a stove, microwave with stove vent, and refrigerator. The appliances are to be of a residential style with a commercial quality.
3.2.2 REPAIR 1st FLOOR OF B2260:
This project is to refresh approximately 6,622 SFT of the 1st floor of B2260 as shown on page 2 of Attachment 02 – Bldg 2260 Floor Plans. This includes the replacement of the carpet, painting the walls, and refreshing the tiles on the floor and walls of the dorm room bathrooms. The Contractor shall prepare each of the areas shown in the attachment to be renovated. This includes the shifting/the rearrangement of existing furniture, appliances, and other items located in the areas being renovated. Following the completion of the work, the Contractor shall move all items back to their existing position.
The Contractor shall remove approximately 1,128 SFT of carpet and pad found in the hallway. It is anticipated that asbestos abatement shall be required due to mastic used in previous floor finish applications. Following the abatement, the Contractor shall install new nylon loop carpet with a face weight with a foot traffic recommendation TARR of severe, a face weight of 40 oz. per square yard, and a pile thickness of 0.105” or greater in the dayrooms and hallway. The color of the carpet shall be similar to “Moonstone” or an approved equal. The base of all the walls in the dayroom and the hallways shall be similar to the existing with 4” of carpet being used at the base of the wall. It is anticipated that asbestos abatement shall be required due to mastic used in previous floor finish applications. Following the abatement, the Contractor shall install new nylon loop carpet with a face weight with a foot traffic recommendation TARR of severe, a face weight of 26 oz per square yard, and a pile thickness of 0.105” or greater in the dayrooms. The color of the carpet shall be similar to “Olivine” or an approved equal. A rubber pad with density of 20 oz. per square yard or greater shall be used under all carpet installed dorm rooms, or an approved equal. The Contractor shall install approximately 1,130 LFT of rubber cove base at the base of wall for all the dorm rooms on the first floor. The color of the cove base shall be similar to “Cappuccino” or an approved equal. The Contractor shall replace all interior door thresholds and floor finishes transitions at locations where they are currently installed and required.
The Contractor shall prepare and paint approximately 17,000 SFT of walls and ceilings in the dayroom, dorm rooms, shared dorm bathrooms, janitor’s closet, laundry room, rest room, and hallways of the 1st floor. The Contractor will be responsible for the removal and reinstallation of wall mounted devices. The walls shall be appropriately prepared and primed to provide a level 5 finish.
The paint used shall be quality commercial grade paint. The color of the paint to be used on the walls is “Pale Sisal” and the ceiling shall be painted white or an approved equal. The sheen shall be semi-gloss for the bathroom areas and satin/egg shell for other areas.
The Contractor shall clean, replace all the grout, and seal approximately 1,390 SFT of the floor tiles in the dorm rooms and shared bathroom. The Contractor shall clean and seal approximately 3,574 SFT of wall tiles in the bathroom of the dorm rooms. The Contractor shall attempt to match the original color of the existing grout or an approved equal. When finished the grout shall be uniform in color, smooth, and without voids or low spots. The Contractor shall replace any broken tile found on the wall or floor, approximately 20 SFT. The Contractor shall match the replacement tile as close as possible to the existing tile. The Contractor shall replace all sealant around the shower and joints between the wall tiles and painted surfaces.

The color of the base shall be cappuccino or an approved equal. All joints between sections shall be tight with no gaps.

3.2.3 REPAIR 2nd FLOOR OF B2260:
This project is to refresh approximately 6,802 SFT of the 2nd floor of B2260 as shown on page 3 of Attachment 02- Bldg 2260 Floor Plans. This includes the replacement of the carpet, painting the walls, and refreshing the tiles on the floor and walls of the dorm room bathrooms. The Contractor shall prepare each of the areas shown in the attachment to be renovated. This includes the shifting/the rearrangement of existing furniture, appliances, and other items located in the areas being renovated. Following the completion of the work, the Contractor shall move all items back to their existing position.
The Contractor shall remove approximately 1,308 SFT of carpet and pad found in the dayroom and hallway. It is anticipated that asbestos abatement shall be required due to mastic used in previous floor finish applications. Following the abatement, the Contractor shall install new nylon loop carpet with a face weight with a foot traffic recommendation TARR of severe, a face weight of 40 oz. per square yard, and a pile thickness of 0.105” or greater in the dayrooms and hallway. 4.0 REFERENCE: SPECIFICATION AND STANDARDS:
Any reference to State Government, Federal Government, or Industry Standards or specification made herein shall form a part of this specification to the extent referenced thereto, and all materials and workmanship under this contract shall comply with or exceed these standards and references.
All referenced standards shall be the latest edition. All work shall be done in strict accordance with Unified Facilities Criteria (UFC), Unified Facilities Guide Specifications (UFGS), the International Building Code (IBC), International plumbing code (IPC), National Electrical Code (NEC), National Electrical Safety Code (NESC), National Fire Protection Association (NFPA), National Electrical Contractors Association (NECA), and Eielson Air Force Base Standards.
All manufactured equipment and products shall be new materials in good condition and installed as per manufacturer's latest printed instructions, unless specified otherwise herein.
The Contractor is responsible for protection of existing facilities equipment from damage during installation and testing operations.
The Contractor shall take into account the special treatment of hazardous waste, as well as the environmental implications related to building demolition management (i.e. fluorescent lighting
6 DECEMBER 2021 PAGE 9 of 13 tubes, t-stats, etc.). Every effort shall be made to recycle eligible materials, and those not suitable, shall be disposed of off base in accordance with all Department of Health and Environmental Control regulations.
The Contractor shall include make, model number and inherent operational characteristics on all major equipment supplied for the facility. The Contractor shall supply manufacturer’s cut sheets with the submittal where the component is identified.
If any submittal doesn’t, in the opinion of the Contracting Officer, meet or exceed the requirements contained within this SOW, or in any referenced design guidance or nationally recognized code, then it shall be considered to be unacceptable and returned to the Contractor for correction and resubmission. The Contracting Officer has the option, in lieu of disapproval, to provide acceptance of a submittal with required corrections identified if it is determined the submittal is substantially complete and correct.
Any demolition, utility cut and capping, and debris removal service performed as a part of the proposed project shall be completed in such a manner that will restore a neat and professional appearance of base areas.
The facility/area shall be cleaned in its entirety, including exterior areas, before being returned the government.
During construction, the Contractor shall take care not to damage existing structures, etc. that will not be replaced as part of this contract. The Contractor shall be responsible for the temporary support of all devices as required to perform work. Any demolition work that needs to be accomplished to complete the contract is the responsibility of the Contractor. All material shall be installed per manufacturers’ recommendations. All items listed are to be supplied and installed by the Contractor unless otherwise noted.
5.0 WORKING CONDITIONS:
The Government’s normal duty hours are five days per week, Monday through Friday, from 7:30 AM to 5:00 PM. However, the Command Post functions on a 24/7 operations schedule. The Contractor shall take all precautions to insure that his operations are conducted in a manner as to minimally interfere with the normal operations of the base and the safety and convenience of the base personnel.
5.1 RECOGNIZED HOLIDAYS:
Any of the below holidays falling on a Saturday will be observed on the preceding Friday; holidays falling on a Sunday will be observed on the following Monday.

5.2 SECURITY REQUIREMENTS FOR UNCLASSIFIED CONTRACTS:
The following security requirements sections are required for the proposed project when contract work does not involve access to classified information.
5.2.1 LISTING OF EMPLOYEES:
The Contractor shall maintain a current list of employees. The list shall include the employee's name, social security number and type of investigation if contract work involves unescorted entry to Air Force controlled/restricted areas or other sensitive areas designated by the installation commander.
The list shall be provided to the Program Manager and sponsoring agency’s Security Manager. An updated list shall be provided when an employee's status or information changes.
5.2.2 SECURITY TRAINING:
The Contractor shall ensure all contractor employees are made available to receive initial and recurring security education training from the sponsoring agency’s security manager. Training must be conducted IAW DOD 5200.1-R, Information Security Program Regulation, and AFI 31-401, "Information Security Program Management". Contractor personnel who work in Air Force controlled/restricted areas must be trained IAW AFI 31-101, The Air Force Installation Security Program.
5.2.3 PASS AND REGISTRATION ITEMS:
The Contractor shall ensure that pass and registration items required for contract performance are obtained for employees. Contractors cannot sponsor other contractors on base. Only Government employees (military or civilian) are authorized to sponsor contractors. The Contractor shall comply with all requirements and procedures in accordance with (IAW) Air Force Federal Acquisition Regulations System (AFFARS) 5352.242-9000, Contractor Access to Air Force Installations. The Contractor shall ensure that pass and identification items required for contract performance are obtained for employees. All contractor employees shall undergo a background check conducted by 354th Security Forces Squadron prior to issuance of base access credentials. Until 1 Oct 2021 Eielson AFB will accept identification cards or driver's licenses from all states and territories except ones marked "NOT VALID FOR FEDERAL IDENTIFICATION” or “FEDERAL LIMITS MAY APPLY” or any other words to that effect. Effective 1 Oct 2021 only REAL ID identification cards or driver's licenses will be accepted. For a full list of REAL ID Act and compliant and non-compliant states, please visit

Contact 354th Security Forces Squadron for alternative forms of acceptable identification to conduct background checks. All documentation shall be submitted for base passes or base identification per Base Security Requirements. Contractor personnel shall obtain and wear specific Contractor base passes. Contractor personnel who have personal Department of Defense (DoD) retiree or dependent identification cards (ID), shall not use those personal ID cards for base access when performing contract work. All Contractor personnel who operate a vehicle in performance of this contract shall possess a valid driver’s license, current registration and insurance. Failure to turn in a base credential when requested can result in a non-recommend from Security Forces for future base access. The Contractor is responsible for employee inability to obtain base access required for contract performance. The contractor will be responsible for ensuring their employees are added to the Security Forces Entry Authorization List (EAL) to facilitate their servicing within the flight line perimeter.
NOTICE: All contract employees shall submit to a criminal background check accomplished by Eielson Air Force Security Forces prior to the employee being issued base access credentials. Contractors must submit request for installation identification no later than one (1) week following the contract award and five (5) days prior to the individual requiring entry to installation. Failure to submit requested information as indicated can result in denial or delay of issuing base access credentials.
5.2.4 RETRIEVING IDENTIFICATION MEDIA:
The Contractor is responsible for retrieving all identification media from employees who depart for any reason before the contract expires: e.g. terminated for cause, retirement, etc. The contractor shall return retrieved items to the Security Forces Pass and Registration Office.
5.2.5 WEAPONS, FIREARMS, AND AMMUNITION:
Contractor employees are prohibited from possessing weapons, firearms, or ammunition on themselves or within their contractor-owned vehicle or privately-owned vehicle while on Eielson Air Force Base.
5.2.6 FOR OFFICIAL USE ONLY (FOUO):
The Contractor shall comply with DoD 5400.7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.
5.2.7. REPORTING REQUIREMENTS:
Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware that may pose a threat to the security of DOD personnel, contractor personnel, resources, and classified or unclassified defense information. Contractor employees shall be briefed by their immediate supervisor upon initial on-base assignment.

The Contractor shall be responsible for safeguarding all Government property and controlled forms provided for contractor use. At the end of each work period, all Government facilities, equipment, and materials shall be secured.
The Government and their representative shall have access to the work area for inspection at all times. Entry into the work area by unauthorized individuals shall be reported immediately to the project supervisor and the Government representative.
The Contractor shall remain in compliance with all rules, codes, standards, and regulations governing the safety of all individuals at the worksite and shall be solely responsible for any injuries, accidents, exposures or liabilities occurring due to non-compliance or failure to secure the work area.
6.0 HAZARDOUS MATERIALS:
The Contractor shall have approval from the Hazardous Material Management Program (HMMP) team prior to purchasing, handling, using, and storing any chemicals, solvents, lubricants, and other products that require a Material Safety Data Sheet (MSDS). The Contractor shall identify these materials on a Contractor Hazardous Material Inventory list. The Contractor shall provide this inventory list and one copy of the MSDS for each item to the HAZMAT Office for review and HMMP approval prior to any chemicals being brought onto Eielson AFB, or within 15 days of the start of this contract. This inventory is also used by the Contractor to annually report hazardous material usage.
By 30 January of each calendar year, the Contractor shall submit two copies of the completed Contractor Hazardous Material Inventory list to 354 CES/CEIE. The Contractor shall maintain one copy of the MSDS for each hazardous material line item used within the work center.
The generation of hazardous waste is not expected from this contract. It is the responsibility of the Contractor to determine if hazardous waste is generated from Contractor operations. 354 CES/CEIE will assist with determination if requested by the Contractor. The Contractor shall manage and dispose of universal waste in accordance with the base Hazardous Waste Management Plan and 40 CFR Part 273, Universal Waste Rules.
7.0 MATERIAL RECYCLING:
The Contractor shall comply with all federal, state, and local recycling and solid waste diversion requirements in addition to base-specific Solid Waste Management plans and procedures.
Participation shall include maximum use of recycled paper products and replacement parts.
8.0 CLEAN UP:
The Contractor shall keep interior and exterior of the Contractor’s office/maintenance location and all work areas and storage areas free from accumulation of waste material and rubbish. Upon completion of the job, the Contractor shall leave the work area and surrounding premises in a clean, neat, workmanlike condition and in accordance with commercial practice.

9.0 COORDINATION WITH OTHER CONTRACTORS:
The Government may undertake or award other contracts for additional work. The Contractor shall cooperate with the other Contractors and Government employees and adapt scheduling and performing the work under this contract to accommodate the additional work, heeding any direction that may be provided by the Contracting Officer. The Contractor shall not commit or permit any act that will interfere with the performance of work by any other Contractor or by Government employees.
10.0 FIRE PREVENTION:
The Contractor is responsible for following fire prevention practices and procedures. The Contractor shall provide approved storage facilities meeting National Fire Code 30, Flammable and Combustible Liquids Code, requirements for storage of flammable materials.
11.0 NO SMOKING POLICY:
The Contractor and employees shall comply with policies stating that smoking is prohibited within any Air Force Facility and use designated outdoor smoking areas.
12.0 PERFORMANCE OF WORK DURING NATIONAL CRISIS:
In accordance with DODI 3020.37 "Continuation of Essential DoD Contractor Services During Crises”, all services or any specifically designated portions of the functions accomplished under this contract shall be performed during all wartime operations. Wartime operations are those actions including wartime commitments and contingency planning and exercises necessary to support current or future United States Air Force wartime commitments. Contractor personnel will be advised of the functions that will be continued during wartime-related contingencies. The Government shall have the unilateral right to extend performance of this contract as long as the wartime contingencies exist.
Contract payment will be in accordance with the existing contract rate.
