Applicable security instructions, regulations and/or statues for on-site support will similarly be provided by NHHC Security Office.

Personnel designated as derivative classifiers shall receive derivative classification training prior to access from the contractor's Facility Security Officer (FSO). The FSO shall ensure personnel receive initial and biennial training during the life of this contract. Evidence of completion, training certificates or equivalent, shall be provided to the Information Assurance Manager no later than the individual's due date.

Item 10b Restricted Data Information is not releasable to contractor employees who have not received a FINAL Top Secret (TS) clearance.

Item 10c CNWDI Information is not releasable to contractor employees who have not received a FINAL clearance at the Top Secret security level.

Item 10d The contractor is permitted access to Formerly Restricted Data (FRD) in the performance of this contract. Access to FRD requires a final U.S. Government clearance at the Top Secret level.

Item: 10e(2). Intelligence Information, Non-SCI: Non-SCI requirements are hereby authorized for historical data approved for NHHC release/disposition. Non-SCI Information is not releasable to contractor employees who have not received a clearance at the Top Secret security level. Access to Intelligence information required for performance.

Item: 10g NATO: This contract may require access to NATO classified information in performance of official duties. Personnel not assigned to a NATO staff position, but requiring access to NATO classified information , NATO COSMIC, NATO Secret or access to the NATO accredited SIPRNET terminals, must possess the equivalent FINAL or Interim TS security investigation. The government program/project manager is the designated representative that will ensure the contractor security manager and concerned employees are NATO briefed prior to access being granted. The contractor will maintain strict compliance in regards to NATO information IAW NISPOM Ch 10, Section 7.

Item: 10h Foreign Government Information (FGI) is not releasable to contractor employees who have not received a FINAL Top Secret clearance.

Item 10j: All Controlled Unclassified Information associated with this contract must be protected per the guidance provided for Item 11(l) of this DD Form 254.

Item 10k Naval Nuclear Propulsion Information (NNPI) Personnel assigned to this contract who require access to NNPI shall not use the information for anything except that which is required for this contract. The actual knowledge of, generation, or production of NNPI information is not required for performance of the contract.

Item 11a: Contractor performance is restricted to the Naval History and Heritage Command on the Washington Navy Yard at 805 Kidder Breese St SE, Washington, DC 20374. Naval History and Heritage Command will provide security classification guidance for performance of this contract. Contractor will submit visit request to the KO and/or Security Management Office for need-to-know verification.

Item 11j: Performance under this contract requires the contractor to adhere to OPSEC requirements. OPSEC requirements are additional to the requirements of DoD 5220.22-M, National Industrial Security Program Operating Manual, therefore, the Contractor may not impose OPSEC requirements on its subcontractors unless NHHC approves the OPSEC standards.

During the period of this contract, the Contractor may be exposed to, use, or produce, NHHC Critical Information (CI) and/or observables and indicators which may lead to discovery of CI. NHHC’s CI will not be distributed to unauthorized third parties, including foreign governments, or companies under Foreign Ownership, Control, or Influence (FOCI).

NHHC’s CI shall not be publicized in corporate wide newsletters, trade magazines, displays, intranet pages or public facing websites. Media requests related to this project shall be directed to NHHC Public Release Authority listed in Item 12 of this DD Form 254. Any attempt by unauthorized third parties to solicit, obtain, photograph, or record, or; incidents of loss/compromise of government Classified or CI, Business Sensitive, Company Proprietary information related to this or other program must be immediately reported to the Facility Security Officer, Defense Counterintelligence & Security Agency and/or the Naval Criminal Investigative Service, and the NHHC Security Office. Item 11(l): All Controlled Unclassified Information (CUI) associated with this contract must be safeguarded to prevent unauthorized public disclosure. CUI such as FOUO, Security Classification Guides (SCG), and other technical information with Distribution Statements B, C, D, E or F are not authorized for public release and cannot be placed on a publicly accessible web site or web server. All emails containing such information or attachments shall be protected per NIST SP-800-171. All transmissions to personal email accounts (AOL, GMail, Yahoo, Hotmail, Comcast, etc.) and posting on social media websites (Facebook, Instagram, Twitter, LinkedIn, etc.) are prohibited. Destroy all CUI associated with this contract by any of the following approved methods: A cross-cut shredder; a certified commercial destruction vendor; a central destruction facility; incineration; chemical decomposition; pulverizing, disintegration; or methods approved for classified destruction.

Training: Contractor employees shall comply with all DoD OPSEC requirements and complete “OPSEC Awareness for Military Members, DoD Employees and Contractor” training within 30 days of on-boarding the contract and annual refresher training thereafter. Training shall be completed through a DoD sponsored and certified computer or web-based learning instruction available at https://securityawareness.usalearning.gov/opsec/index.htm. The contractor will submit certificates of completion for each affected contractor employee and subcontractor employee to the COR or to the contracting officer, if a COR is not assigned, within 30 calendar days after training is completed by all employees and subcontractor personnel.
