About this file

This is a Request for Information (RFI)/Sources Sought Notice for a Progressive Design-Build (PDB) project under Other Transaction Authority (OTA) pursuant to 10 U.S.C. § 2808a. The U.S. Army Corps of Engineers (USACE), Fort Worth District, is conducting market research to identify commercial construction firms, design-builders, and Non-Traditional Defense Contractors interested in the repair and expansion of Building 6413 Second Floor Secure Space at Barksdale Air Force Base, Louisiana. The Federal Acquisition Regulation (FAR) does not apply to this procurement pathway; rather, a negotiated bilateral Other Transaction Agreement will serve as the sole governing contract.

The project scope encompasses construction and build-out of a second-floor expansion within the B6413 Hangar, utilizing existing structural floor plates, elevators, stairwells, and utility stub-ups from the initial 14,000 square-foot first-floor SCIF/SAP-F conversion. Work includes interior demolition, establishment of open and private office configurations, conference rooms, meeting areas, planning and training spaces, restrooms, breakrooms, server rooms, and briefing rooms. The contractor must extend NIPR, SIPR, JWICS, and SAP networks to the second floor and integrate Access Control and Audio/Visual systems. All design and construction must comply with ICD/ICS 705 standards for physical and technical security accreditation, including installation of high-performance Sound Transmission Class (STC)-rated walls and doors with mandatory post-construction sound testing. Sound Group 4 spaces utilizing audio equipment require enhanced STC-rated barriers. The Target Price Range for construction is $6,146,595.02 to $6,385,000.00, within a total Programmed Amount of $13,500,000.00. The Government targets formal award of Phase 1 (Design and Preconstruction Services) in the Second or Third Quarter of Fiscal Year 2027, with a Period of Performance of approximately 1,000 calendar days following Phase 2 Construction execution. Interested firms must submit responses by Thursday, September 30, 2026, no later than 10:00 A.M. Central Daylight Time, including confirmation of interest, a capability statement addressing secure facility construction experience, progressive design-build mechanics, and advanced technical methods, and completed responses to the Project Delivery & Acquisition Strategy Questionnaire. Submissions must be emailed to Contracting Specialist Nicole Esser (Nicole.r.esser@usace.army.mil) with a carbon copy to Contracting Officer Shayla Lucas (shayla.j.lucas@usace.army.mil). Technical questions must be submitted by Thursday, September 22, 2026, no later than 10:00 A.M. CDT. A virtual Industry Day is planned with details to be published subsequently on SAM.gov.

NOTICE TYPE : Special Notice: Progressive Design Build Services Under Other

Transaction Authority- Repair B6413 Second Floor Secure Space, Barksdale AFB, Louisiana.

SUBJECT : Sources Sought (RFI) - Repair B6413 Second Floor Secure Space

DISCLAIMER : This is a Request for Information (RFI) / Sources Sought Notice only. This notice is issued solely for market research, information, and planning purposes. It does not constitute a Request for Proposals (RFP), a Request for Qualifications (RFQ), or a commitment by the Government to write, issue, or award an agreement or contract. The Government will not pay for any information or administrative costs incurred in response to this notice. All response costs will be borne solely by the interested party.

PROJECT OVERVIEW & POTENTIAL PATHWAY:

The U.S. Army Corps of Engineers (USACE), Fort Worth District, is conducting public market research to gauge industry interest, capacity, and capability from commercial construction firms, design-builders, and Non-Traditional Defense Contractors (NDCs).

This project will potentially be executed as a Progressive Design-Build (PDB) project utilizing Other Transaction Authority (OTA) pursuant to 10 U.S.C. § 2808a. Prospective partners are advised that the Federal Acquisition Regulation (FAR) does NOT apply to this potential procurement path. The negotiated, bilateral Other Transaction (OT) Agreement would serve as the sole governing contract.

SCOPE OF WORK: Repair B6413 Second Floor Secure Space – This project is to construct and build out a second-floor expansion within B6413 Hangar, Barksdale AFB, Louisiana. Utilizing the structural floor plate, elevator, stairwells, and utility stub-ups planned in the initial 14,000 sq. ft. first-floor SCIF/SAP-F conversion, this second-phase project will fully build out the upper level. The scope involves the demolition of any remaining interior overhead obstructions (such as the upper portion of the existing CMU storage room) to clear the hangar volume. The resulting second-floor layout will establish various open and private office configurations, conference rooms, meeting areas, planning and training spaces, restrooms, breakrooms, server rooms, and briefing rooms.

Because B6413 Hangar is situated within a designated historical district, any potential exterior alterations required to support this second-floor expansion (e.g., HVAC venting, utility penetrations, or emergency egress) will require formal State Historic Preservation Office (SHPO) consultation and approval. The contractor will be responsible for extending and securing NIPR, SIPR, JWICS, and SAP networks to the second floor, as well as integrating comprehensive Access Control and Audio/Visual systems. All design and construction must strictly adhere to ICD/ICS 705 standards to achieve physical and technical security accreditation for SCIF, SAP-F, and Open Storage environments. This includes the installation of high-performance STC-rated walls and doors, followed by mandatory post-construction sound testing. Contractors must pay critical attention to acoustic controls: any second-floor briefing, presentation, or teleconferencing space utilizing audio equipment is classified as "Sound Group 4" per ICD 705 and requires enhanced STC-rated barriers.

Target Price Range (TPR): Target Price Range (TPR): Target Price Range (TPR): The Government has established a Target Price Range (TPR) for construction between $6,146,595.02 (the estimated Construction Budget) and $6,385,000.00 (the strict CCL / CWE limit), within a total Programmed Amount (PA) of $13,500,000.00.

Projected Award Date: The Government targets the formal award of the potential Agreement Phase 1 (Design and Preconstruction Services) on or about Second or Third Quarter of FY27.

Period of Performance (POP): Approximately 1000 calendar days following the potential execution of the Phase 2 Construction modification.
