1.0 Section 1: Introduction

1.1 Overview:

This document is a Statement of Work (SOW) for the National Park Service (NPS). The purpose of the SOW is to describe services associated with the assessment of marine debris around the eastern shores/inlets of Hurricane Hole, and Mary Creek on St. John, US Virgin Islands.

The contractor shall exercise management and operational control over and retain full responsibility for requirements as set forth in this SOW. The Government shall not exercise any supervision or control over sub-contractor(s) performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

Offerors are encouraged to propose process improvements and industry best practices in their proposals.

1.2 Site History:

Virgin Islands National Park is more than just beautiful beaches. Hike to plantation ruins to learn about a time when sugar dominated the island. Visit the ancient petroglyphs carved by the Taino Indians. Come snorkel the coral reefs to discover hidden marine life. Two-thirds of the island of St. John is national park, making it a unique destination for visitors from around the world.

1.3 Project Background:

Hurricane Irma and Maria became the 9th and 13th Named Storms of the 2017 Hurricane Season.

The hurricanes made landfall in St John in August and September 2017, causing significant damage throughout the park.

This project will:

• Assess marine debris in the waters of Hurricane Hole and Water Creek areas of St.

John.

• Option: Remove debris found during assessment

Description of stakeholders and customers:

This project will be managed by a Project Manager (PM) from the NPS South Atlantic Gulf Regional Office in Atlanta, Georgia representing VIIS. The General Contractor will be responsible for all aspects of the project from safety to completion. The park superintendent and staff are the project’s primary stakeholders for this work. The park will remain open to visitors while the work of this contract is executed, and the contractor shall state in their proposal how they intend to provide visitor access during assessment. Visitors are the park’s primary customers. Occasional contact with visitors by the contractor is likely. As all resources and operations of the NPS are ultimately paid for by the U.S taxpayer, any visitors that the contractor comes into contact with while accomplishing this work should be considered a customer and be accorded all reasonable courtesy.

Section 2: Scope of Work

Objectives of the Project:

The primary objectives of the project are:

• Pre-proposal site visit is strongly encouraged.

Virgin Islands National Park Page 3 of 9

• Review photos and information provided

• Complete all work as specified below

Specifically, the contractor is expected to meet the following objectives:

1. Pre-Work Meeting is required. This meeting will be coordinated by the Contracting

Officer.

2. Base Proposal: Assess the following areas to determine the amount of marine debris located in these waters. Marine Debris is defined as abandoned boats, or portions thereof greater than 3 feet in length, in water depth up to 30’. Debris shall include roofing sheets, rope, chain, (NPS Storm Refuge System excluded) anchors as well as woody debris including entire trees or portions thereof such as branches, limbs and roots, and hazardous materials such as batteries, outboard motors and fuel tanks. Marine debris is located along the shorelines, within mangrove roots, and out within the bay. Maps are included in Attachment B.

a. Hurricane Hole to include Borck Creek, Princess Bay, Water Creek, Otter Creek

b. Leinster Bay to include Mary Creek, near Annaberg.

c. Report to the NPS CO/COR findings of the assessment in writing within 5 business days of completion of assessment.

i. Should include a lat/long, approximate depth for the location of the debris found

ii. Brief description of the debris

iii. Photos of the debris

iv. Report will include a Shape file for GIS Mapping

v. All deliverables will be sent to the NPS as electronic files on a

Thumb Drive. One copy to the COR, one copy to the Virgin Islands National Park.

3. Option: Debris Removal

a. Provide detailed technical approach, project timeline and cost estimate to remove the debris found during the onsite assessment

b. All debris removed from the waters of Virgin Islands National Park as part of this contract shall become the property of the contractor for final disposal/recycling.

c. This option will be exercised based on funding availability General Considerations:

1. Prior to assessing Mary Creek, the contractor must contact the park resource management staff because of the shallow waters within the area due to fringing reefs. Coordinate at least two weeks in advance for this assessment.

2. Vessels for the project may be staged within the bays overnight during project operations. Consultation with park resource staff is required to identify appropriate locations.

3. Workers completing the assessment along the shore in Otter Creek and in the cove at Water Creek should be required to consult with the park’s archeologist to ensure they differentiate materials from historic wrecks in these locations.

4. Project requires a resource monitor(s) with contractor to ensure best management practices are followed and no impacts to coral, marine mammals and archeological resources occur. Notify the NPS CO/COR at least two weeks in advance of requiring the monitor to be on site to coordinate schedules and any required travel.

5. Contractors must follow National Marine Fisheries Service's Sea Turtle and Smalltooth Sawfish Construction Conditions (dated March 23, 2006) is required (Section 3.5).

Virgin Islands National Park Page 4 of 9

6. Contractors must follow National Marine Fisheries Service's Vessel Strike Avoidance Measures and Reporting for Mariners (revised February 2008) (Section 3.5).

7. When anchoring a barge or other vessel, the contractor must have staff in the water to visually ensure protection of the storm system and make sure the anchor will not interact with natural resources (coral, vegetation, marine mammals).

8. To ensure no impacts to the NPS storm refuge system (a large, submerged chain on the ocean floor, designed for berthing by vessels in emergency situations) occur, the contractor must not connect to, remove or impact this system when removing marine debris. The park will provide a map with GPS coordinates for the location of this system.

9. All debris and trash generated as part of this project become property of the contractor for disposal

10. Prepare and submit all required quality assurance reporting documentation in a timely manner.

11. Accomplish all activities within the established contract time limits

12. Close Project. Complete all administrative requirements necessary to close project within 2 weeks of final acceptance of site work.

The location of the work is shown in SOW Attachment B.
