Holidays, though additional times can be scheduled as required.

3 Performance Requirements

The following section specifies the Performance Objectives and Performance Elements for the contract.

• The Contractor will provide a turnkey project satisfying all Local and State requirements.

• The Contractor will provide engineered drawings for review by the Government to ensure drawing satisfy the Government’s need. CAD drawings will be provided to the Government after final designs are approved and service is completed.

• The Contractor will inspect existing instrumentation mounting and traversal systems and identify areas where the overall stability and rigidity of the system is compromised when the high-speed tunnel is operated at higher airspeed (125+ mph) and instrumentation is mounted at the furthest downstream position from the tunnel nozzle outlet (~ 7 ft).

• The Contractor will modify existing structures and mounting and traverse components as required to increase the overall ease of movement, stability, and rigidity to reduce vibration and movement of the mounted spray measurement instrumentation.

• The instrumentation mounting structure shall provide for precise vertical and horizontal position of instrumentation relative to the tunnel outlet. Vertical position refers to height position relative to tunnel outlet. Horizontal position refers to distance of instrumentation relative to tunnel outlet and parallel to the direction of airflow.

• All components of the system are expected to be exposed to several levels of moisture. All materials will be rust resistant, have rust preventive coatings, and/or be painted.

• Design: The design includes three main components.

o Measurement Test Area. The high-speed wind tunnel test section within which the instrumentation mounting, and traversal system resides is 12 ft square by 10 ft long.

The overall mounting system must fit within the established bounds and must provide for vertical positioning of instrumentation from the top of the tunnel outlet (74 in above test section floor) to 6 in below the bottom of the tunnel outlet (52 in above test section floor).

The mounting system must also provide horizontal positioning of instrumentation from 6 to 84 inches downstream of the tunnel nozzle outlet. The structural framing on the existing structure does not provide adequate bracing to prevent movement of the entire test section when the wind tunnel is in operation which subsequently translates to movement within the instrumentation mounting assembly.

o Instrumentation Mounting and Traversal System. The existing instrumentation mounting, and traverse system consists of a 3.75 in aluminum optomechanical rail assembly mounted to synchronized vertical traverses which provide for approximately 60 in of vertical movement. The optomechanical rail spans a width of 122 in and provides mounting and alignment components for research instrumentation that provides clearance for the air jet exiting the high-speed air nozzle to minimize vibration withing the structure. The existing assembly does not provide adequate stability and rigidity to the mounted instrumentation when the wind tunnel is in operation. Additionally, horizontal positioning of the entire instrumentation assembly is impeded due to inadequate linear bearing and rail components.

o Airstream Diffuser and Spray Stream Collector Assembly. The existing air jet diffuser and spray collection assemblies are mounted directly downstream of the instrumentation mounting assembly. The current structure is comprised of three 5 x 5 ft2 screens mounted 3 ft apart which are followed by an E-Hive spray collection assembly. The current position of these structures results in recirculation of spray material and through the instrumentation measurement area as well as air flow from the air jet, both of which prevent proper performance of the mounting instrumentation.

• The Contractor may utilize other materials provided they provide equal or better structural integrity and corrosion resistance properties.

• Instrumentation focus and measurement testing shall be completed after construction is final and a report of the results provided to the Government.
