2. PROPOSAL SUBMISSION
Offerors shall submit their proposals in accordance with this Attachment and provision 52.212-1. There are three sections to the proposals, and the Government shall utilize a two-phase evaluation approach to determine the best overall proposal.

Phase 2: Oral Presentations Technical Approach and Program Management
Approach – Oral Presentations (Tradeoffs), and then Price
In this phase, there are two (2) sections to the proposal. Section 2 is Technical Approach and Program Management Approach and are to be submitted for Oral Presentations. Section 3 is Price and to be submitted with the Oral Presentation, but separate from Section 2 as to not be included in the Oral Presentation.
c. Do not assume electronic submission will be instantaneous. File size and number of files to be uploaded will be factors. Offerors should allow adequate time for submission completion, and should verify with Government that all files were received.
d. For all MS PowerPoint, MS Word, MS Excel documents or Adobe PDF documents, each page should include the complete Offerors name, phase number, file name, date, and RFP number in the header and/or footer.
e. The acceptable electronic formats are MS PowerPoint, MS Word, MS Excel documents or Adobe PDF. All Adobe PDF documents and MS Word documents should be submitted with the ability to highlight and copy the text/data of the document. Any documents submitted that are protected in such a way which does not enable the ability to highlight/copy/paste the text/data will not be accepted.
f. Proposals shall clearly demonstrate an understanding of each of the Government’s objectives and requirements.
g. Failure to provide proposals in accordance with the instructions/format specified in the RFP may render the Offeror’s proposal incomplete. The Government is not obligated to engage in any discussions with an Offeror who fails to provide all of the required documents for evaluation.
h. An authorized official of the firm shall sign the Standard Form 1449 and all certifications requiring signature.
i. Offerors must be registered in the System for Award Management (SAM), demonstrate Small Business status under NAICS code and have a CAGE Code.
Proposals submitted in any other way except as detailed in the submission of proposals section above will not be further evaluated and deemed ineligible for award.
j. Any modified proposal will not be accepted after the required due date and time.
k. Any assumptions forming the basis of the proposal, whether technical or price related must be clearly identified in the applicable proposal.
l. This instruction describes the type and extent of information required and emphasizes the significant areas to be addressed in the proposal. Review the PWS contained in this RFP for further insight into the areas that must be addressed. Include sufficient information to enable the Government Technical Team to make a determination relative to the Offeror’s understanding of the requirements in each of the evaluated areas. It is the Government's intent to award an IDIQ Base contract to include all labor rates for the five ordering periods and award Firm Fixed Price (FFP) Task Orders against the Base IDIQ Contract. Any Task Orders awarded will include a FFP Labor CLIN and a cost/no-fee Travel CLIN and one Not Separately Priced (NSP) Contractor Manpower Reporting (CMR) CLIN for the base year.
m. The Offeror must not merely re-state the technical requirements stated in the RFP but rather must provide convincing documentary and narrative evidence. The Offeror shall provide sufficient detail to substantiate the validity of all stated assertions of its ability to meet the evaluation requirements. Clarity and completeness are essential. Data not submitted with the proposal, but submitted previously, or presumed to be known (i.e., previous projects performed for the USG) will not be considered part of the proposal. The Government is not obligated to make another request for the required information nor does the Government assume the duty to search for data to cure problems it finds in proposals.
n. The Government reserves the right to request clarifications during the evaluation process as needed. Clarifications do not constitute discussions and an Offeror is not allowed to change its proposal in response to a request for clarification. All proposals shall be handled in accordance with FAR Subpart 3.104, Procurement Integrity.
o. The proposal shall be valid for 120 days from the required submission date unless an alternate period is clearly stated in the RFP or an extension is given.
p. Proposals, modifications, revisions, or withdrawals of proposals received after the date established in the RFP for receipt of proposals will not be accepted.
q. The Government is not obligated to provide responses to questions submitted by Offerors, but will consider them and incorporate changes into the RFP as deemed necessary.
r. Each Offeror shall submit only Section 1 of the proposal by the date indicated in the Section A narrative. Sections 2 and 3 of the proposal are not required until the Offeror receives an acceptable rating for Phase 1 of the evaluation process, prior to moving forward to Phase 2 of the evaluation process and submitting Sections 2 and 3 of the proposal. To be considered for award, the Offeror must submit a complete response to this RFP using the instructions provided. In the event of a conflict between the Offeror's proposal and the RFP, the RFP shall take precedence.
s. The Government intends to evaluate offers and award a contract without discussions with Offerors. Therefore, the Offeror’s initial offer should contain the Offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
