About this file

This is a Price Instructions and Evaluation Criteria document for Request for Proposal W519TC-25-R-0033 (UD-SEAM), providing detailed guidance for completing the price proposal using Attachment 0004 Price Matrix. The document requires offerors to submit an electronic copy of the completed Price Matrix in Excel format and any additional pricing explanations.

The Price Matrix includes two main tabs - Summary and Labor. Offerors must populate all blue highlighted cells with company information (name, CAGE code, UEI number, proposal date) and fully burdened labor rates for each labor category across all periods of performance (base period, four option years, and 6-month extension). Travel costs are pre-set as government surrogate numbers ($60,000 per full year, $30,000 for 6-month extension, totaling $330,000). The government will evaluate total price based on proposed labor rates and will analyze for unbalanced pricing. Price reasonableness will be determined through competition, though the government reserves the right to request additional pricing data if adequate competition is not received. All prices must be in US dollars rounded to two decimal places.

Evaluation Criteria - Price

1. The Government will evaluate the Total Evaluated Price based on the proposed fully burdened Labor Rates proposed in Attachment 0004 Price Matrix-UD SEAM.

2. Total Evaluated Price: The Total Evaluated Price will be derived from Attachment 0004 Price Matrix-UD SEAM. The Total Evaluated Price is identified as “Total Evaluated Price” in the “Summary” tab of Attachment 0004.

The Travel Price is a Government Surrogate Number (i.e. Base Period (BP), Option Year 1 (OY1), Option Year 2 (OY2), Option Year 3 (OY3), Option Year 4 (OY4)) is $60,000.00 and the 6 Month Option to Extend (-9) travel is $30,000. The total Travel Price of $330,000.00.

The Labor for all CLINs (X001AA – X001AJ) for each PoP (BP, OY1 thru OY4, and the -9) by taking the result of the Labor Categories, Hours, and proposed Rate to produce the Total for each CLIN. The Total Labor Cost for each Labor Category is the result of adding the Total for each PoP. The result of each Labor Total is the result of adding each Total per PoP.

The totals for the “Labor” tab is then pulled into its respective PoP to populate the “Summary” total.

The Total Evaluated Price is the calculated result of summing the totals from all CLINs for each PoP.

3. Price Analysis: The Government will use the proposal analysis techniques in FAR 15.404-1 to determine price reasonableness. The Government anticipates receiving competitive proposals and using adequate price competition to determine whether the proposed prices are fair and reasonable but reserves the right to require the submission of any data (e.g., other than certified cost or pricing data) necessary to establish the price reasonableness of a proposal.

4. Unbalanced Pricing: The Government will evaluate proposals to identify any unbalanced pricing between labor rates and ordering periods, as applicable.

Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line item (CLINs) is significantly over or understated, as indicated by the application of cost or price analysis techniques. In accordance with FAR 15.404-1(g), the Government may pose an unacceptable risk to the Government.
