1. (U) SCOPE

1.1. (U) Scope. This specification prescribes the performance requirements and identifies the verification procedures for the Cartridge, 5.56mm Short Range Training Ammunition, M1037 hereafter referred to simply as SRTA.

1.2. (U) Type-designator. The Army type-designator M1037 referenced in this specification is of Army origin and does not reflect a particular design (see 6.15).

2. (CUI) APPLICABLE DOCUMENTS

2.3. (U) Order of precedence. Unless otherwise noted herein or in the contract, in the event of a conflict between the text of this document and the references cited herein, the text of this document takes precedence. Nothing in this document, however, supersedes applicable laws and regulations unless a specific exemption has been obtained.

3. (CUI) REQUIREMENTS

3.1. (CUI) Design verification. When specified (see 6.2), a sample of the SRTA cartridges shall be subjected to design verification in accordance with 4.1, and TABLES III, IV, VII, and VIII.

3.1.1. (CUI) Product uniformity of key characteristics. The key characteristics of the design that are deemed essential to meet performance, safety, and reliability requirements shall be identified and variability limits or baselines shall be established during design verification.

The variability of key characteristics for the cartridges submitted for lot acceptance shall conform to the baseline established for them during design verification (see 6.5).

3.1.2. (CUI) Classification of defects. Defects inherent to the cartridge design that are not already listed in TABLE VII shall be identified during design verification and shall be classified as either a minor, major, or critical defect in accordance with MIL-STD-1916.

3.2. (CUI) First article inspection. When specified (see 6.2), a sample of the SRTA cartridges shall be subjected to first article inspection in accordance with 4.2, and TABLES III, V, VII, and VIII.

3.3. (CUI) Conformance inspection. When specified (see 6.2), a sample of the SRTA cartridges shall be subjected to conformance inspection in accordance with 4.3, and TABLES III, VI, VII, and VIII.

3.4. (CUI) Interface and interoperability requirements.

3.4.1. (CUI) Cartridge. The cartridge shall comply with the dimension requirements of drawing 13028354. The cartridge shall be free of lead and other toxic materials for part number 13028354-2.

3.4.2. (CUI) Weapon compatibility. The cartridge shall be functionally compatible with the standard issued weapons listed in TABLE I. Weapon compatibility includes, but is not limited to, being capable of being linked with M27 links conforming to11691287, loaded, chambered, fired, and extracted after firing without binding or causing damage to the weapon and without cartridge induced malfunctions.

3.4.3. (CUI) Cartridge identification.

3.4.3.1. (CUI) Head stamp. The cartridge case head stamp shall consist of a visible

Identification Code of the Manufacturer and the last two digits of the year of manufacture.

3.4.3.2. (CUI) Exterior color. The cartridge exterior color shall be:

a. Blue in accordance with SAE-AMS-STD-595/35109, /35180, /35183, or

/35250

b. The specific blue shall be established during design verification, and shall not be altered for first article and conformance verification testing.

c. The coloring shall cover the tip area and at least 25 percent of the exposed projectile surface area.

d. The blue shall be visible when linked with M27.

3.5. (CUI) Operating requirements. Each cartridge shall provide the following functional, operational, and performance capabilities when fired from any of the designated weapons listed in TABLE I, without any additional ancillary devices, sighting systems, or modifications.

3.5.1. (CUI) Primed case sensitivity. The value of the average height (h) and standard deviation (s) of the height of fire functioning by a 3.94 ± 0.02 ounce steel ball conforming to 10520006 shall be such that h + 3(s) shall be not greater than 12 inches and h – 3(s) shall be not less than 2 inches.

3.5.2. (CUI) Velocity. The design velocity shall be established during design verification. It is the mean velocity (corrected) obtained at ambient temperature testing (see 4.5).

a. For first article and conformance verification testing, when conditioned and fired at ambient (see 4.5), the mean velocity shall not vary by more than ± 3 percent from the design velocity.

b. The average velocity of the cartridge conditioned and fired at hot or cold (see 4.5) shall not vary by more than ± 10 percent from the mean velocity of the lot being tested at ambient.

3.5.3. (CUI) Chamber pressure.

a. The average chamber pressure of the cartridges conditioned and fired at ambient temperature (see 4.5) shall be not greater than 58,700 psi (405 MPa).

b. The average chamber pressure of the cartridges conditioned and fired at hot or cold temperatures (see 4.5) shall not vary from the average chamber pressure obtained at ambient of the sample by greater than ±7,000 psi (48 MPa).

c. The chamber pressure of any individual cartridge or the average chamber pressure plus three standard deviations shall be not greater than 64,700 psi (446 MPa).

3.5.4. (CUI) Action time. The action time of the cartridge conditioned and fired at cold, ambient, or hot (see 4.5) shall be not greater than 3 milliseconds (ms).

3.5.5. (CUI) Bullet extraction. The average force required to separate the bullet from the cartridge case shall be not less than 35 lbf (155.7 N).

3.5.6. (CUI) Residual stress. The cartridge case shall not split or crack when subjected to a residual stress test.

3.5.7. (CUI) Dispersion. When fired from an accuracy barrel at ambient temperature (see 4.5) at a target situated 100 m from the muzzle, the average mean radius of the impact of 10 rounds shall be not greater than 3.54 inches (9 cm).

3.5.8. (CUI) Cartridge noise level. When the cartridge is functioned, the impulse noise limit for the operator shall be not greater than 164 decibels and the duration shall be not greater than 20 ms.

3.5.9. (CUI) Functional reliability. The cartridge shall have a functional reliability of not less than .9947 with a confidence level of 80 percent throughout the temperature range of -4°F (-20°C) to +104°F (+40°C) when fired in the required weapons (see 6.12).

3.5.10. (CUI) Function and casualty. The cartridges shall function without casualty at the temperature conditions in the required weapons between -4°F (-20°C) and +104°F (+40°C).

3.5.11. (CUI) Bullet integrity. The bullet of the cartridge shall not burst or fragment in the barrel or during its flight.

3.5.12. (CUI) Target kill. When the cartridge is fired at an E-type silhouette target situated at a range of 100 m, the projectile shall activate the standard target mechanism and mark the target sufficiently to indicate a target hit (see 6.11.1).

3.5.13. (CUI) Toxic fumes. The toxic fumes produced by the M1037 cartridge shall be not greater than those produced by firing similar quantities of M855 Ball 5.56mm ammunition.

3.5.14. (CUI) Fragmentation. The projectile or projectile fragments shall not ricochet back more than 5 m when fired directly at plywood and steel targets.

3.5.15. (CUI) Fouling. The fouling produced by firing cartridges in the M4 Carbine, M16A4 Rifle, and M249 SAW shall not cause any weapon stoppages, and any residue shall be readily removable using standard cleaning methods.

3.5.16. (CUI) Accuracy match. When the cartridge is fired at an E-type silhouette target situated at a range of 100 m, 90% of the projectiles shall hit the target while firing center mass with an accuracy barrel zeroed with M855 Ball 5.56mm ammunition.

3.5.17. (CUI) Maximum range. The maximum range of the cartridge shall be not greater than 656.2 yd (600 m). All projectiles fired at the maximum range shall impact the ground within a safety fan defined by the Surface Danger Zone, established during design verification (see 6.2).

3.6. (CUI) Environmental requirements.

3.6.1. (CUI) Propellant stability. The propellant of the cartridge shall meet the following stability requirements:

a. A 2.5 g sample of single base propellant shall withstand a temperature of 134.5°C for 40 minutes without triggering a reaction, and for not less than 5 hours without igniting/exploding.

b. A 2.5 g sample of double base propellant shall withstand a temperature of 120°C for 40 minutes without triggering a reaction, and for not less than 1 hour without liberating observable fumes.

c. A 45 g sample of propellant shall withstand not less than 30 days storage, at 65.5° C, without liberating observable fumes.

3.6.2. (CUI) Waterproofness. After cartridges have been submerged in ambient water for

24 hours (minimum one inch of water above the cartridge), and then fired, the cartridges shall have a mean velocity that does not vary by more than ±98 ft/s (±30 m/s) from the mean baseline velocity at ambient (see 3.5.2).

3.6.3. (CUI) Sequential rough handling. Cartridges shall be capable of withstanding the rigors of the sequential rough handling and transportation throughout the temperature range of - 60°F (-51°C) and +145°F (63°C), and shall meet all safety and performance requirements.

Cartridges shall be exposed to the following conditions in this specified sequential order.

a. 2.1 Meter drop test

b. Loose cargo test

c. 1.5 Meter drop test

3.6.4. (CUI) 12 Meter drop. When packaged in accordance with the packaging provisions of the contract, the cartridge shall not detonate or burn, lose propellant, and shall be safe to handle for disposal when subjected to the 40 ft (12.2 m) drop without injury to personnel.

3.6.5. (CUI) Long term high temperature storage. After being subjected to 28 days of continuous heating at 160°F ± 2°F (71°C ± 1.1°C), the cartridge shall be safe to store and fire with no critical defects as defined in TABLE VIII.

3.6.6. (CUI) Long term low temperature storage. After being subjected to 28 days of continuous cooling at -60°F ± 2°F (-51°C ± 1.1°C) the cartridge shall be safe to store and fire with no critical defects as defined in TABLE VIII.

3.6.7. (CUI) Humidity. The cartridge shall be safe to store and fire after being subjected to a 10-day temperature/humidity cycle.

3.6.8. (CUI) Cook-off. A cartridge inserted into the chamber of the weapon immediately following the firing of defined amounts of cartridges in the weapon, in accordance with TABLE II, shall not fire (cook off) and be clearable after 30 minutes of the round being chambered.

3.6.9. (CUI) Attitude. The cartridge shall be safe to fire and the reliability shall not degrade by more than 10% (see 6.12) after being subjected to firing conditions of ± 80° from perpendicular at ambient temperature (see 4.5).

3.6.10. (CUI) Barrel erosion. The SRTA shall not degrade the M249 barrel life to less than 10,000 rounds. The barrel life shall be considered as having ended when the average velocity of an individual burst (20 round group) in the test drops 200 ft/s (61 m/s) or more with respect to the velocity of the initial test.

3.6.11. (CUI) Electrostatic discharge (ESD).

a. In Personnel-borne environments (25 ± 1.2 kilovolts electrostatic discharge), the cartridge shall be operational and reliable without burning or exploding.

b. In Helicopter-borne packaged environments (300 ± 15 kilovolts electrostatic discharge), the cartridge shall be operational without burning or exploding.

3.6.12. (CUI) Salt fog. The cartridge shall be safe to store and fire after exposure to 96 hours of alternating 24 hour periods of salt fog environment as specified in MIL-STD-810.

3.6.13. (CUI) Chemical compatibility. The cartridges shall meet safety requirements and function after exposure to the chemicals and lubricants commonly used in military environments.

3.7. (CUI) Support and ownership requirements.

3.7.1. (CUI) Safety analysis. A safety analysis of the cartridge shall be completed in accordance with MIL-STD-882.

3.7.2. (CUI) Final hazard classification (FHC). The cartridge shall comply with the following hazard classification when packaged in accordance with packaging provisions of the contract or purchase order.

3.7.3. (CUI) Energetic material qualification. All energetic materials used in the cartridge shall be intended for the military use (see 6.14).

3.7.4. DELETED

3.7.5. (CUI) Demilitarization.

a. The cartridge shall be able to be demilitarized in accordance with procedures in Depot Maintenance Work Requirements DMWR 9-1300-0017-D1.

b. The use of hazardous materials as specified in Environmental Protection Agency (EPA) 550-B-01-003; List of Lists shall not be used (see 6.2).

3.7.6. (CUI) Lot numbering. Each lot, consisting of M1037 SRTA cartridges only, shall be identified by a lot number in accordance with MIL-STD-1168 (see 6.2).

3.7.7. (CUI) Workmanship. All items shall be free of defects identified in TABLE VII, as well as burrs, chips, flashing, voids, sharp edges, wrinkles, deep draw scratches, scaly metal, cracks, dirt, grease, rust and other imperfections. Cartridges shall be free of foreign material including, but not limited to, corrosion, stains, oil, sealant smears and metal chips.

4.1. (CUI) Design verification. When specified, a sample of cartridges shall undergo design verification by analysis, demonstration, examination, and test in accordance with TABLE III, IV, VII, and VIII, and applicable paragraphs within this section.

4.1.1. (CUI) Product uniformity of key characteristics. Verify by examination of objective evidence and analysis that all key characteristics have been identified and valid variability limits have been established. A minimum of 5 sets of components, subassemblies and assemblies shall be subjected to a physical configuration audit (PCA) to establish a product uniformity baseline for the key characteristic identified in section 3 (see 6.11.2).

4.1.2. (CUI) Classification of defects. Verify by examination of objective evidence and analysis that all design specific inherent defects have been identified and correctly classified, based on safety, and possible consequence of deficiency (see 6.11.2).

4.1.3. (CUI) Design verification rejection. If any item of the sample fails to comply with any design verification requirement specified, the design shall be rejected.

4.3. (CUI) Conformance verification (Lot Acceptance Tests). When specified, a sample of cartridges and components shall undergo conformance inspection by examination, analysis, demonstration and tests as specified in accordance with TABLE III, VI, VII, and VIII, and applicable paragraphs within this section. For conformance inspections the same sample specimen may be used for all non-destructive examinations or tests.

4.3.1. (CUI) Lot formation. The cartridges shall be assembled into identifiable homogeneous lots. Each lot shall consist of the same type of cartridges, manufactured under essentially the same conditions. Unless otherwise specified, component parts shall be homogeneous, inspected, and tested. Production lot formation shall conform to requirements of MIL-STD-1168 and inspection sample shall conform to the requirements of MIL-STD-1916.

The cartridge lot shall contain:

a. All component parts shall be from one manufacturer.

b. Primers from one lot interfix number.

c. Propellant from no more than two lot numbers.

d. Projectiles from one unchanged process.

e. Only one type and weight of propellant and primer shall be used in a lot.

4.3.2. (CUI) Inspection of cartridges by classification of defects. Inspection of cartridges shall be performed for known character defects as specified in TABLE VII as well as any design specific defects that are not listed in TABLE VII. Inspection sampling requirements for critical, major, and minor characteristics are defined in MIL-STD-1916.

4.3.3. (CUI) Conformance inspection rejection. If any item of the sample fails to comply with the conformance inspection test verification, the lot shall be rejected.

2/ Any defects not specified in TABLE VII that are inherent to the submitted design shall be recognized and classified for future examination during the product baseline and key characteristic establishment phase. In addition, any defects listed above that are not applicable to the submitted design shall be removed from inspections.

3/ The minimum charge required to preclude the possibility of a bullet in bore shall be established. Cartridges containing less than this minimum charge are critically defective.

4/ Inspection for incorrect cartridge type shall be performed during or immediately prior to the packaging operation, which is before cartridge lot acceptance. Occurrence of any type other than blank, dummy, inert or a training round shall be classified as a critical defect.

Occurrence of a blank, dummy or inert shall be classified as a major defect. If a defect is found at 100% inspection, which is during or immediately prior to the packaging operation inspection, the incorrect cartridge type shall be replaced with a correct cartridge type. For verification level inspection, a VL VII sample shall be selected at random from the lot.

From this VL VII sample, a VL IV sample shall be selected at random. A VL IV sample shall be inspected for major and critical incorrect cartridge type defects. The cartridges that remain of the initial VL VII sample after the VL IV sample is selected shall be inspected for critical incorrect cartridge type defects only. If a critical defect is found during VL VII inspection, the lot shall be withheld from acceptance and government approved procedures for product disposition shall be followed. If a major defect is found during VL IV inspection, the incorrect cartridge type shall be replaced with a correct cartridge type and the entire lot shall be subjected to a subsequent 100% inspection.

During the subsequent inspection, any incorrect cartridge type found shall be replaced with a correct cartridge type.

b. The occurrence of one or more critical defects attributable to the cartridge during any test, including warm and foul firings of cartridges from the test lot, shall result in rejection of the lot.

If the total number of defects in the combined first and second samples is greater than the acceptance number for the cumulative sample, the lot shall be rejected. If, in testing a second sample, defects other than those for which the second sample is being tested should occur to the extent that the acceptance number for the cumulative sample is exceeded, the lot shall be rejected. Cumulative sampling shall not be applicable for critical defects.

4.4. (CUI) Interface and interoperability verification

4.4.1. (CUI) Cartridge. The cartridge dimensions shall be verified by standard measurement equipment or specialty gauges.

4.4.2. (CUI) Weapon compatibility. Weapon interface and compatibility of the round shall be verified by successful completion of tests in TABLES IV, V, and VI. Observations shall be made during operating and environmental verification testing of the cartridge to ensure loading, chambering, firing, and extraction of the spent cartridges from the designated weapons, without incident.

4.4.3. (CUI) Cartridge identification.

4.4.3.1. (CUI) Head stamp. The stamp on the surface of the cartridge shall be verified by visual inspection.

4.4.3.2. (CUI) Exterior color. The exterior color shall be verified by visual inspection using the required SAE-AMS-STD-595 color chip for the shade designated during design verification.

4.5. (CUI) Operational verification. With approval, ballistic tests can be combined and conducted simultaneously to minimize resources and time. All ballistic testing shall be examined against TABLE VIII with the exception of environmental requirement tests in 3.6. For any ballistic test except function and casualty, where the occurrence of a firing defect prevents the obtaining of a valid result for the characteristic being tested, the defect shall be observed, but the particular test for which the round was fired shall not be penalized. A replacement round shall be fired to obtain the data for the test.

Unless otherwise specified the following definitions describe the temperature conditions for this specification.

The ammunition will be conditioned at the respective temperatures for not less than 4 hours (not less than 2 hours for ambient). The conditioned ammunition, other than ambient, will not be exposed to ambient temperature conditions for greater than 5 minutes. If so, the ammunition will be reconditioned for not less than 4 hours.

4.5.1. (CUI) Primed case sensitivity. Primers shall be tested in accordance with

DTL13038145, Appendix J, Primer Sensitivity Test Procedure.

4.5.2. (CUI) Velocity. The results during design verification at ambient shall be used to establish the design velocity. For all testing, the cartridges shall be conditioned and fired at hot, cold, and ambient temperatures (see 4.5). The cartridges shall be fired single shot. Tests shall be conducted in accordance with DTL13038145, Appendix A, Electronic Pressure, Velocity and Action Time (EPVAT) Test Procedure.

4.5.3. (CUI) Chamber pressure. The test samples shall be conditioned and fired at hot, cold, and ambient temperatures (see 4.5). The cartridges shall be fired single shot. Tests shall be

4.5.5. (CUI) Bullet extraction. The cartridge shall be tested in a bullet extraction machine in accordance with DTL13038145, Appendix E, Bullet Extraction Test Procedure. The rate of travel of the test machine head shall be from 3 to 6 inches (75 mm to 150 mm) per minute.

4.5.6. (CUI) Residual stress.

4.5.6.1. (CUI) Cartridges with brass cases. Test in accordance with DTL13038145, Appendix Q, Residual Stress (Mercurous Nitrate) Test Procedure. Prior to testing, all lubricants and coatings shall be removed from the cartridge case using solvents or cleaning techniques appropriate to the particular lubricant or coating being used.

4.5.6.2. (CUI) Cartridges with cases of other materials. Test in accordance with approved procedures, appropriate for the materials(s) used to manufacture the cartridge (see 6.2).

4.5.7. (CUI) Dispersion. The test samples shall be conditioned and fired at ambient temperature (see 4.5) one round at a time from an accuracy barrel in accordance with DTL13038145, Appendix C, Accuracy (Dispersion) Test Procedure. Targets shall be measured and results recorded in terms of the average mean radius by using the following method: The distance from the center of each shot hole on the target to the horizontal reference axis shall be measured. The distances shall be added together and divided by the number of shots, resulting in the average vertical distance. The distance from the center of each shot hole on the target to the vertical reference axis shall be measured. The distances shall be added together and divided by the number of shots, resulting in the average horizontal distance. The center of impact is located at the coordinates of the average horizontal distance and average vertical distance from the origin. The mean radius is calculated by measuring the distance from the center of impact to the center of each shot hole of the target; these distances are then added and divided by the number of shot holes.

4.5.8. (CUI) Cartridge noise level. TOP 1-2-608 Sound Level Measurements shall be used as a general guide to conduct this test. Four microphones shall be positioned around the weapon and placed at a height of 5.2 ft (1.6 m) at the following locations:

a. Approximately at the shooter’s ear position.

b. 5 m to the rear of the muzzle (180° referenced from the LOF).

c. 5 m to the left of the muzzle (270° referenced from the LOF).

d. 5 m to the left rear of the muzzle (225° referenced from the LOF).

Three single shots shall be fired with each of the following weapons: M4 Carbine, M16A4 Rifle, and M249 SAW setup for a total of 9 rounds.

4.5.9. (CUI) Functional reliability. The cartridge reliability shall be verified with results from all ballistic testing performed with the exception of environmental requirement tests in 3.6 (see 6.12).

4.5.10. (CUI) Function and casualty. Test shall be performed in accordance with

DTL13038145, Appendix B, Function and Casualty Test Procedure and Appendix N, Barrel Erosion Test Procedure, Annex A, 5.56mm Barrel Erosion Test Procedure. During design verification testing, both ammunition and weapons shall be conditioned at cold, ambient, and hot (see 4.5). The firing amounts shall be in accordance with TABLE IX below.
