Statement of Work for

NSN: 1620-01-535-3515& 1620-01-610-1094

PRID:2022H015PART NUMBER: 1168100-509STATUS: R
2022AH0061168189-105

1. The Contractor shall furnish all services, facilities, labor, parts, materials, equipment, tools, and data, necessary to accomplish the inspection and overhaul for the HIGH PERFORMANCE SHOCK STRUT for the AH-64 (hereinafter “the component”) that is required to return the component to a serviceable condition sufficient to meet the standard of continued airworthiness in accordance with (IAW) Army Regulation (AR) 70-62. Upon completion of the overhaul, the overhauled components shall be packaged IAW with this contract and shipped to the destination(s) specified in each individual delivery order.

2. Prior to commencement of overhaul, the Contractor shall disassemble and inspect the component to the extent necessary to determine if the component is physically unrepairable or has suffered abnormal or catastrophic damage. If the latter condition exists, the Contractor shall notify the Procuring Contracting Officer (PCO) through the cognizant Administrative Contracting Officer and shall discontinue the overhaul until given further instructions or the authorization for disposition of the component by the PCO.

3. In the event the PCO determines that certain items should be scrapped, the contractor shall scrap such items at the fixed unit price in Section B. In IAW Defense Federal Acquisition Regulation Supplement (DFARS) Clause 252.245-7004 Reporting, Reutilization, and Disposal (Deviation 2022-O0006), included in this contract, the Contractor shall complete the Plant Clearance Inventory Schedule using the Plant Clearance capability of the GFP Module of the Procurement Integrated Enterprise Environment (PIEE), an electronic equivalent of the Standard Form 1428, Inventory Disposal Schedule. Users shall register for access and obtain training on the PIEE home page https://wawf.eb.mil/piee-landing. Such scrapped components shall count toward the quantities ordered and the Government can replace any components scrapped by the Contractor.

4. The Government does not have an adequate Depot Maintenance Work Requirement (DMWR) for this effort.

5. Critical Safety Item (CSI): The HIGH PERFORMANCE SHOCK STRUT is a CSI.

a. This overhaul is for a CSI as identified by the Government and shall comply with the requirements of AMCOM Regulation 702-1, Aviation Critical Safety Items, Critical Application Items, and new Source Testing Program Management, 19 June 2017, Appendix C, Quality Engineering Standard-1, Revision E (QE-STD-1E) and Appendix D, Quality Engineering Standard-2, Revision C (QE-STD-2C). If during the overhaul and upgrade process, the contractor determines that completion of the overhaul will require the contractor to acquire and utilize a new component, the contractor shall procure new components only from sources of supply approved by the Combat Capabilities Development Command (DEVCOM) Aviation and Missile Center (AvMC), Systems Readiness Directorate (SRD). The contractor must require purchase and acquisition of any new components to comply with QE-STD-1E. Adherence to QE-STD-1E and QE-STD-2C is required to maintain the integrity of the Critical Characteristics (CCs) of each CSI component. QE-STD-1E, QE-STD-2C, and a list of the applicable CCs are attached in Section J.

b. Written notification shall be given to the PCO as soon as possible but at least 30 days prior to first delivery indicating the time frame when the subject CSI under this contract will be actively in production so that a Supplier Interface and Oversight Program (SIOP) on-site review can be scheduled if such a review is determined by the Government to be necessary. The Contractor shall cooperate with and allow the Government to conduct a SIOP on-site review (1-3 days typically) while the contractor is actively overhauling the components. This review may also require site visits to critical process subcontractors. The purpose of the SIOP on-site review is to inspect the overhaul processes and documentation for CSIs and provide feedback and direction regarding the CSI program.

c. NOTE: Some of the personnel that support the SIOP program (for example, evaluation of manufacturing planning and participation in the SIOP onsite reviews) are support contractors of the DEVCOM, AvMC, and SRD, who provide programmatic and technical services under the AMCOM EXPRESS program. The SRD will, within 30 days of contract award, identify the contractors who may require access to your company's proprietary data (for example, frozen manufacturing planning) and facilities in performing their duties. The engineering support contractors will be allowed access only if a Non-Disclosure Agreement (NDA) between their employer and your company has been executed. A standard NDA will accompany the SRD notification. If an NDA with the identified support contractor has not been executed with your company, sign and submit the NDA with the frozen manufacturing planning to the PCO within 30 days of contract award. If you have any objections to the NDA or to its terms or conditions, contact the PCO in writing within 10 days of receipt of the SRD notification to allow sufficient time for a mutually acceptable arrangement to be reached.

6. Upon receipt of the components, contractor shall inspect containers for serviceability. Containers shall be considered serviceable unless one or more of the following conditions exist: (1) containers are structurally damaged to include functional damage to the suspension system, cracks or holes to the container hull, hull deformity to the extent the container cannot be closed (or sealed where required), or dents that will interfere with the envelope; (2) corrosion has progressed to the point where fit, function or the life of the container is affected. Components received without containers or containers determined to be unserviceable shall be processed IAW the Contractor's locally approved GFP procedures. Components received improperly packaged, damaged with corrosion/deterioration, or those with shipping discrepancies shall be reported IAW DI-MGMT-80503 (See section B, Contract Data Requirements List [CDRL] A002).

7. GFP Attachment: The components being provided to the Contractor are identified and tracked as GFP. The Contractor shall maintain a system of internal controls to manage (control, use, preserve, protect, repair, and maintain) GFP in its possession IAW Federal Acquisition Regulation (FAR) 52.245-1, and its property management system shall satisfy the requirements of this clause. The contractor shall record the acquisition, receipt, shipment, consumption, disposal of GFP, and any transfer to another contract utilizing the GFP Module in PIEE, https://piee.eb.mil, as required by the DFARS Procedures, Guidance, and Information (PGI) 245.103-72 Government-furnished Property Attachments to Solicitations and resultant contracts.
