About this file

The file is an Experience Matrix spreadsheet for a Cost Analysis Support (CAS) Services contract solicitation. The matrix is designed for offerors to document up to three contract submissions demonstrating relevant experience for the Department of the Army solicitation (W912CH-24-R-0172). Key requirements include providing details on prime contractor contracts performed within the last 5 years that are comparable to the Performance Work Statement (PWS) activities, specifically focusing on life cycle cost estimates, business case analyses, cost and software data reporting, and data analytics for U.S. Department of Defense military ground vehicle programs.

The solicitation is for a non-personal services Indefinite Delivery Indefinite Quantity (IDIQ) contract set aside for small businesses, with a Firm Fixed Price structure. The contract will support cost, economic, and technical analyses for weapon system programs, acquisition activities, and support efforts for the Department of the Army, Department of the Navy, and United States Marine Corps. The evaluation will use Best Value Tradeoff Source Selection procedures, with Experience being significantly more important than Price. Offerors must carefully complete the Experience Matrix, providing precise contract information and demonstrating the comparability of their past performance to the required PWS activities.

Contract Number
(including Task/Delivery Order number if applicable)1) Pursuant to Section L.4.1: For the purpose of this Factor, a Contract is defined as a written instrument that requires the performance of a distinct effort and demonstrates the distinct effort was actually performed. Written instruments containing supplies or services that can be ordered but typically do not demonstrate actual performance, such as indefinite Delivery Contracts (FAR 16.5), Basic Ordering Agreements (BOA), Blanket Purchase Agreements (BPA), and Federal Supply Schedules (FSS) do not meet the definition of a Contract. Written instruments considered to demonstrate actual performance may include a single task or delivery order, a single work directive, or a single definite quantity contract provided it demonstrates a distinct effort was actually performed. An offeror may submit, or the Government may require, written instruments that enhance the Government’s understanding of the distinct effort actually performed if it is not identified on the Contract itself. It is incumbent upon the offeror to demonstrate that a distinct effort was actually performed.

2) In accordance with M.4.1, The Government will only consider recent experience in the evaluation, as defined in Section L.4.1.2 and in the Section L.4.1 definition of a Contract. The Government will only consider up to 3 recent Contracts and will base its evaluation on the submissions identified in the Experience Matrix (Attachment 0003). The Government will not evaluate any submissions for a Subfactor where the three submissions limit is exceeded in the Experience Matrix (attachment 0003), thus resulting in a deficiency.
