April 2025, Replace VC HVAC, PMIS 255915A
NATIONAL PARK SERVICE
COWPENS NATIONAL BATTLEFIELD
REPLACE VISITOR CENTER HVAC
SCOPE OF WORK
Background:
The National Park Service (NPS) owns and operates Cowpens National Battlefield located at 4001 Chesnee
Highway Gaffney, SC, within Cherokee County. The park was established to commemorate the January 17, 1781 victory of Brigadier General Daniel Morgan in the American Revolution.
The purpose of this project is to replace the existing visitor center heating and cooling system (HVAC) with new. The 7,000 SF visitor center was constructed in the early 1980’s and has two floors consisting of the lobby, bookstore, museum, and offices on the ground level and a basement area of approximately 1,200 SF which is utilized for office space, collections storage, a common kitchen/breakroom, IT equipment, fire suppression, and other administrative functions.
The existing system consists of two 5 ton heat pumps installed around 2010, and air handler/fan coil equipment servicing three individual areas installed in 2011, 2016 and 2020. The visitor center has three zones: the museum, the lobby, bookstore, office area, and basement, and the attached exterior comfort station.
The majority of the existing HVAC system equipment has reached the end of its service life and requires replacement. The basement heating and cooling is currently within the same zone as the upper levels of the building. This results in inadequate temperature and humidity controls in the basement. The new system shall provide an additional zone to heat and cool the basement separately.
The museum must remain a separate zone, and the new HVAC system must meet NPS museum collections management standards. Temperature and relative humidity shall be optimized for the preservation of irreplaceable museum collections on display and stored in the building, as well as provide for the comfort of staff working in the building and visitors.
The new system shall be equipped with high filtration capabilities; temperature and humidity controls for the museum zone, and basement zone; temperature controls (at minimum) for the lobby and office zone, and comfort station zone. The new system shall have a SEER rating of at least 16, and shall utilize existing air distribution ductwork and wiring, without alterations to the structure or interior space and finishes. The plenum and visible ductwork attached to the current Visitor Center Lobby/Office/Basement Fan Coil Unit
(located in the office closet) shall be replaced to remove all materials with visible mold.
This is a firm, fixed price contract, with all work to be complete within 180 calendar days of the notice to proceed date. The contractor is responsible for obtaining and verifying final measurements, existing conditions, and equipment requirements in order to meet the desired outcome prior to submittal of bid. All work of this contract must be performed in accordance with all applicable laws, regulations, and state permitting requirements. The contractor shall provide all management, supervision, labor, materials, supplies, tools, equipment, and all other items necessary to coordinate and ensure quality workmanship.
Existing Equipment:
The existing HVAC system consists of the following equipment:
