Document Shredding Services for the Headquarters Joint Munitions Command, Rock Island Arsenal
PART 1 INTRODUCTION:
1.1 Non-personal services: This is a non-personal services contract to provide document shredding support services for the Rock Island Arsenal (RIA), Rock Island, Illinois. The Government will not exercise any supervision or control over the contract service providers. The Contractor shall perform to the standards specified in this Performance Work Statement (PWS). Contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary as defined in this PWS.
1.2 Background: The requirement for this service is for the shredding of Controlled Unclassified Information (CUI) Army documents for Tenants of the US Army Installation, the Rock Island Arsenal (RIA). RIA was established by an Act of Congress in 1862. It is an island located on the Mississippi River between the cities of Davenport, Iowa and Rock Island, Illinois. It lies within the state of Illinois. The installation encompasses approximately 946 acres and serves as Headquarter location for various Army agencies including First US Army, Army Sustainment Command, Joint Munitions Command and the Joint Technology and Manufacturing Center. There are approximately 6,500 employees on the installation, which is comprised of 5,100 civilians, 500 military service members, and approximately 900 contractors and reserve component military service members. There are approximately 80 military families living in military housing on the installation.
1.3 Description of Required Services: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform document shredding and destruction as defined in this Performance Work Statement (PWS), except for those items specified as government furnished property and services. The Contractor shall perform to the standards in this PWS.
1.4 Objective: The contractor shall provide paper destruction services:
• On site at the RIA, Rock Island IL
• By way of a vehicle mounted industrial paper shredder or disintegrator
• To include supplying necessary collection bins.
• The contractor shall perform pickup and conduct on-site destruction on a recurring bi-weekly basis, or a specific scheduled times or shredding events as defined in the individual delivery order.
• Destruction will be unreadable, indecipherable, and irrecoverable. The destruction shall meet the CUI standard for U.S. Government requiring the reduction to shards measuring 1 millimeter by 5 millimeters, or less.
1.5 Type of Contract: The Government will award an Indefinite Delivery Indefinite Quantity (IDIQ) Delivery Order Contract. The period of performance shall be for a 5-year period and five ordering periods.
1.6 Scope and Performance Requirements: The contractor shall provide the necessary mobile shredding equipment in support RIA Tenants located on the RIA. All shredding must be completed on-site at Rock Island Arsenal facilities.
The paper documents should be considered sensitive in nature. Shredding will be performed on site at RIA, Rock Island, IL. The shredding will be completed in a process to ensure documents cannot ever be recreated and the sensitive data contained within is permanently, non-retrievable. Shredders must be capable of shredding through paper, plastic, cardboard, staples, binders, and binder clips.
Shredding will be required to be performed at regular intervals (i.e.at least two times a month) or irregular individually scheduled time (i.e. Annual Shred Day) IAW each individual delivery order. Each order will have its own period of performance and specified shredding times defined. The contractor shall coordinate shredding time with the Contracting Officer’s Representative (COR) to provide access to locked recycle containers and verify weight of paper destroyed.
The contractor shall provide enough locked bins to collect and store materials to be destroyed until such time the service occurs. Typically, the range of bins will be 30-35 but will be determined per each delivery order and period of performance. The contractor provided bins shall have wheels, be capable of holding an average of 200 lbs. (64 gallon) and possess locking mechanisms and locks that can be opened with a master key. Additionally, the contractor shall be required to provide bins that are adequate in size for small rooms. A key for the containers will be provided to the COR to accommodate bulk disposal within the containers.
The COR or designee shall observe the shredding and destruction process. A signed certificate for shredding/destruction shall be issued upon completion of each job. The certificate shall be provided back to the COR or designee within three hours. A pdf copy of the certificate shall be emailed to the COR, and designee (if applicable). The certificate will be submitted to the COR and indicate the number of bins of shredded and disposed material and be signed by the individuals (contractor and Government) designated to destroy and witness the shredding. Destruction officials will be required to know, through their personal knowledge, that such a material was shredded/destroyed. The certificate of destruction shall include the contract number, number of bins, company name, and date of destruction.
The Contractor will be responsible for cleaning up any spillage of paper/material that occurs because of the contractor’s actions during the collection/shredding process.
The Contractor shall securely transport shredded material to a COR designated secure building where it is baled and maintained until securely transported to final destruction designation.
The Contractor shall collect and return the bins from their designated areas from each facility, IAW specific delivery order.
Contract shall submit invoices in the WAWF system.
1.7 Period of Performance: The period of performance shall be for 1-year. The Period of Performance will be established upon award.
1.8 General Information:
1.8.1 Federal Observed Holidays: The Contractor shall not be required to perform services on the recognized Federal holidays. If any of the below falls on a Saturday, then Friday shall be observed as a holiday. Similarly, of one falls on a Sunday, the Monday shall be observed as a holiday. The recognized federal holidays include:

1.8.2 Hours of Operation: The Contractor is responsible for conducting business, between the hours of 7:00AM – 2:00PM Monday through Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons.
1.8.3 Place of Performance: The work to be performed under this contract will be performed at the Rock Island Arsenal (RIA) at various buildings and locations including but not limited to:

1.8.4 Quality Control Program (QCP): The Contractor shall develop and maintain an effective QCP to ensure services are performed in accordance with (IAW) this PWS. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of deficiencies. The Contractor’s QCP is how the Contractor assures that the work complies with the requirement of the contract. The QCP, in an electronic format (i.e. MS WORD) must be forwarded to and accepted by the Contracting Officer within 30 days of the contract award date. After acceptance of the QCP the Contractor shall receive the contracting officer’s acceptance in writing of any proposed change to the QCP.
1.8.5 Quality Assurance: The contractor shall comply with the government’s quality assurance program as defined in the Quality Assurance Surveillance Plan. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable quality level(s) (AQL). Government surveillance of contractor performance is not limited to the Performance Objectives as outlined in this PWS.
1.8.6 Insurance: The Contractor shall be responsible for carrying all required liability insurance for both the shredding vehicles utilized in performance of this contract. Additionally, adequate personal liability insurance for each of its employees associated with this contract. The Government will be held harmless and non-liable for injury to the contractor employees.
1.8.7 Certifications: The Contractor shall be certified for onsite destruction by the National Association for Information Destruction (NAID) bonded and insured.
1.8.8 Vehicles: Vehicles used for collection by the contractor shall have watertight bodies which do not permit loss of paper/material. No open boxed trucks shall be used. Collection vehicles will be operated in accordance with activity rules and regulations while at The Rock Island Arsenal and will be kept closed when moving or when not actually engaged in collecting/shredding paper/material.
All vehicular equipment must be maintained and in good repair and in a safe and clean condition. The Contractor’s name must be painted or otherwise prominently displayed on each contractor owned vehicle.
1.8.9 Access: To obtain physical access to government installation buildings and designated areas for destruction bins, the company will ensure that all employees entering in Army-controlled installations or facilities have obtained access Visitor and passes in accordance with facility regulations and that these badges and passes are obtained in advance so as not to delay the accomplishment of contracted services.
1.8.10 Prescreen and Compliance with Security Requirements: The contractor shall pre-screen all Candidates for employment using the E-Verify Program (http://www.dhs.gov/EVerify) website to meet the established employment eligibility requirements.
Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. All Contractor and associated sub-contractor(s) employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (as provided by the DES).
The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office and comply with adjudication standards and procedures using the National Crime information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/05/AR 190-13).
1.8.11 Vetting at the RIA Visitor Welcome Center: Each contractor employee requiring access to Army-controlled installations is to be vetted at the RIA Visitor Welcome Center. Each contractor employee will have their state Issued Driver’s License and fill out a provided visitor sheet with their personal information to include PII. Requesting access to RIA will be completed by COR notification via email to the RIA Visitor Welcome Center.
All contractor and contractor employees' vehicles equipment, and packages are subject to inspection or examination (search) at entry/exit of the Rock Island Arsenal. Only authorized individuals that pass a screening and vetting process will be permitted access.
In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes. Each Rock Island Arsenal (RIA) tenant(s) are responsible for escorting of the contractor(s) into their facilities. Joint Munitions Command (JMC) will not be held responsible for that requirement.

Should a “see something/say something” event/exercise take place the contractor will take commands and guidance from the command facility escort person.
The contractor will notify the COR when an employee’s employment is terminated. The contractor is responsible for the return of all identification badges issued to the employee. The badges shall be returned to the COR. The COR will return all badges to the RIA Garrison Physical Security Division, Department of Emergency Services. Installation Visitor Pass upon contract termination turned into Contract COR and/Dropbox at access control point.
1.8.12 Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation (FAR) Subpart 42.5. The KO and Contracting Officer’s Representative (COR) shall meet periodically with the contractor to review the contractor's performance. At these meetings the KO will apprise the Contractor of how the Government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues.
1.8.13 Contracting Officer’s Representative: A COR will be identified for contract oversight. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: Assure that the Contractor performs the technical requirements of the contract; perform inspections necessary in connection with contract performance;
maintain written and oral communications with the Contractor concerning technical aspects of the contract; issue written interpretations of technical requirements, including Government drawings, designs, and specifications;
monitor Contractor's performance and notifies both the KO and Contractor of any deficiencies; coordinate availability of government furnished property, and provide site entry of Contractor personnel.
A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.
1.8.14 Key Personnel: The Contractor shall provide a Contract POC, and an Alternative Contract POC, to coordinate business matters regarding the contract, and be responsible for the oversight and execution of the performance work statement requirements. The POC or their Alternate, shall have full authority to act for the Contractor on all contract matters relating to daily operation of this contract. The POC shall coordinate with the COR and shall be the central point of contact with the Government for performance of all work under the contract. The
POC(s) shall be designated in writing to the contracting officer to include contact numbers and e-mail addresses and provided to the Contracting Officer within 30 days of award of the contract.
1.8.15 Identification of Contractor Employees: All contract personnel attending meetings, answering Government telephones, and working in other situations where their Contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by Contractors are suitably marked as Contractor products or that Contractor participation is appropriately disclosed.
1.8.16 Contractor Personnel Conduct: Contractor personnel’s conduct shall not reflect discredit upon the Government. The Contractor shall ensure that personnel present a professional appearance. The Contractor’s employees shall observe and comply with all local policies and procedures concerning fire, safety, environmental protection, sanitation, security, and possession of firearms or other lethal or illegal weapons or substance. The Contractor is responsible for ensuring that any contractor employees providing services under this contract conduct themselves and perform services in a professional, safe, and responsible manner. The Contractor shall remove from the job site any employee for reasons of misconduct or security. In accordance with DOD Directive 5500.7-R, “Joint Ethics Regulation”, Contractor employees must avoid improperly influenced in the execution of their duties under the contract.
Particular attention should be paid to acceptance of gifts/ gratuities, and on non-disclosure of sensitive or classified information. The Contractor shall ensure employee conduct complies with 41 U.S. C 423 relative to release of acquisition related information or actions or discussions which may prejudice future competitions. The Contractor shall ensure no contractor employees conduct political related activities or events on the Rock Island Arsenal USAR Facilities.
1.8.17 Controlled Unclassified Information (CUI): Include DFARS clause 252.204-7012, which requires the contractor to comply with NIST 800-171. Also include DFARS provision 252.204-2019 into solicitations. Acquisition officials should follow procedures outlined in DFARS 204.73 and verify vendors have an adequate NIST SP 800-171 summary assessment score within the Supplier Performance Risk System (within PIEE). If the score doesn’t show a medium- or high-level assessment with a score of 110 or better (as described in the “NIST SP 800-171 DoD Assessment Methodology”), include clause 252.204-7020 and obtain the vendor’s “system security plan” and “plan of action” for NIST SP 800- 171 verification and assurance by Army security officials. The contractor will not hold, maintain, or view any material to be destroyed.
1.8.18 Emergency Services
The Contractor shall have competent personnel trained and capable of dealing with minor personnel injuries. The Contractor of their employees shall immediately notify their supervisor of any accident requiring emergency medical treatment. The Contractor will, in turn, notify the KO or COR within 30 minutes of the incident.
Emergency medical treatment and services for Contractor personnel is the responsibility of the Contractor.
PART 2 DEFINITIONS, ACRONYMS, AND ABBREVIATIONS
2.1 Definitions
Cannibalize. Remove parts from Government property for use or for installation on other Government property.
Contractor. A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.
Contractor Acquired Property. Property acquired, fabricated, or otherwise provided by the contractor for performing a contract and to which the Government has title.
Contracting Officer (KO). A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.
Contracting Officer’s Representative (COR). An employee of the U.S.
Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.
Controlled Unclassified Information (CUI). CUI is Government-created or owned UNCLASSIFIED information that allows for, or requires, safeguarding and dissemination controls in accordance with laws, regulations, or Government-wide policies. It is sensitive information that does not meet the criteria for classification but must still be protected.
Defective Service. A service output that does not meet the standard of performance associated with the Performance Work Statement.
Deliverable. Anything that can be physically delivered but may include non-manufactured things such as meeting minutes or reports.
Equipment. A tangible item that is functionally complete for its intended purpose, durable, nonexpendable, and needed for the performance of a contract.
Equipment is not intended for sale and does not ordinarily lose its identity or become a component part of another article when put into use. Equipment does not include material, real property, special test equipment or special tooling.
Government Furnished Property. Property in the possession of, or directly acquired by, the Government and subsequently furnished to the contractor for performance of a contract. Government-furnished property includes, but is not limited to, spares and property furnished for repair, maintenance, overhaul, or modification. Government-furnished property also includes contractor-acquired property if the contractor-acquired property is a deliverable under a cost contract when accepted by the Government for continued use under the contract.
Government Property. All property owned or leased by the Government.
Government property includes both Government-furnished property and contractor-acquired property. Government property includes material, equipment, special tooling, special test equipment, and real property. Government property does not include intellectual property and software.
Key Personnel. Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the PWS. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal. The prime contractor is responsible for performance of all subcontractors.
Loss of Government Property. Unintended, unforeseen or accidental loss, damage, or destruction of Government property that reduces the Government’s expected economic benefits of the property. Loss of Government property does not include occurrences such as purposeful destructive testing, obsolescence, normal wear and tear, or manufacturing defects. Loss of Government property includes, but is not limited to:—
(1) Items that cannot be found after a reasonable search;
(2) Theft:
(3) Damage resulting in unexpected harm to property requiring repair to restore the item to usable condition; or
(4) Destruction resulting from incidents that render the item useless for its intended purpose or beyond economical repair.
Material. Property that may be consumed or expended during the performance of a contract, component parts of a higher assembly, or items that lose their individual identity through incorporation into an end-item. Material does not include equipment, special tooling, and special test equipment or real property.
Non-Personal Services. The personnel rendering the services are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the government and its employees. Non personal service contracts are authorized by the government in accordance with FAR 37.012, under general contracting authority, and do not require specific statutory authorization.
Physical Security. Actions that prevent the loss or damage of Government property.
Property. All tangible property, both real and personal.
Property Administrator. An authorized representative of the KO appointed in accordance with agency procedures, responsible for administering the contract requirements and obligations relating to Government property in the possession of a contractor.
Property Records. Records created and maintained by the contractor in support of its stewardship responsibilities for the management of Government property.
Provide. To furnish, as in Government-furnished property, or to acquire, as in contractor-acquired property.
Quality Assurance. The government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.
Quality Assurance Surveillance Plan. An organized document written by the government specifying the surveillance methodology used for surveillance of contractor performance.
Quality Control. All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.
Real Property. See Federal Management Regulation 102-71.20 (41 CFR 102- 71.20).
Sensitive Property means property potentially dangerous to the public safety or security if stolen, lost, or misplaced, or that shall be subject to exceptional physical security, protection, control, and accountability. Examples include weapons, ammunition, explosives, controlled substances, radioactive materials, hazardous materials or wastes, or precious metals.
Subcontractor. One that enters into a contract with a prime contractor. The Government does not have privity of contract with the subcontractor.
Unit Acquisition Cost means—
(1) For Government-furnished property, the dollar value assigned by the Government and identified in the contract; and
(2) For contractor-acquired property, the cost derived from the contractor’s records that reflect consistently applied generally accepted accounting principles.
Wide Area Work Flow (WAWF):A secure web based system for electronic invoicing, receipt, and acceptance. WAWF allows government vendors to submit and track invoices and receipt/acceptance documents over the web and allows government personnel to process those invoices in a real-time, paperless environment.
Work Day. The number of hours per day the Contractor provides services in accordance with the contract.
Work Week. Monday through Friday, unless specified otherwise.

PART 4 CONTRACTOR FURNISHED ITEMS AND SERVICES
4.1 General: The Contractor shall furnish all supplies, equipment, facilities and services required to perform work under this contract.
4.2 Materials: The Contractor shall furnish materials, supplies, and equipment necessary to meet the requirements under this PWS.
- Bins: quantities, and frequency to be defined in each task order.
- Key locks for all bins, with a master key given to requirements’ owners.
4.3 Equipment: The Contractor shall furnish the following to meet the requirements under this PWS.
- Truck with on-site document destruction capability to destroy CUI to specifications.
PART 5 SPECIFIC TASKS
5.1 Basic Services: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform document shredding and destruction as defined in this Performance Work Statement (PWS). The Contractor shall perform to the standards in this PWS.
5.2 Objective: The contractor shall provide paper destruction services:
• On site at the RIA, Rock Island IL.
• By way of a vehicle mounted industrial paper shredder or disintegrator.
• To include supplying necessary locked collection bins.
• The contractor shall perform pickup and conduct on-site destruction on a recurring basis, frequency to be defined in each task order.
• Destruction will result in media being unreadable, indecipherable, and irrecoverable.
• A sample of destruction will be provided to the COR at time of award and as requested to ensure CUI compliance.
• The destruction shall meet the CUI standard for U.S. Government requiring the reduction to shards measuring 1 millimeter by 5 millimeters, or less.
PART 6 APPLICABLE PUBLICATIONS (current edition)
The Contractor must abide by all applicable regulations, publications, manuals, and local policies and procedures. Publications are to be procured and maintained at Contractor’s expense.
