ROCK ISLAND ARSENAL
APRIL 5, 2021
SCOPE OF WORK
NEW ELECTRICAL SUPPLY FOR NORTHEAST END OF BUILDING 299 & AIR COMPRESSOR’S
1. GENERAL INFORMATION:
1.1 The purpose of this service contract is to have a qualified electrical contractor supply parts and labor to replace the electrical power feed to the air compressors and northeast end of BLDG. 299 with the loss of power to the existing air compressors being as minimal as possible. Bend, and run new parallel 3” GRC conduit run on far east wall, supply and install 10’ 600A 3 phase 3 wire busway tap box (compatible with Sentron/I-T-E, XL-X Fusible Switch Plug) and 2 – 200A I-T-E, XL-X Fusible Switch Plug, supply and install 2 sets of 3-350MCM with #1 ground, supply and install, 2 - 200A feeds using no smaller than #4 AWG wire for copper conductors and increase in size if needed for de-rating factors, to the existing air compressors (each compressor rated at 200A), in organizing with RIIS for removal of power from our high voltage switch gear, for disconnecting the existing 600A feed at existing junction box mounted on outside wall of northeast area, make new connection in junction box. The contractor will perform proper resistance/megger testing after termination, and if needed proper troubleshooting and correct any issues.
1.2 All work will be performed at Rock Island Arsenal - Joint Manufacturing & Technology Center (RIA-JMTC) during normal business hours. The hours and schedule will be mutually agreed upon by the contractor and the COR.
2. DETAILED SERVICE REQUIREMENTS:
2.1 Supply and install new parallel 3” GRC conduits from existing junction box.
2.2 Supply and install 2 sets of 3-350MCM with #1 Ground.
2.3 Supply and install 10’ 600A 3 phase 3 wire busway tap box (compatible with Sentron/I-T-E, XL-X Fusible Switch Plug) and 2 – 200A I-T-E, XL-X Fusible Switch Plug.
2.4 Supply, and install 2 - 200A feeds using no smaller than #4 AWG wire for copper conductors and increase in size if needed for de-rating factors, to the existing air compressors (each compressor rated at 200A).
2.5 The COR will organize with RIIS for removal of power from our high voltage switch gear.
2.6 Disconnect existing feed to air compressors.
2.7 Terminate the new feed to air compressors.
2.8 Disconnect the existing 600A feed at existing junction box mounted on outside wall of northeast area in BLDG. 299.
2.9 Terminate the new 2 sets of 3-350MCM with #1 Ground.
2.10 Remove cable and conduit from old electrical run to air compressors.
2.11 Perform proper resistance/megger testing after termination, and if needed proper troubleshooting and correct any issues.
2.12 The COR will organize with RIIS for the re-energizing of the new 600A run.
2.13 Remove cable and conduit from old electrical run to air compressors.
3. QUALIFICATIONS:
3.1 All work performed under this contract shall be accomplished by a qualified journeyman electrician with at least 2 years hands on experience. Up to date licensing in fork truck, JLG, scissor lift, etc.
4. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES:
4.1 The contractor shall ensure that all services indicated in the “scope of work” are in compliance with all applicable code requirements set forth by NEC, NFPA, NEMA, and that all services are done in compliance with such codes. The contractor will perform proper lock out/tag out per OSHA while working on said equipment.
4.2 The contractor shall be required to work with the COR to set a schedule for the new power feed to be completed in 30 days.
4.3 The contractor shall supply all parts, labor, and tools (including a lift) to perform this SOW.
4.4 The required work will be performed during normal business hours (Monday through
Friday, 6 AM – 4 PM Central Standard Time), except for Government holidays unless otherwise authorized and agreed on by the COR and the Contracting Specialists.
5. GOVERNMENT FURNISHED ITEMS AND RESPONSIBILITIES:
5.1 RIA JMTC will provide the contractor a container to properly dispose of any material or garbage.
5.2 The COR will work with the contractor if any unforeseen issues arise. The correction of these issues will be mutually agreed upon by the contractor and the COR/Contract Specialist.
6. INSPECTION/FINAL ACCEPTANCE:
6.1 The COR will monitor contractor performance on this contract, in accordance with the Quality Assurance Surveillance Plan (QASP).
6.2 Upon completion of the NEW ELECTRICAL SUPPLY FOR NORTHEAST END OF BUILDING 299
& AIR COMPRESSORS, the COR will inspect the work and if acceptable approve any contractor service documents. Any discrepancies or deviations from the SOW will be communicated to the contractor by the COR ASAP.
6.3 The Contractor shall invoice using Wide Area Workflow per 52.0000-4942. The contractor when submitting the invoice into the WAWF system, will select; “auto send a notification to the COR by email” (using the COR’s email address). If this is not performed the contractor must contact the COR to notify him/her of pending transactions in WAWF.
WAWF invoicing shall be completed by the contractor within 30 business days of COR work acceptance.
7. PERIOD OF PERFORMANCE:
7.1 The contractor’s effort will begin as soon as practical after award of the contract.
8. POINT OF CONTACT:
8.1 Prior to contract execution, the contractor shall identify to the COR a primary and alternate contractor’s POC. RIA-JMTC COR shall work with the contractor’s primary or alternate POC to schedule all on site planning and work. Also, the contractor shall identify a primary and alternate contractor’s invoicing
/WAWF POC.
9. WARRANTY:
9.1 All services, materials & parts used shall include the standard commercial warranty (damage, failures).
10. SECURITY: Security training (not needing a CAC)
11.1 AT Level I Training.
11.1.1 All contractor employees, including subcontractor employees, requiring access to Army installations, facilities, or controlled access areas shall complete AT Level I awareness training. The COR will be provided a copy of the RIA-JMTC AT Level I awareness training to assure the training is completed.
11.1.2. The contractor shall sign a Memorandum of Record for each contractor employee and subcontractor employee to the RIA-JMTC Operations Center prior to receiving any RIA-JMTC electronic keys and access pass being issued.
11.2. Access and General Protection/Security Policy and Procedures.
11.2.1. The contractor and all associated subcontractor employees shall provide all information required for background checks to meet installation access requirements to be accomplished by the installation Director of Emergency Services.
11.2.2. The contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DoD, HQDA, and/or local policy. In addition to the changes otherwise authorized by the change clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.
11.3. For contractors that do not require CAC, but require access to a DoD facility or installation.
Contractor and all associated subcontractor employees shall comply with adjudication standards and procedures using the National Crime Information Center interstate identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility access and local security policies and procedures (provided by government representative). The COR will provide guidance to complete the Access Control Records Check request Form thru the RIA Directorate of Emergency Services.
11.4. Access Badges and Electronic Keys.
11.4.1. Contractor will acquire and need to return all issued U.S. Government Common Access Cards, installation badges, and/or access passes. Use FAR 52.204-9 at the end of the contract or the last day of an individual contractor’s employment.
11.4.2. RIA-JMTC electronic keys and access passes are accountable items and will be returned within 24 hours of no longer being needed. Items will be returned to the COR or placed in a drop box at a RIA-JMTC access point.
11.4.3. Contractors who routinely fail to return these items will not be issued them in support of any future contract.
11.5. IWATCH (See Something, Say Something) Training.
The Contractor and all associated subcontractors shall brief all employees on the local iWATCH program. The iWATCH training will be provided in the RIA-JMTC AT training.
11.6. Impact on contractor performance during increased FPCON during periods of increased threat.
During FPCONs Charlie and Delta, services may be discontinued/postponed due to higher threat. Services will resume when FPCON level is reduced to level Bravo or lower.
The FPCON descriptions will be provided in the RIA-JMTC AT training. The COR will keep the contractors informed on the current FPCON or any possible FPCON change.
