Statement of Work (SOW)

USPFO Hazardous Material Building Repairs

1. General. The objective of this project is to repair and refresh multiple areas of the

Virgin Islands Army National Guard (VIARNG) United States Property and Fiscal Office

(USPFO) Hazardous Material Building.

a. Background. The USPFO Hazardous Material Building is used to store hazardous material designated for disposal by VIARNG. The building is located on the Estate Bethlehem Military Compound (EBMC) on the island of St. Croix, U.S.

Virgin Islands.

b. Scope. The contractor shall provide all personnel, labor, materials, equipment, tools, supervision and transportation necessary to perform the complete repairs as defined in the SOW. Work includes removal and disposal of three (3) metal roll-up doors; installation of new metal roll-up doors; removal and disposal of metal roof panels; installation of new roof panels; installation of new interior and exterior solar lights; and painting of the exterior of the building.

c. Specific Tasks. The contractor shall:

• Be responsible for obtaining all necessary permits and approvals for the work to be performed in accordance with local, state and federal regulations.

• Provide direct supervision over all aspects of the work and maintain control of personnel assigned to the project.

• Submit product specifications and materials to the Contracting Officer for approval prior to ordering and delivery.

• Remove three (3) existing metal roll-up doors (8’ x 10’) including existing track system and springs. Dispose of all old doors and materials offsite and in accordance with all applicable laws.

• Verify that the door frames and surrounding structure are prepared and leveled to receive the new doors.

• Install, in accordance with manufacturer’s specifications, three (3) new weatherproof, manual, roll-up, metal doors with new tracks. The doors shall be operable by hand with smooth, consistent motion and must be securely locked when fully closed.

• Remove the existing 672 square feet of roof covering including the existing standing seam panels, fasteners, flashing and associated components (not including ridge or rafters). Dispose of all removed materials in accordance with local waste management regulations. After the existing roof covering is removed, inspect the roof deck, ridge and rafters for any damage or deterioration. Any required repairs or reinforcements to the roof deck structure must be reported to and approved by the Construction and Facilities Management Office (CFMO) –

Byron A. Todman or Andrea Bryan-McIntosh. Once repair and/or reinforcement work is approved, work will not commence until a scope modification to the existing contract has been completed.

• Install 672 square feet of new standing seam galvanized roofing panels, ensuring they are aligned, secured, and weathertight. Panels must be installed in accordance with the manufacturer’s guidelines, with appropriate overlap and seam locking to prevent water infiltration. Install any necessary flashing, ridge caps and trim to ensure a fully integrated and watertight roofing system.

• Demolish and repair 30 lineal feet of 24” deep concrete bond beam complete with reinforcing steel.

• Install three (3) solar-powered indoor lights in pre-determined locations within the building. Locations should be chosen to ensure even lighting coverage for safety and operational efficiency. Lights are to be switch controlled. For integrated systems, ensure that all wiring is securely routed and properly insulated to prevent damage. Use conduit where necessary to protect cables and wiring. Install batteries or power storage units for each light in a safe and accessible location, ensuring proper ventilation.

• Install three (3) solar-powered outdoor lights at the doors. Mount each outdoor light fixture securely to the wall. Run the necessary wiring from the solar panel to the light fixture while ensuring that all cables are secure and weatherproof. Ensure that the battery or power storage system for each outdoor light is installed in a safe, accessible location, protected from extreme weather conditions.

• Pressure wash all surfaces (3,000 sf) of the building to remove dirt, dust and contaminants. Pressure wash both interior and exterior of the building. The walls, ceiling and floor are to be washed.

• Apply two (2) coats of paint to the exterior of the structure. Paint approximately 1,100 sf of wall surface. Paint color to match the existing building.

Ensure finished surfaces are free from streaks, runs and other imperfections.

• Replace eight (8) existing hazardous and caution/danger signs with new signs.

d. All warranties should be in accordance with manufacturer’s specifications.

Contractor will provide a limited warranty of 1 year from date of acceptance. The limitation of this warranty would not include improper applications or repairs.
