Statement of Work (SOW) Radford Army Ammunition Plant
Date: 5/6/2020
1. BACKGROUND, PURPOSE, AND SCOPE STATEMENT
Radford Army Ammunition Plant (RFAAP) is a Government-owned Contractor-operated (GOCO) installation in Radford, VA. The purpose for the purchase is to provide a new excavator and new trailer as Government Furnished Equipment to the operating contractor.
These will be replacements for the current excavator and trailer, a 1994 Model Year wheel mounted excavator that has been inoperable since 2016 and reported not economically repairable, and a 1970 Model Year trailer that is past its useful life expectancy. The excavator has been included on Radford’s BCE POM data calls years 2017-2019 as a mission essential requirement.
A medium sized track mounted excavator with hydraulic thumb is preferred over a wheel mounted excavator to allow the ability for multi-use and maximum utilization. The excavator will be used for multiple tasks on site to include but not limited to cleaning ditches, cleaning tanks/dikes, land clearing, excavation for water break repairs, and demolition of earth-filled barricades. Having this type of equipment on site will provide a cost savings and provide the ability to complete tasks in house rather than renting equipment and/or subcontracting out work.
Army Staff Operations agrees with the operating contractor’s assessment that a traditional tracked excavator with rubber tracks (as opposed to steel) and a thumb attachment for the bucket would be more practical and useful than a rubber-tired excavator. Rubber tracked equipment has become more common in the past several years and can be found on many types of equipment such as skid-steer excavators as well as agriculture tractors in addition to excavators. The rubber tracks allow movement of the equipment both off-road as well as limited use on-road without damage to asphalt and concrete surfaces. Given the tasks that the contractor is required to accomplish with this piece of equipment, a rubber tracked excavator would be an asset to RFAAP.
