About this file
This document is a Go/No-Go evaluation matrix for prototype assessment of the Maritime Body Armor Load Carriage Systems (M-BALCS) program.
The matrix is structured in two evaluation phases. Phase 1 evaluation criteria include Technical Merit, Required Attributes, Key Attributes, Technical Feasibility, Demonstration Plan, and Original Equipment Manufacturer Status, with each criterion marked as either GO or NO-GO. Phase 2 evaluation expands the assessment scope and includes seven specific technical requirements: the system must have required technical attributes or demonstrate a high likelihood of meeting them with modifications; be capable of interoperability with primary and side plates; feature emergency release capability; be available in appropriate patterns and colorways; allow proper firing position for all weapons; be compatible with LPU/PFD (Life Preserver Unit/Personal Flotation Device); and have a position on the chest to mount F-CDW (Fast Combat Diver Watch or similar equipment). Each Phase 2 criterion is evaluated on a GO/NO-GO basis to determine prototype suitability for advancement.
